National consultant vocational training

The Qudra Programme is a regional action financed by the EU Regional Trust Fund in Response to the Syrian Crisis, the 'Madad' Fund and the German Federal Ministry for Economic Cooperation and Development seeking to strengthen resilience for Syrian refugees, IDPs and host communities in response to the Syrian and Iraqi crises. GIZ is a leading implementing agency of the action in cooperation with Expertise France and the Spanish Agency for International Development Cooperation. The programme seeks to build the resilience of host communities, refugees and displaced persons by offering support through the following five specific objectives: 1) improving school infrastructure and access to extracurricular activities; 2) skills development and vocational training; 3) strengthening social cohesion through community-based services; 4) building the capacities of the local administrations; and 5) promoting dialogue and exchange. The activities in Specific Objective 2 "Skills Development" in Lebanon aim to provide skills training/short-term vocational training to vulnerable Lebanese youth as well as to Syrian refugees in order to enhance their educational and economic opportunities. Under Specific Objective 2 following overall results indicators for Lebanon have been defined:

Awareness about skills and vocational training measures is enhanced in close cooperation with communities, UN organisations, NGOs, vocational training institutions and other stakeholders

In selected communities, 8 projects with skills training measures are visited by Syrian refugees and poor Lebanese at equal level

Conditions at the providers of skills training measures that accept Syrian and Lebanese vulnerable youth have improved

 

 

Purpose of the Assignment

In cooperation with the Directorate General for Vocational and Technical Education a pilot project on implementing competency based short-term trainings in the construction sector at 3 public Technical Institutes in Akkar, Tripoli and Batroun is planned[1]. The trainings will be offered to Syrian refugees and (vulnerable) Lebanese youth (in 50/50 ratio).  The assigned consultant is supposed to raise awareness about the trainings and to identify potential youth that are interested to register for the trainings.

 

 

 

Focus of Assignment:

The assigned consultant / NGO will be provided with an assessment sheet and asset of criteria on the selection. The task is to conduct outreach in the mentioned area of the technical schools and assure hereby gender balance as well as equal engagement in reaching out to Syrian and Lebanese youth. The assigned party will coordinate with the principals and action staff of Qudra SO2 the registration procedures, and facilitate the registration of the potential beneficiaries to the training programs.

 

Scope of Work

 

Familiarization with the Qudra program

Identification of areas surrounding the mentioned technical institutes to reach out Syrian refugees and vulnerable Lebanese youth

Distribution of informational flyers

Raising awareness about the competency based training program

Organization of an informational event at the technical institutes about the competency based training program

Acting as a focal point for interested youth in registering to the training program

Acting as a focal point for principals/nominated teachers for conducting the training in close coordination with Qudra staff

Facilitating the registration process together with principals and Qudra staff

Distribution of questionnaires to interested youth and submission of the questionnaires to Qudra staff

Identifying and arranging transportation service

Identifying bakery for daily lunch delivery

and any other task if requested by the action staff of Qudra

 Profile of the Expert

Post graduate degree in Social Sciences, Social Work or Political Sciences

3-5 years of relevant work experience in sustainable livelihoods and employment promotion for refugees and host communities

Work experience in outreach to youth

Excellent knowledge about the context of displaced Syrians in the area of assignment

Excellent knowledge about the targeted areas

Excellent communication and facilitation skills

Well organized and attention to details

Willingness to travel regularly to Beirut and in the area of implementation

Fluent in English and Arabic

Proficient in use of Microsoft Office (PowerPoint, Word, Excel, Outlook) or equivalent open source packages (minimum requirement)
