Supply Chain Manager (Syria Team)

Responsible for the effective implementation of logistics/procurement systems and functions within geographical area of responsibility with a particular focus on compliance to the Operations Handbook

Duties and Responsibilities:

People Management

  • Lead and manage the Logistics and procurement team (including people planning, performance, well-being and development);

Procurement Co-ordination

  • Review and assess the prcurement processes to ensure full compliance and implementation along with the DRC handbook and donors requirement;
  • Final Review and approve ITB (Restricted, National and International) documentation before advertising or inviting suppliers;
  • Provide support and advise in ITB management (TOC report, technical analysis and contract award);
  • Provide country procurement reports to relevant managers;
  • Organize procurement trainings for non-logistics staff and small-scale refresher training for procurement staff;
  • Plan and organize regular logistics training with relevant participants (logistics, program, Human Resources and finance) to ensure agreed and uniform systems to be implemented;
  • Ensure implementation of audit recommendations relating to logistics/procurement;
  • Implement sustainable and robust procurement and logistics systems;
  • Review and approve grant-specific procurement plans in collaboration with the Program Managers;

Fleet management

  • Ensure compliance and implementation of Operations Handbook across all field offices;
  • Provide monthly comprehensive country reports on fleet management (costs) to SMT & ESMT;
  • Advise on any increase/improvement of fleet capacity in country;

Asset Management

  • Ensure compliance and implementation of Operations Handbook;
  • Provide monthly comprehensive country reports on Inventory/Assets to SMT;
  • Implement any available tools to improve the inventory management;
  • Provide guidance in disposal methods for unused or expired Asset with prior Donor/DRC Country director approval;

Warehouse Management

  • Ensure compliance and implementation of Operations Handbook;
  • Provide monthly comprehensive country report on warehouse inventory to SMT (list and stock value in hand);
  • Provide guidance in disposal methods for unused or expired commodities with prior donor/DRC Country Director approval;
  • Ensure that the warehouses in the area of operations are operated in an effective and efficient manner, with timely disbursement of materials as requested and up-to-date stocks records. Ensure that dead-stock is promptly addressed with the relevant program managers;
  •  IT and Maintenance Management:
  • Ensure providing the required IT services required for DRC operations in compliance with the standards;
  • Ensure fullfilling the DRC buildings required maintenance;
  • Set the procedures and SOPs to organize the daily operations of the Unit;

DRC Dynamics ERP System

  • Ensure proper application of ERP supply chain processes in theCountry;
  • Apply reports and data analytics from ERP supply chain system to improve supply chain performance;

About you

To be successful in this role we expect you to have

Required

  • University Degree in Business administration or engineering or relevant education
  • Minimum five years of experience in humanitarian logistics management (or equivalent) within the field of supply chain management, fleet management, asset management, and distribution support
  • Minimum three years' experience with people management
  • Knowledge and experience of dealing with service providers and contractors’ management
  • Excellent computer skills in MS Word & Excel, as well as experience working with ERP and database systems.
  • Knowledge in IT services and maintenance management.
  • Experience with standard procurement procedures and documentation
  • Experience working in an (I)NGO
  • Full professional proficiency in both English and Arabic languages.

Desirable

  • Master's degree in Logistics and/or Supply Chain Management
  • Professional certification in Humanitarian /Logistics supply chain
  • Experience with construction and site project management

We offer

Contract Length:  up to six months contract, renewable dependent on both funding and performance.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff.
