Partnerships Capacity Building Officer-Operations (National Contract)

About the job

Under the direct supervision of the Area Manager, and in coordination with the Technical CBO, Partnerships Manager and Coordinator, the Partnerships Capacity Building Officer - Operations has the responsibility to build the operational capacity of local partners (non-governmental organizations).

Your main duties and responsibilities will be: 

a) Operational and Organizational Support 

• Support and lead the partnership selection process through: preliminary meetings with partners, supporting DRC’s comprehensive partnership assessment, drafting an operational capacity building plan for potential partners, and supporting partners to submit the needed documentation for partnerships (MoU, Contract, Log frame, Budget, Organogram and Narrative) 

• Undertake the Operational capacity assessments of potential local partners and SDCs in coordination with the Protection and/or Livelihood managers. 

• Develop and implement comprehensive tailored capacity building plans for local partners and SDCs in a participatory manner, based on respective operational needs and ensuring quality interventions. 

• Responsible for providing overall mentoring and operational support to local partners in coordination with the Partnership manager, and the Protection and/or Livelihood managers. 

• Work  with  Finance, Human Resources, Logistic and Procurement departments to support local partner to put in place systems and to develop and implement new tools, processes, and policies that promote and sustain quality and best practice within partner operations and to ensure sub grant processes adhere to DRC standards and are effectively implemented. 

b) Capacity Building Plans implementation and reporting 

• Ensure the ongoing implementation of the capacity building components. 

• Produce monthly reports on the progression of the capacity building projects. And hold regular meetings with partners to follow up on the capacity building plan and successes and challenges. 

• Understand and follow up on operational progress, provide solutions and report issues when needed, in coordination with the Protection and/or Livelihood Manager 

• Immediately flag roadblocks in the partnership to the Protection Manager and/or Livelihood Manager, and Partnership Coordinator.. 

c) Coordination and representation 

• Develop and maintain effective and positive working relationship with relevant stakeholders including partner agencies, community leaders and service providers. 

• Represent DRC to partner CBOs, SDCs, and other stakeholders through providing operational capacity building and supporting the partnership.

About you 

To be successful in this role we expect you to have Bachelor in HR, Finance, Administration and/or Management. We also expect the following:  

Required  

• Excellent knowledge of the NGO operation departments (Finance, Logistic, Procurement and Human Resources) 

• Computer literacy (Microsoft Word, Outlook and Excel) 

• Strong ability to coordinate, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail 

• Proficient in conducting training needs analysis/ assessments and developing training programs for a broad range of audiences from different institutional levels including coaching, training and supervision of staff 

• Excellent interpersonal and problem-solving and facilitation skills 

• Flexibility in working overtime when needed and ability to work flexible hours 

• Strong written and oral communication skills, effective in representation and liaison with external parties\ 

• at least 2 to 3 years of experience, working in international organizations and humanitarian settings 

• Previous experience working with Syrian refugees in Lebanon 

• Experience in leading teams, management of projects and leading team-building activities 

• Proven experience in undertaking trainings and capacity building initiatives 

• Experience in building capacities of and providing direct technical support to CBOs and SDCs

We offer 

Contract length: 12 months until December 2018 – renewable based on fund and performance. 

Level:  C1 equivalent to USD 1650/month 

Duty Station: Bekaa 

Start date: January 2018
