Consultancy Qudra SO5-GIZ / Communication Consultant

 1. Context

Qudra is a multi-donor programme financed by EU Regional Trust Fund MADAD and the German Federal Ministry for Economic Cooperation and Development (BMZ) that implements its actions on behalf of the European Union and German Federal Ministry for Economic Development and Cooperation (BMZ). Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is a leading implementing agency of the action in cooperation with Expertise France (EF), with the Spanish Agency for International Development Cooperation (AECID) and with Hungarian Interchurch Aid (HIA). Qudra is addressing the ongoing refugee crisis in Turkey, Jordan, Lebanon and the Kurdistan Region of Iraq. The objective of the Programme is to support vulnerable populations both in the host communities and the Syrian refugees in these countries.

 

To achieve the objective to build the resilience of host communities, refugees and displaced persons, the programme offers its support through the following five specific objectives:

1) improving school infrastructure and access to extracurricular activities (e.g. sports);

2) expanding and improving basic vocational skills;

3) strengthening social cohesion through community-based services;

4) building the capacities of the local administrations;

5) and facilitating dialogue and dissemination on the regional level.

 

2. Purpose

As Visibility is crucial for the Qudra Programme we are searching for a consultant. The consultant will follow-up with activities, attend activities, get in direct contact and communication with the participants and the beneficiaries of the activities, will conduct interviews and catch the stories behind.  The Communication and Visibility Team in Lebanon, guided by the C&V Team in Turkey, will use these contributions to increase the visibility of the programme and its commission parties towards its audience on national and regional level.   

3. Responsibilities of the Consultant

The Consultant will;

  • Closely follow up Qudra activities in Lebanon implemented by different programme modules, in close cooperation with the Qudra Team guided by the Country Focal Point and Country Communication and Visibility Focal Point and agreed upon by the Communication and Visibility Team in Ankara.
  • Attend regular meetings of the Qudra Programme Team.
  • Attend/visit activities and events to collect stories and to conduct interviews with the participants and beneficiaries.
  • Collect all data, stories and visual material and provide these to Qudra.
  • Write articles for the Qudra web page and social media accounts in English and after approval submit the translation in Arabic as well.
  • Prepare press releases and information.

 

4. Scope of Work

 

The consultant will provide professional support to the Qudra Programme in a proactive way. The consultant will work up to 5 days average a month for Qudra Programme during the period of Mid-June 2019 – End of August 2019. The working days will be determined by the Country Focal Point/ Visibility and Communication Focal Point and Communication and Visibility Team in Ankara.

 

5. Qualifications

 

  • University degree in social sciences, public relations, communication or journalism,
  • A minimum of 3 years of relevant professional working experience in journalism or related fields.
  • Experienced in writing press releases,
  • Experience in working with heterogeneous and diverse groups, preferable to refugees and host communities in the host country
  • Knowledge of the Do-No-Harm approach
  • Experience in cooperation with donors, especially European Union
  • In-depth understanding of regional context regarding the Syrian refugee crisis
  • Ability to plan, prioritize and deliver a variety of tasks on time
  • Good communication skills

 

6. Deliverables and reporting

 

  • Articles & interviews with the participants and beneficiaries of the programme
  • Succes stories (if possible 2 stories each month)
  • Support to communication and visibility campaigns of the programme
  • Contribute to the networking with media (in collaboration with GIZ Country Office)

The consultant reports to the Communication and Visibility Team.

7. Language requirements:

 

  • Fluency in the English language is required, speaking and writing in Arabic is a must.
