We are looking for a highly qualified candidate that has the skills to engage in our organization as a Procurement Manager. Who are we?DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects. DutiesThe Procurement Manager is responsible for the Procurement Department in DRC Lebanon’s central office in Beirut and will manage the staff and systems to maximise programme efficiency and delivery. He/She will provide proper supply chain management within a procurement spend of over $35 millionin 2013. •    Plan and manage the capacity building of the two Beirut based Procurement Officers in addition to assisting in building the capacity of field based procurement and logistics staff on policies and procedures•    Monitor overall procurement performance for the Beirut office and field•    Assist in finalizing procurement plans and procurement requests for current grants•    Co-ordination of all programme procurement; assist in developing the country procedures and policies for the management of the supply chain in line with DRC Operations Handbook•    Ensure international and national transportation of freight by land, sea and air is in line with programme budgets and needs, ensuring the most cost effective and reliable means of transport is used for the timely delivery of supplies to projects About youTo be successful in this role you must have at least 3 years international experience in managing large scale procurement in an emergency environment, experience of building and developing the capacity of logistics staff through the use of training, performance management frameworks and development plans, excellent IT skills, and fluency in written and spoken English Ideally you will also have a degree in Logistics, Supply Chain Management or other relevant area, experience in regional positions or large country programmes (+500 staff), in working in shelter programme, in the distributions of NFI’s and food, and Arabic language skills We offerAn interesting job in one of the best NGO’s in the world.
