Brief information on the project
The project “Strengthening the influence of Palestinian refugees on their living conditions in the MENA region (PART II)” was commissioned by the German Ministry for Economic Cooperation and Development (BMZ) in December 2021 to improve the capability of Palestinian refugees to influence their living conditions. The project is active in the Palestinian Territories, Jordan and Lebanon and its main political partner is the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). It also works in close cooperation with host government institutions as well as local NGOs and CBOs.
Context
The Lebanese Palestinian Dialogue Committee (LPDC) is an inter-ministerial committee directly linked to and mandated by the Lebanese Presidency of the Council of Ministers to deal with Palestinian refugees’ affairs in Lebanon. The committee is currently serving as a focal point to address the file between the Palestinian refugees and local and international stakeholders, so as to provide policy recommendations to the Government of Lebanon based on the national interests of the Lebanese people and the rights of Palestinian refugees to live in dignity and respect, until a durable and lasting solution is found.
During the period spanning from 2011 to date, the committee has worked on tackling a vast array of challenges facing the Palestinian refugee file in Lebanon, where it has managed to accomplish numerous actions at the policy and operational levels.
The Lebanese Palestinian Dialogue Committee fosters dialogue and explores various legal research projects with regard to the Palestinian refugee situation in Lebanon.
In this context, GIZ will support the coordination of the various legal research projects through a Junior Legal consultant compiling and consolidating all research materials, and following up closely with all researchers and experts on the work progress in line with LPDC’s strategy, and reporting back to the management.
Scope of work
The consultant will work under the direct supervision of the LPDC.
The consultant will work towards achieving the following objectives:
Review all relevant documents to the scope of work including, inter alia, the following, and provide recommendations for the way forward:
- Lebanese legal framework (Lebanese constitution, relevant Lebanese laws, and decrees, case law),
- The “United Lebanese Vision for the Palestinian Refugees Affairs in Lebanon”,
- The “Population and Housing Census in Palestinian Camps and Gatherings in Lebanon”, 2017
- “The Labor force and Household Living conditions survey” report, 2019,
Coordination:
- Coordinate closely with all legal researchers and experts Palestinian refugees living in Lebanon and explore areas of improvement,
- Coordinate closely between the legal researchers and LPDC management team for news, updates, decrees, messages and important notices to take into consideration,
- Coordinate with the research coordinator to update LPDC’s workplan (various research projects) in line with its strategy,
- Coordinate the logistics of events, workshops, roundtables and meetings as needed.
Notes taking and Reporting:
- Participate in workshops, trainings, meetings and roundtables conducted by the legal researchers and experts on the file,
- Taking notes during the workshops and meetings and report back to LPDC management,
- Report back to LPDC on findings, progress of the agenda and update the workplan in form of word document, PPT presentation, gantt chart, etc.
- Compile and document all research materials and notes in LPDC’s archiving system,
- Prepare and deliver a final presentation summarizing all the challenges, opportunities and findins of the assignment.
Bid requirements
The bidder is requested to submit a cover letter and their CV along with a financial offer for 4 reports during the contractual period, covering respectively:
- 1st progress report summarizing the work progress and the coordination in form of word document, and/or PPT presentation, including photos of meetings, workshops and/or roundtables held during the reporting period if applicable
- 2nd progress report summarizing the work progress and the coordination in form of word
document, or PPT presentation, including photos of meetings, workshops and/or roundtables held during the reporting period if applicable.
- 3rd progress report summarizing the work progress and the coordination in form of word
document, or PPT presentation, including photos of meetings, workshops and/or roundtables held during the reporting period if applicable.
- 4th progress report summarizing the work progress and the coordination in form of word
document, or PPT presentation, including photos of meetings, workshops and/or roundtables held during the reporting period, and deliver a final presentation on all challenges, opportunities, recommendations and findings met during the assignment period if applicable.

Expert 1: Junior Legal Consultant
General qualifications
Education:
- Bachelor’s degree in law;
Professional experience:
- Previous research experience on various legal database.
- Experience in the region/knowledge of the country
- Excellent understanding and knowledge of the Lebanese law, concepts, decrees,
- Previous working experience on the legal context of the Palestinian refugees in Lebanon,
- Good knowledge of LPDC’s context and publication materials,
- Good knowledge of the Palestinian refugees’ context and living conditions in Lebanon and in the MENA region,
- Good knowledge of involved syndicates and governmental institutions working on the file,
- Good knowledge of the legal status of the Palestinian refugees in Lebanon.
- Language skills:
- Business fluency in Arabic (Written and spoken)
Workshops, training
The consultant implements the following workshops/study trips/training courses:
- The consultant shall participate in up to 3 workshops inside the country of assignment with up to 3 days each (dates will be communicated at a later stage)
Calculate your financial bid exactly in line with the quantitative requirements of the specification of inputs above. There is no contractual right to use up the full days/travel or workshops or budgets. The number of days/travel/workshops and the budgets will be contractually agreed as maximum amounts. The regulations on pricing are contained in the price sheet.
Note:
If restrictions are introduced to combat coronavirus/COVID-19 (restrictions on air travel and travel in general, entry restrictions, quarantine measures, etc.), GIZ and the consultant are obliged to make adjustments to their contractual services to reflect the changed circumstances on the basis of good faith; this may involve changes to the service delivery period, the services to be delivered and, if necessary, to the remuneration.

The technical offer has a weighting of T:70% and the price offer F:30%
Please note that in case you did not receive any notification in writing within 4 weeks after the deadline for submitting the offers/quotations, it shall indicate that your offer has not been accepted. You shall not receive a separate notice to this effect.
