We are looking for a highly qualified to support the implementation of the DANIDA Framework project “Promoting social and self-reliance of conflict-affected population in Iraq, Jordan, Lebanon, Syria, and Turkey” financed by DANIDA and implemented by DRC. The position will also support other DRC livelihoods projects as and when determined by the Manager.
Who are we?
Danish refugee council has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.

About the job
The Senior Livelihood Officer will take the lead on the day-to-day implementation of project activities, including programmatically supporting the management of the local partner, technically monitor and supervise the quality of services delivered by the partner through implementation, as well as setting capacity building plans and work plans with identified partners. He/she will plan, supervise and organize field activities, namely the outreach in targeted communities, advertisement of Business Development Services (BDS) activities, and collection of applicants by candidate beneficiaries. He/she will also conduct one-on-one visits and group sessions with beneficiaries and/or entrepreneurs on a weekly basis to ensure proper follow up as per the plan and established quality standards. The Senior Livelihood Officer will be part of the DRC Selection Committee, participating in the competitive selection of final
beneficiaries.
Duties and Responsibilities
Work closely with the Project Manager, DRC program team and support departments to implement the project in line with the objectives laid out in the proposal and in collaboration with local implementing partner/s.
Participate in finalizing business selection criteria and templates for applications.
Conduct community outreach and awareness sessions on upcoming calls for applications for Nano, Micro, Small, Enterprise (NMSEs) support to ensure that the community and especially potential NMSE beneficiaries are well-informed about project objectives and activities.
Launch a call for applicants for entrepreneurs through dedicated launch events and conduct a rapid qualitative Business Development Services (BDS) market assessment.
Deliver workshops to pre-qualified MSMEs on topics of business skills, financial management, marketing and business plan development, and other topics as identified.
Compile roster of qualified mentors and experts who will be hired to provide specialized counseling to entrepreneurs and target MSMEs.
Ensure the quality implementation of various forms of support to MSMEs, regularly communicate challenges and areas of improvement, and proactively seek out solutions with project team.
Assist in linking supported enterprises to suitable suppliers, clients, and investor networks as well as support in organizing events and meetings between different parties as needed. Carry out regular monitoring field visits to project locations and target enterprises.
Follow up with project beneficiaries (in coordination with the M&E Team), with the aim to inform management on the need to re-orient the implementation strategy if needed.
Participate as part of the DRC Selection Committee, during the review process of business plans, and selection of business grant recipients
Ensure regular, proper project documentation and contribute to reporting and internal information sharing with relevant program and support teams (Monitoring, Evaluation, and Learning Coordinator, North Area Manager, etc…)

Required qualifications:
• Bachelor’s degree in relevant area (e.g. economics, development studies, Business) advantageous or a combination of a business related university degree and additional relevant experience.
• A minimum of 4 years’ experience in business development, market mapping exercises, or economic development research.
• Demonstrated experience with business plans development and review.
• Demonstrated experience with marketing plans and review.
• Familiarity with the field of Enterprise Development, and support to Micro Small and Medium Enterprises.
• Understanding and knowledge of economic development and recovery principles in an urban and rural context.
• Good knowledge of project monitoring systems to track the effectiveness of programs and an ability to maintain cooperative, professional relationships with donors, partners and peer organizations.
• Experience in working on project implementation jointly with local organizations as implementing partners.

Desirable qualifications:

• Relevant experience in enterprise development

We offer
DRC will offer the successful applicant a contract until the end of December 2017, renewable dependent on both funding and performance. You must be available to start work from April 2017 and be willing and able to work in Beirut (with frequent travel to Tripoli)
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates and Nationals; please refer to www.drc.ngo under Vacancies. This position will be placed at level C+1 with a basic salary of 1850 USD, in addition to transportation and communication allowance.
