Context and PCL project
Since the Syrian crisis, Lebanon has been host to many Syrian refugees. 865,531 were registered with UNHCR in December 2020. Currently, Lebanon is suffering from multiple crises in the economic, financial and political sphere, exacerbated by the consequences of the Covid-19 pandemic and the trauma of the Beirut port explosion in August 2020. These crises lead to increasing tensions between Syrian refugees and host communities and potentially more conflicts. The project therefore seeks to improve the peaceful coexistence in host communities. To this end, ten municipalities in Northern Lebanon (Tripoli and Akkar) will benefit from participatory needs assessment processes and local initiatives targeting refugees and host communities alike. Initiatives might improve living conditions or address peace needs directly, for example through theatre work. In parallel, capacities and competences of local actors to participate in and lead participatory processes will be strengthened. The project is implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).
Current geographical scope of the PCL project: North Lebanon (municipalities in Koura, Batroun, Tripoli, Minnieh) and Akkar (Mish Mish). Other municipalities may be added.
Anticipated contract duration
GIZ shall hire the contractor for the anticipated contract term from 01 May 2022 to 30 November 2023
Services to be provided
The photo/videographer shall perform up to 100 full working days to accompany selected project activities indoors and outdoors with photography and/or videography. The contractor shall conduct regular field visits to the municipalities selected by the project.
The contractor shall produce the following outputs:
- Videos: The contractor shall produce up to 10 videos to show main activities and impact of the project. This includes:
- Develop a video script in close coordination with PCL team.
- Collect footage for each municipality
- Develop up to 9 videos of 1 minute (1 per municipality) and 1 video of 3 minutes (summarising the project activities)
- Videos include English subtitles
- Videos need to be in accordance with BMZ and GIZ guidelines
- Photos of the activities
- Visit the activities to collect photos
- Provide 20 photos per month that PCL team can use for social media, press or any other use specified by the team
- Beneficiary statements (up to 25 beneficiaries)
- Collect success stories of participants in the project. The statements should show how participants are benefitting from the project and how the impact of the activities are reflected in gaining the new skills or competences they acquired etc.
- Beneficiary statements include: short video sequence of the beneficiary, portrait photo, quote in writing. The quote needs to be translated to English. The video sequence shall include English subtitles
- The beneficiaries will be selected by GIZ
All produced materials shall abide by GIZ communication and visibility guidelines. The service provider, without reservations, transfers all the copyrights related to pictures and videos taken at a particular event/activity. The contractor may not publish any photos or videos taken during the activities, unless this is approved in writing by GIZ.
Transportation will not be reimbursed separately by GIZ.
Qualifications of applicants
- The contractor is expected to have their own means of transportation while in the field.
- The contractor is expected to be available for events specified by the PCL team. Applicants with several photographers and videographers at their disposal will be preferred.
The photographers and videographers delivering the services are expected to have the following qualifications:
- Education: university qualification (first degree/master’s) in audio-visual arts or other relevant qualification and/or certified training as photographer/videographer
- Professional experience: 3 years experience as a photographer and videographer in cooperation with NGOs/INGOs. Previous experience with GIZ is an advantage
- Experience in the region: 3 years of experience in North Lebanon and Akkar
- Language skills: business fluency in Arabic and English
