The Program Support Officer will support the management of relationships with NGO and community based organization (CBO) partners in the field in Bekaa Lebanon. This position will be responsible for monitoring partner budgets, checking partner documents’ compliance with DRC and donor financial, HR and procurement guidelines, and supporting progress monitoring against capacity building and work plans. . Your main duties and responsibilities will be:
Operational and Organizational Support
• Support in identifying of potential partnership opportunities and mapping of active organizations in the area of operations. And support and lead the partnership selection process through: preliminary meetings with partners, supporting DRC’s comprehensive partnership assessment, drafting an operational capacity building plan for potential partners, and supporting partners to submit the needed documentation for partnerships (MoU, Contract, Log frame, Budget, Organogram and Narrative)
• Undertake the Operational capacity assessments of potential local partners and SDCs in coordination with the Partnership Team Leader.
• Develop and implement comprehensive tailored capacity building plans for local partners and SDCs in a participatory manner, based on respective operational needs and ensuring quality interventions.
• Work with Finance, Human resources, Logistic and Procurement departments to support local partner to put in place systems and to develop and implement new tools, processes, and policies that promote and sustain quality and best practice within partner operations and to ensure sub grant processes adhere to DRC standards and are effectively implemented.
• Monitor the implementation of the capacity building plans against agreed upon benchmarks and adjust timeframes and support provided accordingly and ensure full compliance with the internal partnership systems.
Capacity Building Plans implementation and reporting
• Produce monthly reports on the progression of the capacity building projects.
• Hold regular meetings with partners to follow up on the capacity building plan and successes and challenges.
• Understand and follow up on operational progress, provide solutions and report issues when needed, in coordination with the Partnership team Leader.
Coordination and representation
• Represent DRC to partner CBOs, SDCs, and other stakeholders through providing operational capacity building and supporting the partnership.
About you
To be successful in this role we expect you to have Bachelor degree in business administration, preferably auditing and finance. Moreover, we also expect the following:
Required
• At least 2 to 3 years of experience, working in international organizations and humanitarian settings
• Minimum of 1 year of experience financial management and / or auditing
• Knowledge of finance and procurement standards
• Previous experience working with Syrian refugees in Lebanon
• Experience in leading teams, management of projects and leading team-building activities
• Proven experience in undertaking trainings and capacity building initiatives
• Training/workshops related to finance and procurement for NGOs
• Strong written and oral communication skills, effective in representation and liaison with external parties
• Proficient in conducting training needs analysis/ assessments and developing training programs for a broad range of audiences from different institutional levels including coaching, training and supervision of staff.
• Excellent knowledge of the NGO operation departments (Finance, Logistic, procurement and Human Resources)
• Excellent interpersonal and problem-solving and facilitation skills
• Flexibility in working overtime when needed and ability to work flexible hours
• Computer literacy (Microsoft Word, Outlook or equivalent email and Excel)
Desirable
• Preferably to have experience of working with local NGOs and municipalities

We offer
- Contract length: 11 months until November 2019
- Level: B1, Monthly Basic Salary USD 1650.
