Public call for tender nb. 83444818 Technical Engineer for Solar Panels 21.2202.6-003.00 PART II

Context

In spite of the dire conditions people in Lebanon are facing, PART II project strives to support their partners and initiatives on several tracks to be able to support in return the Palestinian refugees in the community to stand their ground.

The major electrical outage, among other things, had a negative impact on several projects and partners' fixed overhead costs. As a result, PART II began its support with the purchase of solar panel systems for partners in 2022 and will continue to support some initiatives in a similar manner so that they can continue their projects and, in return, be able to support their community, generate employment opportunities, and strengthen their sense of community.

In this framework, the services of a Technical engineer for Solar panels are requested to support PART II project with the procurement of PV Solar panels for their supported initiatives (Bybee and Al Ard) and safety measures "Terre" for their partners who were supported previously from the project with the procurement process.

GIZ shall hire the consultant for the anticipated contract term, from 20.08.2023 to 31.10.2023.

Scope of work

The consultant will work under the direct supervision of the GIZ.

The consultant will work towards achieving the following objectives:

  1. Needs Assessment Phase:
  • Bybee initiative and Al Ard initiative in Tyre, South Lebanon
      1. Conduct site visit to Bybee initiative and Al Ard initiative is Tyre, South Lebanon.
      2. Assess the needs of the facility in terms of photovoltaic system and power capacity needed and provide the needs assessment report.
  • Sekke (Saida), Drops (Tripoli), Initiate (Tyre), WPA (Beirut)
      1. Assess the needs of the facility in terms of terre for the aforementioned partners
  1. Feasibility Study Phase:
  • Bybee initiative and Al Ard initiative in Tyre, South Lebanon
      1. Develop the design and drawings when necessary, including electrical works of the photovoltaic system needed for the 2 initiatives
      2. Develop the technical specifications of the Photovoltaic System of the 2 iniatives and related electrical work,
      3. Provide detailed BOQs of the Photovoltaic System of the 2 initiatives and related electrical works, list of potential bidders, and the cost estimated as well as other documents required for the bids
  • Sekke (Saida), Drops (Tripoli), Initiate (Tyre), WPA (Beirut)
      1. Develop the technical specifications of the Photovoltaic System of the 4 iniatives and related electrical work for the implementation of terre safety measures;
  1. Evaluation of offers and Monitoring of the works implementation:
  •  Bybee initiative and Al Ard initiative in Tyre, South Lebanon
      1. Evaluate the technical offers received for the implementation of the Photovoltaic System for the 2 initiatives;
      2. Monitor the works’ implementation of the PV systems of 2 initiatives
  • Sekke (Saida), Drops (Tripoli), Initiate (Tyre), WPA (Beirut)
      1. Evaluate the technical offers received for the implementation of the terra safety measure for the 4 initiatives;
      2. Monitor the works’ implementation of the terre safety measures of 4 initiatives
  1. With regard to the coordination with GIZ:
  • Ensure complete coordination with GIZ PART II Lebanon team;
  • Establish and provide a plan for the needed procurement materials, event dates and submit all related supporting documents (Participant list, Agenda, Invitation letters, invoices, etc.)
  • Work in compliance with GIZ rules and regulations.

Submission of bids:

If you are willing to provide the service, you are kindly requested to abide by the following instructions:

One Email shall be sent for the Technical Offer and a second Email for the Financial Offer. Your emails shall be named as follows:

The offers shall be submitted in English language only.

The offers shall be signed & stamped.

The financial offer must be in USD only including VAT, should be valid at least for the contract duration  (Please mention it in your offer).

You shall not be reimbursed for your submitted offers.

Technical and Financial offers/Proposals (in two Separate Emails),

1-Technical Offer/Proposal which consists of:

- Resume

- MoF Certificate 

-Self-declaration_EU-Russia-Sanctions signed 

- Concept note 

- Personnel Concept 

- Eligible candidates holding a minimum of Master’s degree in renewable energy or any other related field are qualified to the technical assessment.

2- Financial Offer/Proposal, which should consist of:

- Bank account details of the consultant inside Lebanon (fresh account if any)

- Financial Offer (in USD) signed and dated 

Detailed instructions of the contents of your offer/proposal and the mode of presentation/submission are attached both in the ToR and Technical Assessment Grid.

The technical offer has a weighting of T:70% and the price offer F:30%

Please note that in case you did not receive any notification in writing within 4 weeks after the deadline for submitting the offers/quotations, it shall indicate that your offer has not been accepted. You shall not receive a separate notice to this effect.

The bidders shall not be reimbursed for their submitted offers.

Non-compliance may result in your bid not to be considered.
