General information

 

a. Brief information on the project

 

As a company owned by the German Government, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing projects on behalf of its main commissioner – the German Government, and since 2020 our portfolio is significantly growing.

From there, the Portfolio Management Unit in GIZ Lebanon is seeking to strengthen its approaches related to data capture, analysis, visualization, and reporting.

 

b. Context

 

GIZ Projects and the Portfolio Management Unit (PFMU) of GIZ Lebanon have developed a series of tables to capture data of project-related entities, track progress along workflows and generate reports related to all aspects of their projects using excel, Microsoft Lists, Sharepoint, Power Automate and Power Apps. The team has identified room for improvement regarding the design of the current tables and their effective interlinkage to allow reduction of double entry of data, increase consistency of attribution of data to entities and hence increased accuracy and speed of reporting. Moreover, the team seeks to established a shared understanding of data base development and strategies to capture and display data.

Given internal constraints, GIZ is only allowed to work with products from the Office 365 package.

In this context, GIZ Lebanon is seeking external expertise to redesign its data entry and data display formats in line with principles of relational data base development and improve the knowledge of involved staff in the subject matter

 

GIZ shall hire the contractor for the anticipated contract term, from November 01, 2023  to November 01, 2024

 

The contractor shall provide the following work/service:

  • Analyse the existing table design and identify room for optimization
  • Design and prepare the curriculum based on the analysis of existing tables to ensure a joint understanding, a shared concepts (entities, attributes, relations, etc.) ,tools (such as data entity relationship diagrams) and principles to understand and develop the different data sets and how they related to each other
  • Provide on-site training for colleagues in GIZ Lebanon offices.
  • Provide follow-up consultation hours for support on implementation.  

Training, consultation hours, and all documents (if needed) – will be in English.

 

The training will be held onsite in GIZ Lebanon offices.

The contract will run for up to one year.

The Consultant is required to coordinate with GIZ in advance to mutually agree on the time and deliverables required to perform each task.

As per the Lebanese labour law, a full day of work is composed of 8 working hours. The Consultant shall log the work delivered to report and bill counting full days and half days (no other fractions).

1. Qualifications of proposed staff 

 

1.1 Expert 1:

 

1.1.1 General qualifications

 

Education: Bachelor’s Degree in Business Administration, Informatics, Statistics or comparable.

 

1.1.2 Language skills: Business Fluency in English

 

1.1.3 Required skills:

At least 5 years of experience working with data visualization tools.At least 5 years of working experience in Business Intelligence (BI) and Business Analytics (BA)

 

Expert in using Microsoft Office 365 tools, data base development on sharepoint

 

Proprietary rights and confidentiality   

 The consultant ensures that the data, documents, and/or information shared by GIZ are strictly treated with confidentiality. Outputs delivered under this consultancy contract will remain solely the property of GIZ.  

Throughout the entire process, the consultant will be in direct contact and coordinate closely with the focal persons of GIZ Lebanon. 

 

Data Protection Clauses:

Information: ISMS of the client, certification "The client operates an information security management system (ISMS) and plans a certification according to ISO/IEC 27001 and BSI (German office for IT-Security) IT-Security as well as the maintenance of these certificates. As part of the certification, the latest versions of the aforementioned standards will be implemented. The information to be processed by the service provider shall be assumed to require protection level “confidential”.

Handling of Confidential Information: All contract-related data and other information, such as documents handed over and information exchanged, which become known to the Contractor and its employees during the performance of the contract shall be treated confidentially and according to the "need-to-know" principle during and beyond the term of the contract. This shall apply even if these documents or information have not been expressly designated as secret or confidential. Documents and work results of any kind, in particular reports, may not be made accessible to third parties by the Contractor unless the Client has given its prior consent in text form. Third parties in accordance with this provision shall also include the parent contractor. The use of such data and information for the Contractor's own purposes shall also be inadmissible.

Security incident reporting: "The Contractor shall inform GIZ info-lebanon@giz.de without delay and in an appropriate form about information security incidents that may lead to damage for GIZ.

An information security incident is an event by which an impairment of information security is possible or has already occurred, e.g. by unauthorized inspection/disclosure of information (loss of confidentiality), modification of information (loss of integrity) or deletion of information/impairment of access to information (loss of availability)."

Place of performance: "The exclusive place of performance by the Contractor shall be defined by the Client as follows: GIZ Lebanon premises, Beirut ; Beirut

When using terminal equipment, it must be ensured that the place of use is reasonably secure. It must be ensured that unauthorized third parties cannot view information or use mobile devices (e.g., via privacy screens)."

End of contract "The contractor is obliged to make the client's data available at the end of the contract without additional remuneration (for example, through the possibility of downloading). 

Order-related documents and work results, including financial documentation, shall be kept by the Contractor for ten years after acceptance of the final report or work performance. They shall be handed over upon request of the Principal.

Other documents, aids, materials or objects received from the Principal which have not been permanently handed over to the Contractor for the intended purpose shall be handed over by the Contractor immediately and without being requested upon termination of the contract. This shall also apply to all copies.

In the above-mentioned cases, the handover shall take place in a procedure defined by the Ordering Party. The Principal shall be entitled to demand, in whole or in part, secure deletion (i.e. non-reconstructible) or destruction. The deletion and the applied deletion procedure shall be proven to the Principal upon request. "

3. Submission of bids:

If you are willing to provide the service, you are kindly requested to abide by the following instructions:

 

The offers/Proposals shall be sent in TWO separate emails to the following email:

Latest by Monday October 23th, 2023, till 23:59 o’clock (Beirut Local Time).

 

Note: Sending your offers to any other email address or non-compliance with any of the mentioned conditions will result in rejecting your participation in this tender.

 

Two Emails shall be sent, one for the Technical Offer and another email for the Financial Offer.

 Your email subject lines shall be named as follows:

  • The offers shall be submitted in English language only.
  • The offers shall be signed & stamped.
  • The financial offer must be in USD only including VAT, should be valid at least for Four Months after the submission date (Please mention it in your offer).
  • You shall not be reimbursed for your submitted offers.

Technical and Financial offers/Proposals (in two Separate Emails),

 

 

i- Technical Offer/Proposal which consists of:

  • Consultant’s updated CV (Maximum 4 pages)

  • References to a maximum 2 data visualisation reports created by the expert

  • MOF Certificate

  • Annex2- Terms of Reference (signed)

  • Annex4- General Terms and Conditions (signed)

  • Annex5- Self-declaration on EU-Russia Sanctions (signed)

 

ii- Financial Offer/Proposal, which should consist of:

  • Bank account details of the consultant inside Lebanon (fresh account if any)
  • Financial Offer signed and dated (please use Annex1 and quote your fee in USD incl. VAT)

 

Detailed instructions of the contents of your offer/proposal and the mode of presentation/submission are attached both in the ToR and Technical Assessment Grid.

 

The technical offer has a weighting of T:70% and the price offer F:30%

The following formula will be used:

 

Technical evaluation of bid * 70% / Technical evaluation of best bid + most economical bid*30% / price of bid

           

4. Additional Conditions:

  • The currency of the contract is USD. The employer shall not be responsible for any currency fluctuation.
  • The payment will be made via bank transfer to the consultant’s local bank account “fresh money”.
  • Please note that in case you did not receive any notification in writing within 4 weeks after the deadline for submitting the offers/quotations, it shall indicate that your offer has not been accepted. You shall not receive separate notice to this effect.
  • Non -compliance may result in your bid not to be considered.

       

N.B. The maximum mailbox receive size is capped at 25 MB. Documents exceeding the mentioned MB should be transferred via : Start (giz.de) (Provide the password)
