Seven years of civil war in Syria have produced tragic statistics: more than a quarter of a million dead and 13.5 million people displaced, around half of them within their own country. Others have sought refuge beyond Syria’s borders, the majority (around five million) in neighbouring countries – Iraq, Jordan, Lebanon and Turkey. In Jordan out of an estimated 212,000 school-aged Syrian children in the country 126,000 are enrolled in formal education, in Lebanon approximately 200,000 are enrolled out of an estimated 488,000[1] – a situation particularly challenging for host countries with limited resources. Public schools in both countries have applied two school shifts to accommodate the large number of Syrian children. Social tensions continue to rise due to the growing competition between refugees and poor host communities with youth unemployment already at a high level.
Together, the EU and the German Government are responding by jointly providing support for projects that aim to mitigate the situation. One of them is ‘Qudra – Resilience for refugees, IDPs and host communities in response to the Syrian crisis’, funded by the EU Madad Trust Fund and the German Government. The programme draws on the experience of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Expertise France (EF), Agencia Española de Cooperación Internacional para el Desarrollo (AECID) and the Hungarian Interchurch Aid (HIA) in order to develop and implement shared European solutions. Under its component “Improving education infrastructure” Qudra seeks to increase access to formal and non-formal education services for host communities and Syrian refugees by rehabilitating public schools, providing schools with sanitary facilities and with facilities for extra-curricular activities (sports- or playgrounds, labs, theatres etc.). Modules on how to use extra-curricular activities to develop social and personal competencies are developed to complement the school rehabilitation program. Preliminary assessments were carried out at 50 public schools located in various governorates of Lebanon presented by MEHE. The selected buildings will be grouped geographically to create working packages (lots). All planning and construction works will follow this structure.
In order to ensure the timely implementation of these projects, Qudra is seeking for two (2) local architects or civil engineers to assist the Qudra management as local construction manager. Each consultant will be allocated 10 public schools to closely supervise further planning and implementation, referred hereafter as “construction manager”.
Duration of assignment
The assignment consists of 54 consultancy days within 8 months which have to be scheduled according to peaks in work occurrence. The assignment shall start in the month of September 2018 and end in the month of May 2019.
Expected background and Experience of individual contractor
The post requires a highly motivated and competent person with the following qualifications:
- Education in architecture/civil engineering.
- Member of Order of Engineers and Architects in Lebanon or similar
- At least 5 years of professional experience as architect or civil engineer.
- Special experience in the implementation of rehabilitation projects.
- Professional experience in tender procedures and site supervision.
- Valid professional indemnity insurance for all activities
- Good interpersonal skills.
- English as the working language.

- In any case GIZ reserves itself the right to select the Local Architect / Civil Engineer for the shortlist. GIZ is under no obligation whatsoever.
