About the job

The Program Manager (PM) is the most senior program staff in the field office, responsible for the strategic development and implementation of DRC’s multi-sector programme portfolio in the DRC area of implementation (the Bekaa and South Lebanon Governorates).  S/he will ensure all of the sector programs are delivered to a high technical standard in line with DRC, donor, and international best practices. S/he is responsible for strong coordination with other actors in the area, DRC Program Managers in other geographical areas, and between DRC’s programmatic sector teams. S/he is the line manager for three sector managers, alongside engaging strongly with the partnership team, and s/he is accountable for ensuring on time accountable delivery, reporting, and high quality programming.

This position is expected to have a high level of technical expertise, with a particular focus on Protection, Livelihoods and Social Cohesion. The successful candidate will have a strong quantitative skillset, and the ability to drive programme quality, including tool development, in additional to substantial experience in programme strategy development and grant management.  Strong interpersonal and people management skills are essential Your main duties and responsibilities will be:

Management

  • Line manage sector managers, ensuring that they have the support that they require, that relevant work plans are in place, and that performance reviews are conducted on a regular basis. Ensure inter-departmental co-ordination between programs and operations;
  • Lead on recruitment of senior program staff in coordination with the Area Manager , as appropriate; ensure HR information and plans are up to date and accurate;

Program development and strategy

  • Support the process of implementing DRC program and sectoral strategy, adapting to the local context and circumstances as required, in coordination with the Area Manager, Head of Programme, and Sector Coordinators;
  • Lead on proposal development in the area of operation in close coordination with the technical team in Beirut, drafting inputs to, or whole proposals, as requested by Area Manager and Head of Programs;

Program Management and Quality

  • Ensure quality implementation of programs including optimal use of financial resources, regular project follow up, and quality reporting,  in compliance with donor contracts and DRC rules and regulations; and ensure programs are regularly and comprehensively monitored, and monitoring tools e.g. M&E information management tools are regularly updated. Regularly visit field activities;
  • Take the lead in developing project-level tools (e.g. work plans, budget trackers), and input into the design of key programme tools (e.g. needs assessments, impact assessments);
  • Lead grants opening and closing meetings in the area of operation, ensuring all relevant documentation is prepared, in particular workplans, procurement plans, and HR plans; and lead on programmatic financial planning, timelines, and budget management; supervise budget management and forecasts of sector managers.
  • Hold monthly grant review and financial meetings in coordination with the Support Services Team Leader, and share feedback with Beirut office;

Representation and Coordination

  • Proactively foster relationships with Government authorities and other relevant stakeholders in the area of implementation; act as focal point for municipality relations. 

Safety and Security                       

  • Ensure program staff follow DRC’s safety rules, regulations and SOPs.
  • Develop risk assessments and mitigating measures for program activities as required

Accountability

  • Ensure programmatic adherence to DRC policies, procedures, guidelines, systems and standard practices, including commitments under the HAP and DRC’s accountability framework.

About you

To be successful in this role we expect you to have University degree in management, international relations, development studies, social work, or other related field.

Required

  • Minimum 3 years’ management experience, ideally overseeing multi-sector, multi-donor humanitarian programs in complex environments;
  • Proven experience in all aspects of program management including program design, planning, implementation, monitoring and evaluation, and applying learning.
  • Practical financial, HR and administration management experience with extensive knowledge of budget development/management and finance documentation; understanding of HR principles and ethics.
  • Experience of staff management, capacity building and performance development systems.
  • Excellent report writing skills with an understanding of NGO and donor requirements.
  • Experience with proposal writing and report writing for common humanitarian donors, ideally including ECHO, UNHCR, Danida, or similar.

Desirable

  • Master’s degree in a related field considered an advantage.
  • Experience working in Lebanon, with additional experience in other contexts highly appreciated.
  • Experience in Protection is essential; experience in Livelihoods / Economic Recovery and Social Cohesion programming a strong advantage;

We offer

  • Contract length: 6 months until February 2020 Renewable depending on performance and funds availability.
  • Band/Level: ​F1,
  • Basic Salary: 3400 USD (depending on years of experience)
  • Duty Station: Bekaa
  • Start date: Expected during September 2019
