Danish refugee council has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.

About the job
The Senior Partnerships Officer for the North of Lebanon will act as DRC’s focal point for relationships with NGO and community based organization (CBO) partners in the field, and will be mainly responsible for identifying and assessing partners, coordinating operational and programmatic capacity building plans in close collaboration with the programme and support departments, and tracking and monitoring partners’ progress.

Duties and Responsibilities
• Facilitate and coordinate all aspects of a partnership in the program and project cycle in collaboration with programme and support teams, including:
o Partner mapping
o Capacity assessment
o MoU, budget and contract development
o Development of capacity building plan
o On-going monitoring for progress
o Financial reporting follow up
o Phase out plans
• Lead the search, scoping and assessment process for NGO and CBO partners to support the delivery of DRC programmes in North Lebanon.
• Coordinate the development of integrated capacity building plans for all partnersin collaboration with programme teams (Protection, Livelihoods and Basic Assistance) and support teams (Finance, HR and Procurement) and ensure that these plans are implemented in a timely and effective manner.
• Facilitate and provide regular technical, operational and compliance capacity building and training for partners, drawing on DRC expertise. Training topics may include things like: Code of Conduct, Core Humanitarian Standards,Safety, M&E and beneficiary feedback mechanisms, Finance, Procurement, Protection,proposal development and donor relations.
• In coordination with Sector Managers, ensure that all partners have collaboratively developed project workplansand that these are implemented in an effective manner.
• Work with the DRC departments in the field and on national level to ensure effective integration of DRC partners into DRC programme strategies.
• With the support of Country partnership Manager and senior management, ensure proactive communications between DRC and its partners through regular follow up and area grant management meetings.
• In close coordination with the Country partnership manager, programme teams and M&E department, ensure that partners are being monitored for progress against deliverables and their capacity building plan, as well as against donor compliance and internal DRC procedures, anddevelop monitoring tools tailored for the partners’ needs.
• Participate in regular partner monitoring visits and coordinate donor visits to partners as needed.
• In close coordination with the Finance department, monitor the timely submission of accurate financial reports and regularlyreview and share partners’ financial forecasts.
• Support the submission of timely, accurate and well-written donor reports and other reporting requirements of partner components.
• Ensure that partnership records are appropriately filed for follow up and audit purposes.
• Coordinate phase out plans with partners, supporting their sustainability plans and capacity improvements to lead local development work in the future.
About you
To be successful in this role you must have: 3 years’ minimum experience in relevant work:
o Managing complex programmes and /or partnership contracts
o Implementation of projects through sub-grantees
o Developing capacity building plans.

Required qualifications
• A minimum of a Bachelors university degree; preferably related to international development and/or programme management
• Strong ability to coordinate, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
• Proficient in conducting training needs analysis/assessments and developing training programs for a broad range of audiences from different institutional levels including coaching, training and supervision of staff.
• Excellent knowledge ofthe NGO operation departments (Finance, Logistic, procurement and Human Resources)
• Excellent interpersonal and problem-solving and facilitation skills
• Flexibility in working overtime when needed and ability to work flexible hours
• Computer literacy (Microsoft Word, Outlook (or equivalent email) and Excel)
• Strong written and oral communication skills, effective in representation and liaison with external parties
We offer
DRC will offer the successful applicant a contract until 31st of January 2018, renewable dependent on both funding and performance. You must be available to start work from August 2017 and be willing and able to work in Saida.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates and Nationals; please refer to www.drc.ngo under Vacancies. This position will be placed at level B, Basic Salary: 1650 USD/month.
