Call for expression of interest for participatory design and supervision with capacity building
As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. It provides viable, forward looking solutions for political, economic, ecological and social development in a globalized world. GIZ promotes complex reforms and change processes. Its corporate objective is to improve people’s living conditions on a sustainable basis.
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) GIZ implements the project Improving Living Conditions in disadvantaged areas of Amman via the implementation of green infrastructure (ILCA). ILCA is a pilot project set up to improve the existing, and create new elements of green infrastructure in selected sites in East Amman. The project aims to create ownership and enhance quality of life of the residents through community participatory involvement in the design, planning and management of the newly created or rehabilitated public open spaces. The project is executed in close coordination with Greater Amman Municipality (GAM) and the Jordanian Ministry of Environment.
For the implementation of components of the project, GIZ is looking for
Qualified architect firms to implement the participatory design of green infrastructure and works supervision including capacity building for Greater Amman Municipality and contribution to publication of results
Works include the development of a participative, gender and climate sensitive public open space/green infrastructure design; preparation of all tenders documents and works supervision. They also involve capacity building with various methods for relevant staff of Greater Amman Municipality and technical input for, and contribution to, publication and communication of results.
The core assignment is the participatory design and supervision of urban green infrastructure; the social inclusion, climate and gender sensitive approaches and capacity building including contribution to results publication constitute an additional complementary section of the assignment.
Consortiums are welcome to apply – a leading company should be clearly named for the representation of the consortium during both the tendering procedure and implementation phase of the measure. The successful company / consortium should be able to work and operate in the local context and cooperate closely with the local partners (Greater Amman Municipality, local communities and stakeholders).
In case a consortium or a bidder with one or more subcontractor(s) applies, a binding declaration by the said subcontractor(s) that their capacities will be available for the implementation of the above measure, has to be added to the request to participate.
Companies registered in Jordan, Lebanon, Egypt, Turkey, Dubai/UAE who are interested are requested to provide the following (for consortiums, provide for each member):
- Architect firm registration (firm registration for consortium members)
- Proof of authorization to work in Jordan or proof of steps taken to that effect (also for consortium members, if relevant )
- Formation of Company or establishment latest 2012 (at least 5 years’ experience)
- Brief company profile (2 pager max)
- Turnover in the last 3 (three) years
- Proven landscape design and supervision experience in urban areas in the region (at least 5 projects of a minimum budget of 50,000 euros each) (only for leading company)
- Proven landscape designer with regional urban experience (only for leading company)
- Proven experience of participatory and gender sensitive urban public open space with green infrastructure planning in the region (at least 3 projects of a minimum budget of 50,000 euros each) If the specific experience is not available with the firm, it must be available with the partner and proof of it included in the "Questionnaire for Architects / Engineers and Contractors"
- Proven experience in skills transfer and capacity building (at least in 3 projects of a minimum budget of 50,000 euros each) If the specific experience is not available with the firm, it must be available with the partner and proof of it included in the "Questionnaire for Architects / Engineers and Contractors"
Qualified companies interested to take part in this expression of interest should:

- Fill out / print / stamp and sign / scan this document and
- submit this scan by mail to: Construction-jordan@giz.de latest day for submission: 05th June 2018, at 11:59 pm (28 calendar days)
- provide binding declarations for all potential subcontractors
- where applicable: clearly indicate which tasks/assignments will be implemented by which consortial partner or subcontractor.
- Send the documents using the mandatory subject of the mail: "ILCA –Design and supervision -16.2157.2-002"
- each applicant is free to attach also one other document – but: this document should be related to this specific field of works

- Deadline for questions: 23rd of May 2018 at 11:59pm
- Deadline for submission: 5th June 2018 at 11:59pm
- GIZ will do a pre-selection from all application according the questionnaires GIZ received
- The aim of this selection process is the creation of a list of qualified companies
In any case GIZ reserves itself the right to select the companies for the shortlist. GIZ is under no obligation whatsoever.
