Program Manager

About the job 

The Program Manager (PM) is the most senior program staff in the field office, responsible for the strategic development and implementation of the DRC programs in the DRC region of implementation (Across the Bekaa and South Governorates).  S/he will ensure all of the sector programs under their remit are delivered to a high quality in line with DRC, donor, and international standards. S/he is responsible for strong coordination with other actors in the Area, other DRC Program Managers and between DRC’s programmatic sector teams. S/he is the line manager for three sector managers, along with the partnership team, and s/he is accountable for ensuring on time accountable delivery, reporting, and high quality programming.​

Duties and Responsibilities: 

Management 

• Line manage sector managers ensuring that they have the support that they require along with relevant work plans in place and that performance reviews take place on a scheduled basis. Ensure inter-department co-ordination between programs and operations; 

Program development and strategy 

• Support the process of implementing DRC program and sectoral strategy to the local context and circumstances in coordination with the Area Manager, Head of Program, and Sector Coordinators; 

• Stay abreast of donor strategies and proactively develop funding opportunities in the area of operation. Provide technical and context-specific input for fundraising efforts, in coordination with the Area Manager and the Beirut technical team; Provide regular analysis on the context and humanitarian situation in the area for the development of project proposals; Lead on proposal development in the area of operation with close coordination to the technical team in Beirut, drafting inputs to, or whole proposals, as requested by Area Manager and Head of Programs; Identify areas for standardization of approaches or methods across program sites; 

• Provide regular analysis on the context and humanitarian situation in the area for the development of project proposals; 

• Lead on proposal development in the area of operation with close coordination to the technical team in Beirut, drafting inputs to, or whole proposals, as requested by Area Manager and Head of Programs;

Program Management 

• Ensure quality implementation of programs including optimal use of financial resources, regular project follow up, reporting, in compliance with donor contracts and DRC rules and regulations; Ensure programs are regularly and comprehensively monitored, and monitoring tools e.g. M&E information management tools are regularly updated. Regularly visit field activities; 

• Lead grants opening and closing meetings in the area of operation, ensuring all relevant documentation is prepared, in particular work plans, procurement plans, and HR plans; And lead on programmatic financial planning, timelines, and budget management; supervise budget management and forecasts of sector managers. And hold monthly grant review and financial meetings in coordination with the Support Services Team Leader, and share feedback with Beirut office; 

Representation and Coordination  

• Act as a primary DRC program representative in the area and attend or ensure attendance, as appropriate, all relevant programmatic coordination fora/meetings; Proactively foster relationships with Government authorities and other relevant stakeholders in the area of implementation; at as focal point for municipality relations. And ensure collaboration and coordination with Head of Programs, Sector Coordinators/Advisors and the other DRC Area Program Managers to ensure programmatic integration and consistency, sharing of lessons, best practices;  

• Potentially act as head of office for the area when the Area Manager is absent or as required. ​

About you 

To be successful in this role you must have University degree in management, international relations, development studies, social work, or other related field. 

Master’s degree in a related field considered an advantage preferably to have background in social work and program management. ​

Moreover we also expect the following: 

Required qualifications: 

• At least 2 to 3 years of experience, working in international organizations and humanitarian settings. 

• Minimum 5 years’ management experience, ideally overseeing multi-sector, multi-donor humanitarian programs in complex environments; 

• Proven experience in all aspects of program management including program design, planning, implementation, monitoring and evaluation, and applying learning.  

• Practical financial, HR and administration management experience with extensive knowledge of budget development/management and finance documentation; understanding of HR principles and ethics.  

• Experience of staff management, capacity building and performance development systems. 

• Excellent report writing skills with an understanding of NGO and donor requirements. 

• Experience with proposal writing and report writing for common humanitarian donors, ideally including ECHO, UNHCR, Danida, or similar. 

• Experience working in Lebanon, with additional experience in other contexts highly appreciated.

  • Contract Length: 6 months. 
  • Band: F, Basic Salary 3,400 USD (depending on years of experience) 
  • Duty station: Bekaa 
  • Start Date: ASAP.​
