Shelter Officer - Bekaa

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011, and the Bekaa valley since February 2012. This assistance has come through the provision of food and non-food items, various outreach activities and rehabilitation of collective shelters. DRC is inviting local candidates to apply for the position of Shelter Officer - Bekaa, to support its activities under the project "Emergency Response for Displaced Syrians in Lebanon" in partnership with the United Nations High Commissioner for Refugees (UNHCR). Main responsibilities: Development of shelter solutions for displaced, including construction of shelter. Identifying abandoned structures in the central and west Bekaa to be used as collective shelters Shelter assistance in case of new displacements including contingency planning and emergency stock piles of shelter materials for emergency response. Improvement of living conditions in current displaced, including the provision of shelter solutions and other minor infrastructure projects. Follow up on the management of the inhabited collective shelter in central and west Bekaa Professional background/qualifications: Bachelor degree as structural engineer or related field of study. Practical experience in engineering, including survey, planning and execution of building construction projects. Documented skills in project planning and design, drafting, calculation and technical writing. Good computer skills in programs as: Word and Excel Good in English communication – speaking and writing. Requested Task: Conduct regular field trip for monitoring and supervision of ongoing shelter projects. Data collection and obtain detailed locally technical information. Organization of community meetings when needed. Communicate with and obtain necessary agreements and understanding from local authorities in line with the DRC guidelines for communication. Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the DRC team and stakeholders. Supervision construction projects on site. Design and estimation of shelter projects that DRC is implementing in Bakaa. Follow up of project costs under the supervision of Project Manager/ Shelter Advisor Survey of existing sites and buildings, including sketching and technical descriptions. Describe and estimate constructions cost. Preparing of tender documents, drawings and bill of quantities. Follow up and ensure that projects are executed within allocated budgets and in conformance to the set design and specifications. Prepare minor technical reports and narratives. To continuously update project documentation and files. Other relevant duties as directed by the Program Manager/ Shelter Advisor. Duration: until the 30th of June 2013; renewable (depending on performance and availability of funds) Starting date: As soon as possible Conditions: DRC offers a competitive local salary and benefits package.
