Call for Expression of Interest for Education Expert to support a needs assessment in the education sector in Lebanon

Context

Lebanon has been facing manifold crises for several years, which have left a significant impact on vital sectors in the country. With the country slipping deeper into an economic and financial crisis, the education sector is facing additional challenges. The crisis left an impact on the different levels of the education system, starting with education institutions’ inability to perform normally due to the economic and social situation, teachers and staff’s losing motivation and students unable to attend classes on a daily basis for several reasons among many other levels. The crisis’ impact on the educational sector affects children’s wellbeing and threatens their future, and eventually will leave an impact on the country’s social and economic levels.

Responsibilities of the Consultant

The Consultant will support GIZ in assessing the needs of the education sector (formal and non-formal education). They will be identifying the main stakeholders in the education sector, conducting meetings, collecting data and drafting a report that reflects the current status of the sector in the country.

Specific tasks include but are not limited to:

-     The research of documents and elements of information necessary to understand the context of current situation and the needs,

-     The design of methodology for data collection and analysis,

-     Explorative meetings with different stakeholders in the education sector

Deliverables

1. Inception report that includes an identification of the stakeholders and the methodology for data collection and analysis,
2. Meetings with relevant stakeholders,
3. Final report that includes the needs assessment of the education sector and recommendations on potential interventions.

Language of the task

The language of the mission is English. All reports and deliverables must be submitted in English.

Location and duration of the mission

The mission duration is 10 Working days with at least 6 working days from Beirut, Lebanon

Required qualifications

• Master degree or equivalent in public policies, education or international development or any other relevant field,
• At least 5 years of experience in support to quality education or of work in the education sector in Lebanon and/or similar contexts,
• Experience in at least 2 projects in the education sector,
• Experience of at least 2 years in the field of international cooperation,
• Strong knowledge of the Lebanon-country context, including national strategies related to the education sector
• Extensive knowledge of the education sector and of the Ministry of Education work,
• Excellent spoken and written English and capability to understand Arabic.
