GIZ is a company under private law (a registered limited liability – GmbH), owned by the German Federal Government. It is a non-profit company with a public benefit mandate. GIZ works in more than 120 partner countries around the world to implement programmes in development cooperation, based on bilateral agreements between the German Government and the Governments of the partner countries. With over 50 years of experience in a wide variety of areas, including economic development and employment promotion, energy and environment as well as peace and security, GIZ engages with public institutions, private businesses, civil society actors, research institutions and other stakeholders. GIZ provides technical cooperation aiming to improve the capacities of individuals, organisations and societies. Services include advice by experts, financial contributions, capacity development, providing equipment and materials and conducting analyses, studies and reports. Mainly commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ’s funding is provided by the German Government and the EU as well as contributions from other states and through public-private partnerships.
Since opening its office in Beirut, GIZ has been supporting the German-Lebanese development cooperation. With the overall aim of sustaining the country’s stability, promoting its economic growth and improving the living conditions of the Lebanese, Syrians displaced and Palestinian refugees, GIZ implements projects in the areas of education, water, sustainable economic development, and social participation and conflict transformation. GIZ coordinates closely with the Lebanese Government to implement its projects in alignment with national policies.
Given the current situation with the ongoing electricity cuts due to the fuel crisis, the internet connection in Lebanon has also been suffering.
In order to have a back up plan to ensure constant connectivity in our main office GIZ Office Beirut is requesting a satellite connection as a back up plan to our micro-fiber connection.
The contractor is responsible for providing the following services:
The contractor will provide us with the required equipment to be installed on the building’s roof and these equipment will be owned by GIZ.
GIZ will normally run on a minimal bandwidth with a minimum monthly charge on a shared plan.
Once the fiber connection – which will be serving as the primary link – is down, the provider has to make sure that the VSAT link can be upgraded to the highest possible speed/bandwidth within 24 or 48 hours.
The highest possible bandwidth must be sufficient for at least 20 Microsoft accounts using MS Teams to operate appropriately.
The provider will need to have all legal documents and requirements to be licensed in Lebanon.
The provider should be able to operate in case Ogero and mobile data are no longer working and also if Lebanon is experiencing fuel shortages.
2 real IP addresses are needed.
GIZ will own all the hardware (excluding satellites and the hub station) constituting the VSAT infrastructure.
GIZ will not disclose at this stage the GPS coordinates of its VSAT outstations. These will be communicated to the successful bidder. Equally, upon completion of the installation, the contractor shall provide the Receive and Transmit Frequencies per transponder, per site.
The contractor is responsible for providing the following services:
- Monitoring: To ensure a consistently high level of service, GIZ need to have unconditional read only access to its VSAT components for the duration of the contract.
- IP Addressing: GIZ requires the contractor to provide 2 public IP addresses per site routable over its VSAT network through to GIZ core routers.
- Fault Management: The contractor will provide GIZ with full access to an industry grade incident management portal where all trouble tickets are consigned and updated. RFO (Reason for Outage) will also be published on this platform. The bids will include a detailed fault management chart clearly indicating the processes involved and the ownership of each of them.
- Preventive Maintenance: The contract shall factor in its offer a complete round of preventive maintenance for all GIZ sites twice a year, as of the end of the first year of the contract. The contractor shall have the liberty to decide the preventive maintenance plan; however this plan shall not exceed 2 months in length for a given preventive maintenance cycle. Preventive maintenance shall not constitute as a down time in respect of the SLA calculations. It is however the contractor’s responsibility to indicate clearly and timely the impact of preventive maintenance on GIZ VSAT network.
- Corrective Maintenance: In order to comply with the pro-active service requirements, corrective maintenance is triggered by the supplier’s Network Operating Center (NOC) along the following lines:
- Remote Maintenance, with or without support of local GIZ IT.
- Dispatch of contractor’s field engineer with the necessary spare parts for the sites Availability of spare parts is obviously also an important component of the SLA equation.
• Licensing: GIZ relies greatly on the contractor’s experience in the satellite industry, the different markets and with the relevant ministries to facilitate the license procedure.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, “GIZ Office Beirut” hereinafter referred to as "The Employer", intends to award the: “Individual” hereinafter referred to as “Consultant” to provide our GIZ Office Beirut with Provision of Satellite Internet Connection.
The execution of the Services will be performed within the frame of the Technical Cooperation between the Federal Republic of Germany and the Republic of Lebanon.
The bidders who are interested in participating in the tender must read and comply with the instructions and the Terms of Reference contained in the tender document.

- The offers/Proposals shall be sent as PDF files to the following email:

- Two emails shall be sent: One for the Technical Offer and another for the Financial Offer. Your emails shall be named as follows:

- The offers shall be signed & stamped.

Technical and Financial offers/Proposals (in two Separate Emails),
1-Technical Offer/Proposal which consists of:
- Company’s Legal Documents including the certificate of company registration and the MoF registration
- Company Profile including and overview of the service the company provides
- Previous work experience with similar international agencies
- Official License for Satellite internet . Not submitting an official license for Satellite internet will automatically lead to disqualification.
2- Financial Offer/Proposal, which should consist of:
- Bank account details of the company in & outside Lebanon (for accounts inside Lebanon please specify the account type: Local or fresh money)
- Financial Offer in USD including VAT, signed and stamped, includes the company’s full contact details and MoF number. Your offer must be valid for three months.
Please note that in case you did not receive any notification in writing within 3 weeks after the deadline for submitting the offers/quotations, it shall indicate that your offer has not been accepted. You shall not receive a separate notice to this effect.
The bidders shall not be reimbursed for their submitted offers.
Non-compliance may result in your bid not to be considered.
The billing will be prorated until the end of the monthly cycle.
