Deputy Director

SUMMARY Reporting to the Executive Director, the Deputy Director will be responsible for leading and managing the implementation of Dawlaty programs. The Deputy Director will work closely with the Executive Director in all aspects of program conceptualization, budgeting, funding, assessment, and reporting. She/he will provide day-to-day follow-up with the program staff, management and partners to ensure the implementation of programs in timely, effective and financially sound manner. The position encompasses a wide range of management and technical support tasks, including planning and coordination, developing tools for program implementation, monitoring & evaluation, and capacity building for partners and staff. The Deputy Director also plays a key role in ensuring that Dawlaty is a learning organization and lessons learned during the implementation of its programs are documented and transformed into stronger programs. ESSENTIAL JOB FUNCTIONS Program Development and implementation Oversee the implementation of Dawlaty programs, including monitoring of workplan milestones and the disbursement of program budgets; Work with program team to identify capacity building needs of staff and partners and coordinate capacity building efforts. Ensure program results and outcomes are communicated to relevant audiences, including donors, beneficiaries and partners Work closely with communication staff, including on development and implementation of corporate and program communication strategies. Write reports on the program for management and for donors Identify and evaluate the risks associated with program activities and take appropriate action to control the risks Work with Executive Director to develop new initiatives to support the strategic direction of the organization Team Management Direct management of program and project staff and provision of direction, input and feedback Work closely with management to develop and implement a comprehensive staff training series to build capacity to ensure quality programs and to scale up programs Work with partners to strengthen linkages with other actors to enhance organizational learning Representation and Coordination Participate in the development and maintenance of working relationships and coordinate with relevant international and local organizations Represent Dawlaty at relevant meetings Support to Managment to Organization Participate in development of organizational strategy Participate in overall management of the office and organization Support to management of organization including coordinating between Dawlaty departments, and ensuring all policies and procedures are followed SUPERVISORY RESPONSIBILITY: 2 Program Managers, Program Officer   QUALIFICATIONS AND EXPERIENCE 5-7 years’ experience in project management, including budget management, preferably in NGO environment Experience in working with youth, community organizing and/or advocacy are strongly preferred. Knowledge of the Syrian context and of Syrian civil society strongly preferred. Passionate about Dawlaty’s mission and values. Experience in research and communication preferred Strong written and oral communication skills Working knowledge of Arabic and English Ability to work under pressure and travel.
