The Danish Refugee Council has worked in Lebanon since September 2004, and the programs have followed the country’s needs and progress. The main focus of today’s efforts in Lebanon is to help the hundreds of thousands of Syrian refugees, who have fled across the border to find protection from the conflict in their homeland. DRC is simultaneously maintaining the efforts toward the vulnerable groups of Palestinian refugees in Lebanon. About the job
The Senior Area Employment Counseling and Training Officer will be responsible for interviewing the beneficiaries and providing guidance for them, and helping in the implementation of the skills development trainings. S/he will be responsible for providing ongoing mentoring and follow-up to beneficiaries going through training and employment cycles. The Senior Area Employment Counseling and Training Officer will also provide support to small micro-enterprises (SMEs) applying for and implementing business grants through DRC’s projects.
Duties
As job and business counselor :
• Provide counseling services on employment and self-employment options, on vocational training opportunities, apprenticeship, and micro loans.
• Provide jobseekers and employers with information on relevant Lebanese regulations (including on business start-up) and their implications for Syrian refugees, and Lebanese jobseekers
• Work with program information systems to record relevant data of job seekers
• Support employers through pre-screening of job seekers, match job seekers with training and employment opportunities, interview job seekers before referring them to employers and follow up with jobseekers after referring them to employers, and/or after being hired.
As training responsible :
• Organize skills development courses together with implementing partners and supervise their implementation, ensuring that all logistical arrangements are taken and that beneficiaries attend regularly
• Gather information on the local context, target communities and employers to assist the Cash and Livelihoods Manager in selecting market-oriented skills development courses that match the needs of employers in the Bekaa in consultation with the Senior Outreach and Apprenticeship Officer
• Establish and maintain contact and productive working relationships with community representatives, local and international organizations, jobseekers/beneficiaries and employers as related to life skill development.
• Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation of all training. Ensure that beneficiaries’ selection is in full compliance with DRC procedures, pre-established vulnerability criteria.
About you
To be successful in this role you must have bachelor degree in Social Sciences, Human Resources, Social Work or equivalent, excellent interpersonal communication skills, computer literate with fair experience in excel.
Ideally you will also have 3-5 years INGO experience, experience in implementation of skills development trainings, experience in dealing with vulnerable clients, good experience in counseling, understanding of the job market in the Bekaa, and ability to work in stressful environment.
We offer
An interesting job in one of the world’s best NGOs. DRC will offer the successful applicant a 6 months contract, renewable dependent on both funding and performance. You must be available to start work from June 2016 and be willing and able to work in Bekaa.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff. This position will be placed at C+1 level, equivalent to USD 1850 per month.
