Call for Proposals - Election Observation Training - Lebanon

Your Deliverables:

DRI is interested in receiving applications from established and experienced organisations.

The assignment consists in providing training sessions on the Lebanese electoral system, international standards in elections, the role and responsibilities of election observers, and gender monitoring. The assignment will also provide the necessary technical know-how and guidance to produce these sessions from end to end in close coordination with DRI.

Under the supervision of and in close coordination with DRI, the selected organisation will:

  • Design and implement the assignment following a time-bound work plan approved by DRI;
  • Develop, review, and finalise a comprehensive election observation curriculum for young observers in alignment with DRI’s objectives and guidelines;
  • Train at least 50 youths (25 per area) on the electoral system, international standards in elections, the role and responsibilities of election observers, and gender monitoring;
  • Deliver an inclusive and interactive training series encouraging simulations, role plays, to stimulate learning by doing and developing out-of-the-box information-gathering techniques;
  • Assess the knowledge of the trainees by preparing pre- and post-training questionnaires, in addition to testimonials and a general evaluation sheet for each activity;
  • Provide the full training materials to DRI and the young observers;
  • Submit Activity Concept Notes before each activity detailing the objective, tools and techniques used, in addition to trainer details and training materials;
  • Submit an Evaluation Report following every training, summarising the main takeaways from the session and the pre- and post-training test results as per DRI’s report format;
  • Manage all the logistics related to the planning, scheduling, and organisation of the activities (venue, catering);
  • Accompany the trainees and guide them to act as official observers in the upcoming parliamentary and municipal elections; Hold regular coordination meetings with DRI to monitor the training process and send regular updates in writing;
  • Ensure that DRI’s guidelines, mission, values, and visibility are adhered to throughout the assignment.

 

Your Skills & Experience

  • A Lebanon-based NGO with proof of registration.
  • Experts with a university degree in law, political science, public administration, public policy, or relevant fields;
  • Extensive knowledge of (1) electoral systems, (2) international democratic standards, (3) the parliamentary and municipal electoral frameworks in Lebanon, and (4) gender monitoring in elections;
  • At least 7 years of experience in training on election observation and electoral systems in different regions of Lebanon;
  • Working proficiency in Arabic and English.

Submission of Proposal:

Organisations that are interested in this assignment should send their application to info.lebanon@democracy-reporting.org, with e.haddad@democracy-reporting.org cc’d, consisting of: (Check the attached document for the below)

1. All documents listed under the Technical Evaluation Part in Annex I – Technical and Financial Evaluation Form:

  • Profile of organisation and Curriculum Vitae of team members and/or hired consultants
  • Samples of previous work (publications, curricula, reports, materials)
  • Methodology and curriculum proposal (max. 5 pages)

2. Annex II and Annex III duly completed, stamped, and signed.

3. Financial offer in Euro, disaggregated by unit type and rate per unit including expert daily rate (as per the table provided in Annex IV).

The organisations will be evaluated 70% on their technical application and 30% on their financial offer (see Annex I Technical and Financial Evaluation Form).

This Call for Proposals does not entail any commitment on the part of DRI. DRI may cancel the tender at any time without assigning any reason.
