Background

The situation in Lebanon is characterised by multiple crises. State institutions are only inadequately fulfilling their duties to protect its citizens and provide state services. In many sectors, civil society initiatives replace state services.

GIZ seeks to better understand the different actors and their challenges to design more effective programing tailored to their respective contexts.

The focus is on conducting an in-depth analysis of actors in Lebanon as well as talks with relevant national and international actors and projects. The focus of the present assignment is on conducting an actors’ analysis by identifying relevant civil society actors in Lebanon, analysing their needs and challenges. The assignment is to be conducted in cooperation with an international team of consultants.

Due to the current measures in response to the Corona virus (e.g. lockdown) and other security issues (such as roadblocks) that may occur and would make the physical inter-exchange meetings impossible, flexibility is mandatory to compensate through online meetings and discussions and maximize the usage of digital tools as much as possible and when needed

Study to be executed between 15.12.2021 - 29.05.2022

Description of Tasks

  • Research in the field: Expert mission to conduct an in-depth analysis, including research and interviews with international and national actors and institutions
  • In coordination with international team of consultants, prepare, conduct and document interviews and focus group discussions (FGDs) with relevant actors in Lebanon. This includes the following tasks:
    • Work with international team of consultants in the identification of participants, ensuring diversity in terms of gender, age and experience. The local consultant will be responsible for managing the participants.
    • In cooperation with international team of consultants: organization and facilitation of two focus group discussions.
  • Mapping report: The mapping report shall comprise graphical and written results including:
    • organisational profiles and contact information, relationships / partnerships between the different actors as well as their interests,
    • capacity development needs based on brief assessments of human and institutional capacities etc.
    • overview of existing and past programmes by international donors in the fields of governance / promotion of civil society.
    • Other relevant results of the mapping exercise
    • Final Report:  Brief summary of overall implementation progress, list of all services provided, and provision of additional recommendations as applicable (max 5 pages)
    • Discussion of (intermediary) results with relevant actors. This includes conducting 2 workshops to discuss the results of the mapping.

Qualifications 

  • Education/training: Higher education in political or social science, international development, humanities or other relevant studies.
  • Language: professional use of both English (C2) and Arabic (C2)
  • General professional experience: 5 years of experience working with CSOs and/or CBOs and strong knowledge of national movements and civil society, experience in the field of governance programmes in the context of development cooperation
  • Specific professional experience: 5 years of experience in planning, conducting mapping reports, surveys, and FGDs, In addition to the experience with collecting, assessing, analysing data.
  • Regional experience: 5 years of experience in Lebanon
  • Development Cooperation (DC) experience: 5 years of experience working in the field of development cooperation
