Brief Information on the project

Peaceful coexistence in refugee hosting communities in Lebanon (PCL) 

 

Since the Syrian crisis, Lebanon has been host to many Syrian refugees. 865,531 were registered with UNHCR in December 2020. Currently, Lebanon is suffering from multiple crises in the economic, financial and political sphere, exacerbated by the consequences of the Covid-19 pandemic and the trauma of the Beirut port explosion in August 2020. These crises lead to increasing tensions between Syrian refugees and host communities and potentially more conflicts. The project therefore seeks to improve the peaceful coexistence in host communities. To this end, ten municipalities in Northern Lebanon will benefit from participatory needs assessment processes and local initiatives targeting refugees and host communities alike. Initiatives might improve living conditions or address peace needs directly, for example through theatre work. In parallel, capacities and competences of local actors to participate in and lead participatory processes will be strengthened.  The project is implemented by GIZ on behalf of BMZ.   

GIZ seeks to hire moderators in the area of peacebuilding and conflict resolution, that will moderate participative processes in selected communities in North and Akkar governorate.

 

Context

 

The conflict in Syria has imposed a heavy economic and social toll on Lebanon, which faced a deep economic and financial crisis since late 2019. An estimated 88% of Syrian refugees in Lebanon are living below the extreme poverty line, further eroding the rights of children who are most often forced to work as from the age of 10 for making a living.

The North Lebanon and Akkar Governorates are among the most deprived regions in the country. The poor infrastructure is causing tension among Syrians and their host communities. Children are the first victims of these tensions. Many children are growing up completely encapsulated from other religious groups, reproducing stereotypes and religious hatred without critically assessing those ideas prevalent in their respective communities.

 

Anticipated contract term

 

GIZ shall hire the contractor for the anticipated contract term, from 15 April 2022 to 31 October 2023

 

Services to be provided

 

The project methodology is based on implementing participative processes and letting the community members experiment participatory tools on how to analyse their context, flag the conflict factors and plan initiatives to respond to a peaceful coexistence between hosting communities, Syrian refugees, and local authority (i.e. municipal representatives) in a defined municipal scope. To implement this approach a moderator will be contracted to organise, facilitate, moderate and follow up on organized local community teams sessions. The moderator should have the capacity to execute physical sessions and using online tools if needed. The sessions should be implemented in the municipality (physical sessions); online sessions may only be used under extraordinary circumstances occur.

The contractor shall provide the the following service:

  1. Coordination with GIZ team (1 introductory meeting and follow up meetings to discuss progress of the tasks); participation in supervision sessions (reflection & exchange with other moderators)  
  2. Prepare a municipality profile of the targeted municipalities (analysis guidelines and the municipalities targeted will be shared by PCL-GIZ team);
  3. Prepare a community profile and conflict analysis of the targeted Communities (analysis guidelines will be shared by PCL-GIZ team) and suggest a list of candidates for local community committee.
  4. Working closely with a local community committee of Lebanese and Syrian individuals, and municipal representatives, and maintaining periodic follow-ups with them.
  5. Organizing and moderating several brainstorming and planning sessions with the local community committee to support them in brainstorming ideas for community initiatives, developing work plans, discussing with them (topic such as: how peaceful coexistence can be promoted)
  6. Moderating decision-making sessions and follow up sessions on training outcomes.
  7. Wisely acting as a mediator between the committee members, and take prevention measures to minimize potential tension and prevent any possible disputes or conflicts.
  8. coordinate with trainers on customizing the trainings (based on insights from the moderator interaction with the selected local community committee).
  9. Support local community committee in applying training outputs in organized training follow up sessions.
  10. Support communities in preparing and documenting lessons learned report (template/guidelines to be shared by GIZ)
  11. Compiling summaries/ MoM/ reports of sessions moderated.

The contractor shall perform up to 50 working days per municipality. The contractor may be responsible for up to two municipalities.

The work includes frequent visits to the targeted municipality, and to have a means of transportation while in the field. Transportation will not be reimbursed separately by GIZ.

 

Tender Requirements

1. Qualifications of proposed staff

1.1 Expert 1:

1.1.1 General qualifications

 

  • Education: Bachelor’s degree in social science, conflict management, sociology, political science, peacebuilding, or other relevant field
  • Professional experience: at least 3 years’ in relevant experience in conducting conflict analysis exercises, proven knowledge and experience in peacebuilding, conflict mediation, conflict prevention mechanisms, and gender and conflict sensitivity, excellent negotiation and communication skills.
  • Knowledge of using online tools for organizing and conducting sessions and meetings.

 

1.1.2 Experience in the region/knowledge of the country:

 

At least 3 years of relevant experience in North Lebanon and/or Akkar

 

1.1.3 Language skills:

 

business fluency in Arabic and English

 

1.1.4 Other:

 

Residence in North Lebanon or Akkar is an advantage

 

2. Appropriateness of proposed concept
