Context & PCL project

Since the Syrian crisis, Lebanon has been hosting to many Syrian refugees. 865,531 were registered with UNHCR in December 2020. Currently, Lebanon is suffering from multiple crises in the economic, financial and political sphere, exacerbated by the consequences of the Covid-19 pandemic and the trauma of the Beirut port explosion in August 2020. These crises lead to increasing tensions between Syrian refugees and host communities and potentially more conflicts. The project therefore seeks to improve the peaceful coexistence in host communities. To this end, ten municipalities in Northern Lebanon (Tripoli and Akkar) will benefit from participatory needs assessment processes and local initiatives targeting refugees and host communities alike. Initiatives might improve living conditions or address peace needs directly, for example through theatre work. In parallel, capacities and competences of local actors to participate in and lead participatory processes will be strengthened. The project is implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).   

 

The geographical scope of the PCL project is North Lebanon and Akkar. Currently, municipalities in Batroun, Koura, Minnieh, Tripoli as well as Mish Mish are covered. More municipalities may be added.

 

Anticipated contract term

GIZ shall hire the contractor for the anticipated contract term, from 01.05.2022 to 30.11.2023.

 

Services to be provided

The contractor shall provide all catering services required by the project. The type of events may include

  • Receptions
  • Trainings/workshops/conferences (full day)
  • Meetings (1-3 hours)

 

The contractor shall cover all municipalities under the PCL project. The contractor shall have their own means of transportation and shall ensure the quality of all food items by arrival (e.g. warm dishes must be warm). Transportation will not be reimbursed separately by GIZ.

 

The contractor shall ensure hygienic food preparation and display.

 

During lunch buffets, the contractor shall provide one service person to support participants, refill the buffet and keep the place tidy. During receptions, the contractor shall provide two service persons.

 

The contractor shall provide all utensils needed for display and consumption, while ensuring ecological sustainability (no waste). The contractor shall provide reusable plates, cups, glasses and cutlery at every location. Paper or plastic is not an option. Exception: Paper napkins shall be provided. Sandwiches and snacks shall not be wrapped individually.

 

The contractor shall be able to provide the following menu. The PCL team will select items from the menu depending on the occasion.

The applicant shall submit the Expression of Interest (EoI) to LB_quotation@giz.de on Thursday, 14.04.2022 by 23:59 Beirut Local Times at the Latest. Please mention the following subject line in the email: GIZ/PCL, catering

  • Official registration papers
  • Past experience: Overview of catering contracts in 2021 and 2022
  • Statement of availability: The applicant confirms that they will be available for all municipalities within the PCL project. The applicant should specify the number of days needed as prior notice to be ready to deliver catering.
  • Brief outline of logistics (how food will be transported – van, bus, car or delivery company – and how it will be ensured that it will arrive warm)
  • Brief outline of hygiene concept
  • Menu: Please specify the following items (describe the dish and provide the grams of fish, chicken or meat in the dish)
