DRC is looking for a highly qualified professional with strong experience in programme development, grant management and donor liaison for the position of Programme Development and Grants Coordinator in DRC Lebanon.Successful candidates will have a track record of providing high quality engagement with donors, with experience in writing and coordinating successful proposals to secure funding. The main focus of today’s efforts in Lebanon is to help the hundreds of thousands of Syrian refugees, who have fled across the border to find protection from the conflict in their homeland. About the job
The Programme Development and Grants Coordinator is responsible for the coordination and development of proposals for the DRC Lebanon country programme. S/he will ensure grant management through the project management cycle. S/he will ensure timely and good quality reports are submitted to donors, grants management databases and tools are kept updated. S/he will provide advice on compliance with DRC’s and donors rules and regulations.
Duties and Responsibilities
Donor Relations and Fundraising
• Develop DRC Lebanon fundraising strategy to resource the country strategy;
• Support fundraising efforts in coordination with Country Director and Head of Programme, including providing briefings to in-country donor representatives;
• Liaise with donor representatives (including UNHCR, UNICEF, BPRM, DFID, DANIDA) and HQ donor focal points on grants related issues;
• Coordinate donor visits to programme sites;
ProposalDevelopment
• Draft, coordinate, edit and support quality assurance of concept notes, proposals and project amendments in line with identified needs and funding opportunities, in coordination with field programme staff and the Head of Programme;
Grants Management, Donor Reporting
• Ensure reporting systems are in place for each project including reporting formats and frequency;
• Coordinate, edit and provide quality assurance to donor reports, ensuring timely and high quality reports are submitted to donors;
• Coordinate Grants opening, review and closing meetings at the national and field levels;
• Stay abreast of DRC donor rules and regulations, and ensure DRC compliance with donor guidelines, creating fact sheets and resources to assist field teams’ understanding of donor rules;
• Ensure that the Grants Management System (GMS), and funding and reporting trackers are regularly updated;
Management, Capacity Development
• Line manage the DRC Lebanon Grants Manager, with responsibility to carry out recruitment, supervision, performance evaluation and structured capacity development of this position;
• Provide technical guidance and deliver trainings on donor guidelines and regional grants guidelines to field offices to increase teams’ knowledge in these areas.
About you
To be successful in this role you must have:
• Post-graduate qualification ideally with a specialization in development, humanitarian aid, international law/relations, social sciences or another relevant field;
• At least four years’ work experience in donor representation, proposal development, logical framework development and donor reporting, with experience of working with DFID, UNHCR, UNICEF,EU, ECHO, DANIDA, BPRM;
• Proven experience to develop successfully-funded proposals; experience of working in consortia is desirable;
• Experience of developing and implementing a fundraising strategy;
• Solid knowledge of key donor regulations, and compliance requirements (DFID, UNHCR, EU, ECHO, DANIDA, BPRM);
• Demonstrable knowledge of the Syrian context, with work experience in the MENA region advantageous;
• Ability to provide high quality review and editing to narrative and budget documents produced at the field level;
• Excellent organizational skills, ability to determine priorities and attention to detail when working to tight deadlines
• Excellent interpersonal and teamwork skills, able to communicate effectively when working with different groups, partners and nationalities
• Strong initiative and self-motivated, with a strong commitment to teamwork and humanitarian principles.
• High-level of knowledge and practice with Microsoft Office suite.
• Excellent level of written and spoken proficiency in English Language; fluency in Arabic advantageous though not required;
• Commitment to the values, vision and mission of DRC.
We offer
DRC will offer the successful applicant a 6-month contract. You must be available to start work from May 2016 and be willing and able to work in Beirut with travel to the field.
