The GIZ project "Enhancing Water Resource Management" (WAMA), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), has as a set objective that ‘Conditions have been created for improving the legal, financial, institutional and organizational framework for wastewater management’.
Accordingly, Output 1 of WAMA is ‘Piloting an energy-efficient sewage sludge management system in one Wastewater Treatment plant’. As commissioned, GIZ is expected to implement a sludge management system in a target WWTP in collaboration with the respective Water Establishment (WE). This is meant to build the capacity of the WE and create knowledge exchange opportunities with other WEs and external stakeholders, contributing to the maturing of reform and institutional development efforts.
WAMA confirmed the selection of Tebnine WWTP in the cadastral area of Soultaniye, belonging to Bint Jbeil Caza, Nabatiyeh Governorate, and is in the process of finishing a full feasibility study for different technological options of sludge treatment with a preliminary design. The study has presented a range of sludge management options for Tebnine WWTP along with a multiple criteria analysis (MCA) matrix. The economic implications (CAPEX and OPEX), environmental impacts, regulatory requirements (permits and licensing), and challenges associated with each selected option were all analyzed and evaluated. In addition to that, sludge samples were collected and tested for physiochemical, bacteriological, and heavy metals testing.
In addition to the technical analysis, this study documented all interactions and meetings with relevant ministries and stakeholders (SLWE, MOEW, LARI, LIBNOR, Tebnine municipality) to ensure a well-informed approach to sludge management at Tebnine WWTP.
By exploring various management alternatives, evaluating their feasibility, and engaging with key stakeholders, the two chosen, most favorable options among all proposed ones were: First, the option related to the co-composting of the produced sludge with municipal green waste to produce compost for application to agricultural lands. Second, the option of construction of Solar Drying Beds (SDBs) with application of the treated sludge for agricultural purposes as fertilizers. By the time this EOI is evaluated, a decision for one of these options will be taken and the preliminary design for the desired solution prepared.
Scope of Work
- Revision +Validation of the Preliminary Design that will be prepared by the consultant who is currently finalizing the feasibility study of the sludge management system. If required, provide any additional modification or information needed.
- Detailed Design of all construction/contracting works prioritized by GIZ and required to realize the solution developed after approval, including design material and detailed planning of works as well as any supplementary data necessary, including on market accessibility.
- Tender Dossier Preparation and Evaluation in accordance with GIZ’s rules and regulations, including terms of reference, for works contractors (and if applicable, suppliers) required to deliver the designed solution.
- Supervision and Guidance of awarded contractors to ensure commitment to works quality, timeliness, and compliance with the terms and conditions under which they were awarded, as well as handover processing with SLWE.
- Ensuring Environmental Compliance: Prepare the Screening Application and all required annexes for submission to the Ministry of Environment (MoEnv) for the implantation of Environmental Impact Assessment (EIA) according to the laws and regulations.
- Reporting in accordance with a schedule set by GIZ and as deemed necessary throughout the contracted period.
Qualification Requirements
The goal of this EOI is to create a short-list containing up to five (5) most qualified engineering consultant firms. All interested legally registered Lebanese engineering firms which qualify for consideration in the selection procedure, are required to submit the following information and documents for an eligibility assessment. To ensure the completeness of the needed documents please take care that the documents / information in your application have the same order as mentioned below:
- Official letter expressing interest (letter must be attached)
- Company details including full company name, full address, phone and email (data / information to be filled in A12 / Questionnaire)
- Copy of company registration certificate. (Copies to be attached)
- Company profile including number of employees (permanent / temporary in total) mentioning their job position / qualification (To be filled in A12 / Questionnaire) and short CVs for the staff (document like CVs, organigram related to this specific project etc... shall be attached separately)
- At least five (5) reference projects with a minimum commission value of 30,000 EURO for design/ supervision services of similar nature as specified above for . Reference projects must be performed within the last eight (8) years). Reference projects to be named and specified in A12 / Questionnaire, projects description max 2 DIN A 4 pages per project shall be attached separately).
- Total value of Design/supervision for each of reference project named / listed under (item 6) performed within the last eight (8) years (data/information to be filled in A12 / Questionnaire)
- Annual total turnover for each of the last five (5) years (minimum – 160,000 EUR / year as an average) (data / information to be filled in A12 / Questionnaire; copies with official third-party accounting reports for the annual turnover should be attached separately)
- Tax registration number at the Ministry of Finance of the company.

Please note that to be assessed eligible all documents and information as per the request must be provided and a total score of at least 70% of max possible points must be achieved to be short-listed. Amongst the companies which reached more than 70% of max. possible points, the five (5) companies with the highest points will be short-listed.
