Expression of Interest. Tender nb.83494777 Renewable Energy & Energy Efficiency (REEE) Construction Works in 7 selected locations across Lebanon - ACE Project

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing its project Strengthening the Resilience of Smallholder Farmers, Micro-Small and Medium Enterprises (MSME) and Local Communities (ACE) in Lebanon. As part of this project GIZ intends to award a contract for Renewable Energy and Energy Efficiency (REEE) Construction Works- including solar PV installations (PV systems for buildings, solar farms, etc.), and solar-powered streetlighting- at 7 selected locations across Lebanon- Chouf, Beqaa, and Baalbeck. The scope of work includes:

1. Development of the final detailed design and full set of construction documents for renewable energy and energy efficiency measures, including design layout and technical documentation (electrical, structural, civil, etc.), based on preliminary designs and specifications detailed in the tender documents and incorporating feedback from GIZ and other project stakeholders post-tendering.
2. Procurement, material supply, and delivery of all solar components, materials, and equipment required for the implementation of REEE measures.
3. Installation, testing, and commissioning of all systems to ensure functionality, safety, and performance as per the approved designs and technical specifications.
4. Provision of operation and maintenance (O&M) services during the one-year post-commissioning period, including fault response, troubleshooting, and repair.
5. Delivery of training and capacity building for end-users and relevant stakeholders on proper system use, maintenance, and safety.

Tender procedure from invitation to tender until signing of contract is expected to take place between September and October 2025. Construction work is expected to be performed and completed approximately within 2-3 months from signing of contract.

To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment:

1. Official letter expressing interest

2. Company details including full company name, full address, phone and email

3. Copy of company registration certificate

4. Official financial statements as evidence of the annual total turnover for each of the last three (3) years.

5. Proof of inclusion in the List of Solar PV Companies in Lebanon - Suppliers / Installers Recommended by the LCEC (June 2025 version)

6. Company profile including number of employees (permanent / temporary in total) and number of professional staff qualified to perform the works, each for the last three (3) years.

7. CVs and proof OEA registration of the following key experts who will be assigned to the project: 

• One (1) energy engineer, registered at the Order of Engineers and Architects (OEA), with a minimum of five (5) years of relevant experience in solar installations
• One (1) structural engineer, registered at the OEA, with a minimum of five (5) years of relevant experience in solar installations
• Two (2) technicians, with a minimum of five (5) years of relevant experience in solar installations

Proof of OEA registration is mandatory for the engineers. CVs without proof of registration will not be considered.

8. References of at least two (2) similar projects implemented in the past three (3) years The tenderer must submit at least one (1) reference project for each of the following two (2) types of systems, which must be of a similar nature to the scope of work defined in this EOI request

• Solar PV systems with battery storage: At least one (1) reference project ≥ 20 kWp with ≥40 kWh battery capacity
• Solar-powered streetlighting systems: At least one (1) reference project with a minimum of 50 installed lighting units

For each submitted project, the tenderer must clearly provide the following information:

• System size (in kWp for PV systems, or number of units for streetlighting).
• Battery type and storage capacity (in kWh)
• Whether Operations & Maintenance (O&M) services were provided.
• Project location.
• Project Value in USD.
• Completion date.
• A recommendation or reference letter issued by the project owner or client (only projects with verifiable proof will be considered).

Only reference projects that meet the above minimum requirements and are supported by a valid recommendation or reference letter will be accepted.
Projects executed by individual experts acting independently, or through other companies, joint ventures, or subcontracting arrangements, shall not be considered as relevant experience of the tenderer.

9. The tenderer must provide a signed letter of commitment confirming the tenderer’s ability to procure and deliver all required materials and equipment for the project within a maximum period of one (1) month from contract signature.
