DRI is looking for an individual researcher, a group of researchers, or a registered research company/organisation to develop a comprehensive policy proposal that makes the case for municipal mergers in Lebanon aiming at the consolidation of neighbouring municipalities and the creation of economies of scale.

About DRI

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes the political participation of citizens, accountability of state bodies, and the development of democratic institutions worldwide. Democratic discourse is the basis of our mission and vision. • Promoting good governance, public integrity, and the rule of law.
• Increasing engagement between people and local authorities to help improve how public services are delivered and cooperation between different levels of government.

المنظمة الدولية للتقرير عن الديمقراطية منظمة غير حزبية مستقلّة لا تبغي الربح، مُسجَّلة في برلين، تعمل على تعزيز المشاركة السياسية للمواطنين، ومساءلة الهيئات الحكومية، وتطوير المؤسسات الديمقراطية في جميع أنحاء العالم. الخطاب الديمقراطي هو أساس رسالتنا ورؤيتنا، ولذا يقوم عملُنا على تسهيل النقاش والتبادل حول الحكم الديمقراطي، وضرورة اعتماد خطاب يلتزم على الدوام بالقواعد الديمقراطية.

تنشط المنظمة الدولية للتقرير عن الديمقراطية في لبنان منذ العام 2016، وهي تعمل على تعزيز الديمقراطية عبر تقريبها من الناس بواسطة الحوكمة المحلية الفعّالة، وتحسين الشفافية، ومشاركة المواطنين. يركّز عمل المنظمة في لبنان على ثلاثة مجالات رئيسة:

• تمكين المجتمع المدني، خصوصاً الشباب والنساء، للمشاركة في الحياة السياسية والانتخابات، بما يساهم في زيادة تمثيله في مواقع صنع القرار.
• تعزيز الحوكمة السليمة، والنزاهة العامة، وسيادة القانون.
• زيادة التواصل بين الناس والسلطات المحلية سعياً إلى تحسين كيفية تقديم الخدمات العامة، والتعاون بين مختلف مستويات الحكم.

About the Project

The project “Localising political reform in Lebanon: Supporting local governments and civil society to effect change in their communities” contributes to setting the political reform agenda through building a community of change makers at the national and local levels. The project aims at equipping reform-minded public officials and civil society actors with the necessary tools and resources to gain increased influence on public institutions and local communities, ultimately pushing for policy reforms along the principles of inclusivity, accountability, and good governance.

نبذة عن المشروع

يساهم مشروع "إضفاء الطابع المحلي على الإصلاح السياسي في لبنان: دعم الحكومات المحلية والمجتمع المدني لإحداث تغيير في مجتمعاتهما المحلية"، في وضع أجندة الإصلاح السياسي، من خلال بناء مجتمعٍ من صنّاع التغيير على المستويَين الوطني والمحلي. ويرمي المشروع إلى تزويد ذوي التوجّه الإصلاحي من المسؤولين في الادارات العامة والأطراف الفاعلة في المجتمع المدني بالأدوات والموارد اللازمة ليزيدوا من تأثيرهم على المؤسسات العامة والمجتمعات المحلية، للدفع في نهاية المطاف في اتّجاه إصلاح السياسات العامة على أساس مبادئ الشمول والمساءلة والحوكمة السليمة.

The Call for Proposals

Since 2017, DRI has been advocating for the merging of neighbouring municipalities to create economies of scale. Lebanon has the highest number of municipalities per km2 in the world, 90% of which are unable to conduct any meaningful development work. Developing an evidence-based policy proposal is key to convince Lebanese decision-makers of municipal mergers to ensure local governance sustainability, while complementing DRI’s ongoing advocacy efforts to reform municipal finance.

The policy proposal is a continuation of the November 2020 DRI study: Restructuring Subnational Governance in Lebanon.[1] It should address the following questions:

• Situational baseline analysis: What are the driving factors (legal, regulatory, financial, social) behind the financial, administrative, and institutional constraints that municipal authorities in Lebanon are facing?
• What technical solutions/elements should the proposed municipal merger policy include?
• What is the political desirability of a municipal merger policy? Who supports it, who opposes it, and why?
• What is the administrative feasibility of a municipal merger policy? What resources and capabilities are needed to implement it?
• Recommendations to ensure (1) a strong technical solution, (2) political desirability of the reform, and (3) administrative capabilities to implement it.

The policy proposal will be discussed with Lebanese mayors and channelled to the relevant parliamentary sub-committees that DRI is working with.

الدعوة إلى تقديم مقترحات

تدعو المنظمة الدولية للتقرير عن الديمقراطية منذ العام 2017 الى دمج البلديات المتجاورة لتحقيق ، ذلك أن لبنان يضمّ العدد الأكبر من البلديات للكيلومتر المربّع الواحد في العالم، 90 في المئة منها غير قادر على تنفيذ أيّ عمل تنموي ذي جدوى. وعليه، إن وضع مقترح سياساتي مستند إلى الأدلّة أمرٌ أساسيٌّ لإقناع صانعي القرار اللبنانيين بدمج البلديات لضمان استدامة الحوكمة المحلية، وفي الوقت نفسه استكمال جهود المناصرة المستمرّة التي تبذلها المنظمة الدولية للتقرير عن الديمقراطية لإصلاح الماليّة البلدية.

المقترح السياساتي هو استكمالٌ للدراسة التي نشرتها المنظمة الدولية للتقرير عن الديمقراطية، في تشرين الثاني/نوفمبر 2020، تحت عنوان "إعادة هيكلة الحوكمة اللامركزية في لبنان".[1] ينبغي أن يعالج المقترح الأسئلة التالية:

• التحليل الأساسي للوضع: ما هي العوامل الدافعة (القانونية، والتنظيمية، والمالية، والاجتماعية) وراء القيود المالية والإدارية والمؤسّسية التي تكبّل السلطات البلدية في لبنان؟
• ما الحلول/العناصر التقنية التي يجب أن تتضمّنها سياسة دمج البلديات المقترحة؟
• ما مدى الرغبة السياسية لمسألة دمج البلديات؟ مَن يدعمها، ومَن يعارضها، ولماذا؟
• ما الجدوى الإدارية لسياسة دمج البلديات؟ وما هي الموارد والقدرات اللازمة لتطبيقها؟
• توصيات لضمان (1) حلّ تقني متين، (2) رغبة سياسية بلإصلاح، (3) وقدرات إدارية لتطبيقه.

سيُناقَش المقترح السياساتي مع رؤساء البلديات اللبنانيين، ويُرفَع إلى اللجان النيابية الفرعية ذات الصلة التي تعمل معها المنظمة الدولية للتقرير عن الديمقراطية.

Your duties and responsibilities

Under the supervision of DRI’s Country Representative in Lebanon, the selected individual/organisation shall:

 

• Submit an inception report that includes an annotated Table of Contents, a comprehensive research methodology that includes a stock-taking documentation review, quantitative and/or qualitative data collection tools (e.g., survey, key informant interviews, focus groups, etc.), preliminary findings and a suggested analytical framework, based on the conclusions of the inception meeting;
• Submit a first draft report based on the final approved outline that includes preliminary findings, conclusions, and recommendations (DRI will review and submit comments and suggested revisions to be implemented by the researchers prior to finalisation);
• Submit a highly readable final report of around 8,000 words as per DRI’s guidelines, including the following sections:
  • Executive summary
  • Approach and methodology, including limitations
  • Key findings
  • Conclusions, roadmap, and concrete recommendations
  • Appendices that contain the data collected and analysed, and the tools used
• Ensure that the writing is concise, straightforward, and engaging, following a think-tank style;
• Include tabulations and visualisations of the main findings in the body of the text;
• Identify entry points to mobilise like-minded actors to discuss the policy proposal and support the convergence of views around the proposal;
• Hold regular coordination meetings with DRI to discuss continuous feedback and send regular updates in writing; 
• Ensure that DRI’s guidelines, mission, values, and visibility are adhered to throughout the assignment;
• At the end of the activity, present the policy proposal during a dissemination event with public officials and civil society actors.

المهام والمسؤوليات

تحت إشراف ممثل المنظمة الدولية للتقرير عن الديمقراطية في لبنان، يتولّى الباحث المختار/المنظمة المختارة ما يلي:

• تقديم تقرير أوّلي يتضمّن جدول محتويات مفصّلاً، ومنهجية بحثية شاملة تحتوي على مراجعة تقييمية للوثائق، وأدوات جمع البيانات الكمّية و/أو النوعية (مثلاً، المسح، والمقابلات مع المُخبِرين الرئيسين، ومجموعات التركيز، إلخ)، ونتائج أوّلية، وإطار تحليلي مقترح، بناءً على استنتاجات الاجتماع  الاوّلي؛
• تقديم مسودة أوّلية للتقرير بناءً على المخطّط النهائي المتوافق عليه والذي يتضمّن النتائج الأوّلية، والاستنتاجات، والتوصيات (ستتولّى المنظمة الدولية للتقرير عن الديمقراطية مراجعة التقرير، وإبداء التعليقات واقتراح المراجعات ليطبّقها الباحثون قبل إنجاز الصيغة النهائية)؛
• تقديم تقرير نهائي واضح وسهل القراءة يتألّف من حوالى 8000 كلمة وفقاً لإرشادات المنظمة الدولية للتقرير عن الديمقراطية، ويضمّ الأقسام التالية:

• ملخّص تنفيذي
• مقاربة ومنهجية، بما في ذلك العقبات
• استنتاجات رئيسة
• خلاصات، وخارطة طريق، وتوصيات ملموسة
• ملاحق تحتوي على البيانات التي جرى جمعها وتحليلها، والأدوات المُستخدَمة

• التأكّد من أن الكتابة موجزة، وواضحة، وممتعة، وتتبع أسلوب مراكز الأبحاث؛
• إدراج جداول ورسوم حول النتائج الرئيسة في مَتن النص؛
• تحديد نقاط الانطلاق اللازمة لحشد الجهات الفاعلة ذات التفكير المماثل لمناقشة المقترح السياساتي، ودعم تقارب وجهات النظر حول المقترح؛
• عقد اجتماعات تنسيقية دورية  مع المنظمة الدولية للتقرير عن الديمقراطية لمناقشة التعليقات المتواصلة، وإرسال التحديثات الدورية  كتابياً؛
• الحرص طوال المهمّة على الالتزام بإرشادات المنظمة الدولية للتقرير عن الديمقراطية، ورسالتها، وقيمها، وحضورها المؤسّسي؛
• عرض مقترح السياسات في الختام أثناء نشاط يُعقَد لتعميم المقترح بمشاركة مسؤولين في الادارات العامة وجهات فاعلة في المجتمع المدني.

 

Your Skills & Experience

Applicants should demonstrate that they can fulfil the requested tasks and that the implementing staff members and/or consultants meet the following profile:

Required:

• Experts with an advanced university degree in public policy or public administration, law, political science, social science, or relevant fields;
• Experts with at least 7 years of experience in conducting high-quality research (mappings, analyses, policy papers/briefs, studies, reports);
• Experts with at least 3 publications that demonstrate the use of quantitative and qualitative data collection tools;
• Experts with a strong publication record about Lebanese governance issues;
• Ability to write concisely in a think-tank style requiring minimum revision, using gender and diversity sensitive language.

المهارات والخبرة

ينبغي على مقدّمي الطلبات إثبات أنهم قادرين على إنجاز المهام المطلوبة، وأن أعضاء فريق العمل و/أو المستشارين المنفّذين يستوفون المواصفات التالية:

المواصفات المطلوبة:

• خبراء حائزون على شهادة جامعية عليا في السياسة العامة أو الإدارة العامة، أو القانون، أو العلوم السياسية، أو العلوم الاجتماعية، أو مجالات أخرى ذات صلة؛
• خبراء يتمتّعون بما لا يقلّ عن 7 سنوات من الخبرة في إجراء الأبحاث عالية الجودة (تنظيم البيانات، والتحليلات، وأوراق السياسات/الملخّصات، والدراسات، والتقارير)؛
• خبراء أصدروا ما لا يقلّ عن 3 منشورات تثبت استخدامهم أدوات جمع البيانات الكمّية والنوعية؛
• خبراء ذوو سجلّ حافل بالمنشورات حول شؤون الحوكمة في لبنان؛
• قدرة على الكتابة بإيجاز وبأسلوب مراكز الأبحاث، بشكلٍ يتطلّب حدّاً أدنى من المراجعة، وباستخدام لغة مراعية للجندر والتنوّع.
