حول المنظمة الدولية للتقرير عن الديمقراطية DRI

المنظمة الدولية للتقرير عن الديمقراطية (DRI) هي منظمة غير حزبية، مستقلة، ولا تبغي الربح، مسجلة في برلين - ألمانيا. تعزز المنظمة المشاركة السياسية للمواطنين/ات، مساءلة هيئات الدولة، وتطوير المؤسسات الديمقراطية في جميع أنحاء العالم. الخطاب الديمقراطي هو أساس رسالتنا ورؤيتنا. في عملنا، نُسهّل النقاش والتبادل حول الحكم الديمقراطيّ والحاجة إلى خطاب مُستمر يلتزم بالقواعد الديمقراطية.

تنشط DRI في لبنان منذ العام 2016، وتعمل لترسيخ مبادئ الديمقراطية وتقريبها من الناس من خلال الحكم المحلي الفعَال، وتعزيز الشفافية، ومشاركة المواطنين/ات. يرتكز عملنا في لبنان على ثلاث مجالاتٍ رئيسية:

• تمكين المجتمع المدني، ولاسيما الشباب، والنساء، بالمشاركة الفعّالة في الحياة السياسية والانتخابات، وزيادة تمثيلهم/نّ في مواقع صُنع القرار.
• تعزيز الحكم الرشيد والنزاهة الحكومية وسيادة القانون.
• زيادة المشاركة ما بين الناس والسُلطات المحلية لتحسين الخدمات العامّة وتطوير التعاون بين مختلف الجهات الحكومية.

حول المشروع

يهدف مشروع "البرنامج الإصلاحي من القاعدة إلى القمة للبنان: دعم الشباب، والنساء، والجهات الفاعلة في المجتمع المدني لتوسيع الفضاء المدني" إلى إحداث تغيير سياسي شامل على أساس المواطنة الفاعلة والمساءلة والحكم الرشيد. تتمحور أنشطة المشروع حول الانتخابات البرلمانية والبلدية، وذلك بهدف تطوير جهود المجتمع المدني، ووضع المواطنة الفاعلة من ضمن الأولويات، بحيث يهدف المشروع إلى توجيه الجهود المبذولة على صعيد المجتمع المدني لتشكيل وصياغة السياسات وصنع القرار في لبنان من خلال دعم الجهات الفاعلة في المجتمع المدني والمسؤولين البلديين للتأثير على برنامج الإصلاح التي تدور حول مطالبهم/نّ.

دعوة إلى إبداء الاهتمام

ستطلق DRI برنامجاً لمشاركة الخبرات والمهارات بهدف تسهيل قنوات تبادل المعرفة والخبرة ما بين أعضاء المجالس البلدية المنتخبين/ات في المناطق، لاتخاذ قرارات تشاركية وتنفيذ سياسات فعّالة تفيد مجتمعاتهم/نّ. سيتضمن البرنامج دورات تدريبية حول العمل البلدي ومالية البلديات، الحق في الوصول إلى المعلومات، بالإضافة إلى موضوعات تدريبية أخرى سيتم تحديدها ضمن تقييم احتياجات المشاركين/ات في مرحلة لاحقة من البرنامج.
سيوفر البرنامج أيضاً منتدىً حوارياً لأعضاء المجالس البلدية المنتخبين/ات للتواصل، مع التركيز على الحوكمة التشاركية، المساواة بين الجنسين، وتمكين الشباب.
سيتم اختيار المشاركين/ات بناءً على المعايير التالية:

• الاهتمام بالمشاركة في البرنامج
• الالتزام بكامل أنشطة البرنامج
• أن تكون/ي عضواً/ة منتخباً/ة في مجلس بلدي قائم
• وجود برنامج إصلاحي تنموي لبلدتك
• سجل قوي بالمشاركة في برامج المجتمع المحلي

About DRI

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organization registered in Berlin. DRI promotes the political participation of citizens, accountability of state bodies, and the development of democratic institutions worldwide. Democratic discourse is the basis of our mission and vision. In our work, we facilitate discussion and exchange about democratic government and the need for a continuous discourse adhering to democratic rules.

DRI has been active in Lebanon since 2016. We strengthen democracy by bringing it closer to people through effective local governance, improved transparency, and citizen participation. Our work in Lebanon focuses on three main areas:

• Empowering civil society, notably youths and women, to participate actively in political life and elections, increasing their representation in decision-making positions.
• Promoting good governance, public integrity, and the rule of law.
• Increasing engagement between people and local authorities to help improve how public services are delivered and cooperation between different levels of government.

About the Project

The project “A bottom-up reform agenda for Lebanon: Supporting Youth, women, and civil society actors to expand civic space” is enabling an inclusive political and systemic change based on active citizenship, accountability, and good governance. It is articulated around the parliamentary and municipal elections to build on the growing trend of civic activism by supporting emerging civil society actors to shape political decision-making. With active citizenship at the forefront, the project aims to channel civic activism to shape policy and decision-making in Lebanon by supporting civil society actors and municipal officials to influence a reform agenda revolving around their demands.

The Call for Expression of Interest

DRI will launch a capacity-sharing programme to facilitate peer to peer knowledge and expertise exchange among the elected municipal council members of all genders in different geographical areas, to make inclusive decisions and implement effective policies that benefit their communities. The programme will include training sessions about the municipal mandate, municipal finance and budgeting, and access to information, as well as other training topics that will be identified within the participants’ needs assessment at a later stage of the programme.

The programme will also provide a forum for the municipal council members to network and exchange knowledge, while focusing on inclusive governance, gender equality, and youth empowerment.

The participants will be selected based on the following criteria:

1. Interest in participating in the programme,
2. Commitment to the entire programme activities,
3. Being an elected municipal council member,
4. Having a reform-oriented agenda, and
5. A strong record in local community engagement.
