EOI 83444845 Planning and Supervision NRW in the Jbeil District Coast

1. Background

 

The GIZ project "Enhancing Water Resource Management" (WAMA), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), has as a set objective that ‘Conditions have been created for improving the legal, financial, institutional and organizational framework for wastewater management’. This includes introducing systems that reduce cost and increase revenue in water service provision, which remains the primary source of income for WEs and their most pressing concern.

Accordingly, Output 2 of WAMA is that ‘The conditions for increasing the technical and financial capacities of one WE have improved’. As commissioned, GIZ is expected to demonstrate a Non-Revenue Water (NRW) management system in a target area in collaboration with the respective Water Establishment (WE). This is meant to build the capacity of the WE and create knowledge exchange opportunities with other WEs and external stakeholders, contributing to the maturing of reform and institutional development efforts.

WAMA confirmed the selection of a narrow strip along the Jbeil District Coast (JDC), served by the Jbeil Branch of the Beirut and Mount Lebanon Water Establishment (BMLWE), and commissioned a feasibility study that ascertained baseline conditions and supported decisions on scope, scale, and budgetary requirements. The feasibility study concluded that NRW exceeds 42%, of which around two-thirds is due to commercial losses rather than physical losses. This is masked, in part, by the flat tariff structure and absence of metering at the user scale, as well as the relatively low pressure and flow currently supplied to the area.

The intervention is a demonstration of solutions and practices, and WAMA has chosen to invest in the target area and, together with BMLWE, develop and commission detailed plans (designs) for execution through a phased approach, informed by feedback from technical evaluations, subscription and legalization campaigns, and budget projections. This will allow BMLWE to keep up with the added workload and take in learnings, knowledge, and skills without being overburdened.

 2. Scope of Work

 

  1. Preliminary Design covering the whole target area (Estimated: 4000-4500 users, 40-50 km of networks) including a core zone of confirmed intervention by GIZ (currently served by a gravity-fed source) and suggested zones of expansion (can be served by the same source).
  2. Detailed Design of all construction/contracting works prioritized by GIZ and required to realize the solution developed after approval, including design material and detailed planning of works as well as any supplementary data necessary, including on market accessibility.
  3. Tender Dossier Preparation and Evaluation in accordance with GIZ’s rules and regulations, including terms of reference, for works contractors (and if applicable, suppliers) required to deliver the solution designed.
  4. Supervision and Guidance of awarded contractors to ensure commitment to works quality, timeliness, and compliance with the terms and conditions under which they were awarded, as well as handover processing with BMLWE.
  5. Reporting in accordance with a schedule set by GIZ and as deemed necessary throughout the contracted period.
 

 

3. Qualification Requirements

 

The goal of this EOI is to create a short-list containing up to five (5) most qualified engineering consultant firms. All interested legally registered Lebanese engineering firms which qualify for consideration in the selection procedure, are required to submit the following information and documents for an eligibility assessment. To ensure the completeness of the needed documents please take care that the documents / information in your application have the same order as mentioned below:

  1. Official letter expressing interest (letter must be attached)
  2. Company details including full company name, full address, phone and email (data / information to be filled in A10 / Questionnaire)
  3. Copy of company registration certificate. (Copies to be attached)
  4. Company profile including number of employees (permanent / temporary in total) mentioning their job position / qualification (To be filled in A10 / Questionnaire) and short CVs for the staff (document like CVs, organigram related to this specific project etc... shall be attached separately)
  5. At least five (5) reference projects with a minimum commission value of 30,000 EURO for design/ supervision services of similar nature as specified above for infrastructure in water distribution networks, water demand management, Non-Revenue Water or other similar areas. Reference projects must be performed within the last eight (8) years). Reference projects to be named and specified in A10 / Questionnaire, projects description max 2 DIN A 4 pages per project shall be attached separately). 
  6. Total value of Design/supervision for each of reference project named / listed under (item 6) performed within the last eight (8) years (data/information to be filled in A10 / Questionnaire)
  7. Annual total turnover for each of the last five (5) years (data / information to be filled in A10 / Questionnaire; copies with official third-party accounting reports for the annual turnover should be attached separately)
  8. Tax registration number at the Ministry of Finance of the company.

Kindly note that complete tender documents will be sent to up to five (5) best ranked and shortlisted companies / consultancies which will be assessed as eligible and qualified by GIZ based on the information and documents submitted as specified above. Please note that to be assessed eligible all documents and information as per the request must be provided and a total score of at least 70% of max possible points must be achieved to be short-listed. Amongst the companies which reached more than 70% of max. possible points, the five (5) companies with the highest points will be short-listed.
