Public Call for Tender nb. 91164588 “Equipment and Materials for competency-based trainings in Maintenance of Manufacturing Machines” (Semi-automatic filling machine) PN 18.2208.9-001.00 QuA-VET

Background

The project "Improving the Quality and Attractiveness of Vocational Education and Training in Lebanon" aims to increasingly align vocational education and training in sectors with sustainable employment potentials with the needs of the Lebanese economy.

Emphasis is placed on improving the partnership between vocational training institutions and the private sector, strengthening human resource capacity in vocational training institutions, and developing practice-oriented training programs. The target groups of the project are young people, unemployed and underemployed adults who want to improve their employment prospects through qualifications relevant to the labor market.

The implementing partner is the Directorate General for Vocational and Technical Education (DGVTE), which lacks capacity at various levels to involve the private sector in vocational education and training. This concerns curriculum development, teacher training and the expansion of practical elements in teaching. The project's advisory approach includes establishing and advising coordination bodies with representatives of the state vocational training sector and company representatives at the macro and steering levels, piloting cooperation models between vocational training institutions and the private sector, systematic human resources development in public vocational training institutions and testing competency-based, modularized training programs.

This request for public tender is launched to support Output 3 of the QuA-VET project which aims to pilot modularised and practise-oriented vocational training education and training courses in cooperation with the DGVTE in public TVET schools and institutes in Lebanon, targeting the sector of maintenance of manufacturing machine (BT level).

Objective       

This request for public tender is intended to identify a supplier who can provide and deliver to the specified delivery locations, the described semi-automatic overflow filler machines within the set delivery date.

Delivery Terms

The machines will be delivered within the following time frame and in coordination with the respective project member:

• Four (4) machines within the first three months after contract signature
• Three (3) machines within the fourth months after contract signature
• Three (3) machines between the fourth and the fifth months after contract signature

Prior to all machine’s delivery, the supplier is asked to manufacture one machine as a sample. QuA-VET team will inspect, approve, and advise in case of needed modifications. The remaining machines will be manufactured accordingly. Each machine will be delivered to the following locations:

• Zgharta Technical Institute
• Al Hermel Technical Institute
• Arsal Technical Institute
• Zahle Technical Institute
• Riyak Technical Institute
• Bekaa Industrial Institute
• Al Zarariya and Syr Technical Institute
• Nabatiyeh Technical Institute
• Chehim Technical Institute
• Saida Technical Institute                                                                                                

Qualifications and Requirements

The potential suppliers are obliged to submit the following documents within the framework of the public tender:

• Financial Offer: Filled excel sheet including the price (per unit and the total) of each item
• Company portfolio (Company name, focal point, contact details, exact location, available product and services, old experience, year of establishment, availability of product and services)
• Official registration document
• Ministry of finance registration document

Eligibility Criteria:

• The supplier must have an official registration in Lebanon (minimum requirement)
• The supplier should be ISO certified (preferred requirement)
• The supplier should be able to provide a 1-year warranty on the machine after delivery (minimum requirement)
• The supplier should provide the manual of the machine that includes components list, machine operation manual, maintenance and troubleshooting (minimum requirement)
• The supplier should have up to 20 years of experience in manufacturing of production lines related to the beverage industry (preferred requirement)
• The supplier should be able to deliver the materials to the schools in Lebanon and perform basic operation training upon delivery to teachers (minimum requirement)
• The supplier should have experience in instructing personnel from TVET schools into the use and maintenance of food processing machinery (preferred requirement)
• The supplier should provide a letter of recommendation in case of previous experience with international organization (preferred requirement)
• The supplier should be able to understand our procurement process (minimum requirement)
• The supplier should be available for follow up discussions after contract expiry
