DRC’s protection program in Lebanon has focused on responding to the impact of the Syria crisis since 2011 with operations in Akkar, Tripoli, the Bekaa and Saida. In recent years, DRC has adapted to shifting needs and priorities as the context evolved to protracted crisis. As such, DRC’s protection portfolio centres on three pillars of intervention: prevention, response and systems strengthening. The program encompasses child protection and SGBV programming, legal aid, individual protection assistance to persons with specific needs, protection monitoring and evidence-based advocacy.
The Protection Coordinator will guide DRC’s strategic positioning, technical development and quality implementation of protection programmes. S/he will ensure the programme is delivered to a high quality in line with DRC’s, donors and international standards. S/he will ensure good coordination with other actors in the sector and between DRC’s programmatic sector teams. S/he will also ensure integration of protection programmes within DRC Lebanon’s other sectors of programming: housing and infrastructure; livelihoods, basic assistance, social stability and community empowerment.
Particular strengths in legal and case management required. DRC is ideally looking for a protection ‘all-rounder’ who has competencies across both legal and psychosocial aspects of protection, and experience within a variety of organizations and contexts covering mixed migration and protection. The position is open to nationals of Lebanon as well as international staff.
Your main duties and responsibilities will be:
Technical leadership and capacity building (60%)
• Build upon the protection teams existing resources to create a structured and shared protection vision across DRC Lebanon
• Following the identification of staff needs and capacity assessments, provide a structured system of technical support, supervision and guidance to the Protection teams at the national and field level (incl. development of technical tools and guidance, tailored capacity building plans, trainings and on-the-job coaching) which is effectively monitored, followed up and adaptive to the needs of the teams;
• Create tools and systems through which field protection staff are able to adhere to general protection, child protection and GBV best-practices and professional standards and principles;
• Provide technical oversight of programme activities, including spot checks, and resultant program adaptations;
• Ensure that emerging beneficiary needs are effectively identified and responded to through program adaptations, and technical support to teams
• Provide technical support and guidance on protection mainstreaming to other programme sectors;
• Design and coordinate the protection strategy, approaches and SOPs after consultation with field-based managers;
• Oversee production of external protection and advocacy reports;
• Ensure strong information management and use of databases for information management and reporting;
• Support accountability to affected populations and roll out of accountability improvement plan in area of protection;
• Support capacity assessments of partners;
• Work closely with M&E teams to develop and implement ethical and safe monitoring and evaluation mechanisms;
• Oversee and ensure analysis of results and guide staff to use these results to enhance program effectiveness and quality.
Programme development, management and reporting (20%)
• Lead on project design, in partnership with Grants Specialist and Head of Programme, ensuring proposals are in line with the protection sector strategy;
• In close coordination with Area Program Managers, assist the field-based Protection Managers in the assurance of donor compliance, including step-up and planning appropriate and timely spending of grants to achieve program goals, use and distribution of supplies and resources as well as donors’ representation;
• Provide technical inputs into proposals, ensuring emergency protection needs are clearly represented, and lead on proposal development if requested;
• Provide technical inputs and quality assurance of interim and final project reports in coordination with Grants team.
HR and staff supervision (10%)
• Supervision and capacity building of Protection (CP & GBV) Coordinator and Legal Consultant;
• Support to recruitment of protection staff and performance appraisals.
• In collaboration with the Area Program Managers, provide mentoring of Protection Managers within the protection team on supervision and leadership skills, behaviors and competencies in line with DRC’s Protection Supervision Guidelines
• Assist in creating a culture amongst staff within the protection team which is supportive, strengths orientated and mature.
External representation and coordination (10%)
• Represent DRC at national protection working groups (national working group, GBV Task Force, CPiEWG, etc) and other fora as required, in coordination with CD and Head of Programme;
• Support in strengthening the liaison with key stakeholders in the protection sector;
• Work closely with other DRC sectors (including Housing and Infrastructure, Livelihoods and Basic Assistance) to ensure that protection is adequately addressed and mainstreamed across sectors and humanitarian interventions;
• Provide briefings for donors and stakeholders as needed;
• Support identification and development of strategic partnerships on protection, in collaboration with the partnerships team.
About you
To be successful in this role we expect you to have a tertiary qualification in law, human rights, social work, psychology or related discipline. Advanced degree such as Masters or a combination of disciplines, is advantageous. Moreover, we also expect the following:
Required
• 5+ years of experience in the protection sector. Experience with NGOs, UN and working with displaced communities such as refugees is compulsory.
• Proven experience in program management, strategic development and technical proposal design.
• Proven experience in supporting advocacy to governmental, donors and UN agencies on protection.
• Proven experience in community-based protection, specifically working in urban refugee settings.
• Solid understand of global standards in Protection, Child Protection and GBV response (case management, psychosocial support) and prevention.
• Solid experience with planning, reporting, monitoring and evaluation skills.
• Proven experience in capacity building of partners and protection front-liners and providing direct technical support to local organizations and staff.
• Thorough understanding of GBVIMS and child protection information management systems and protection information management in general;
• Experience working with large teams in a dynamic environment.
• Proven experience in leadership, technical mentoring and team building.
• Strong experience in project development and proposal writing.
• Full proficiency in spoken and written English required. Proficiency in Arabic is an advantage.
Desirable
• Experience setting up protection monitoring and legal aid programs, or similar is a plus.
• Legal programming experience in such areas as legal information, counselling, and representation is highly desired
• Context knowledge of Lebanon and/or the Middle-East is advantageous
