1. Background

The project "Improving the Quality and Attractiveness of Vocational Education and Training in Lebanon" aims to increasingly align vocational education and training in sectors with sustainable employment potentials with the needs of the Lebanese economy.

Emphasis is placed on improving the partnership between vocational training institutions and the private sector, strengthening human resource capacity in vocational training institutions, and developing practice-oriented training programs. The target groups of the project are young people, unemployed and underemployed adults who want to improve their employment prospects through qualifications relevant to the labor market.

The implementing partner is the Directorate General for Vocational and Technical Education (DGVTE), which lacks capacity at various levels to involve the private sector in vocational education and training. This concerns curriculum development, teacher training and the expansion of practical elements in teaching. The project's advisory approach includes establishing and advising coordination bodies with representatives of the state vocational training sector and company representatives at the macro and steering levels, piloting cooperation models between vocational training institutions and the private sector, systematic human resources development in public vocational training institutions and testing competency-based, modularized training programs.

This request for public tender is launched to support Output 3 of the QuA-VET project which aims to pilot modularised and practise-oriented vocational training education and training courses in cooperation with the DGVTE in public TVET schools and institutes in Lebanon, targeting the sector of maintenance of manufacturing machine (BT level).

 

2. Objective       

This request for public tender is intended to identify a supplier who can provide and deliver to the specified delivery locations, the described PPE, equipment, tools, and consumables within the set delivery date.

 

3. Delivery Terms

Prior to all goods delivery, the supplier is asked to split the goods in 5 different batches, i. e. each item is to be divided by 5 and delivered in one of the 5 designated schools. (For example: out of 10 pitchers, 2 will be delivered in each school). QuA-VET team will inspect, approve, and advise in case of needed modifications. Each batch of goods will be delivered to 5 of the following locations:

  • Zgharta Technical Institute
  • Al Hermel Technical Institute
  • Arsal Technical Institute
  • Zahle Technical Institute
  • Riyak Technical Institute
  • Bekaa Industrial Institute
  • Al Zarariya and Syr Technical Institute
  • Nabatiyeh Technical Institute
  • Chehim Technical Institute
  • Saida Technical Institute

 

The products will be delivered within the following time frame and in coordination with the respective project member:

  • Two (2) batches within the first 2 weeks after contract signature
  • Three (3) batches within the 1st month after contract signature

 

4. Qualifications and Requirements

The potential suppliers are obliged to submit the following documents within the framework of the public tender:

  • Financial Offer: Filled excel sheet including the price (per unit and the total) of each item
  • Technical offer including the following:
  1. Name, brand, technical details and certification of the products
  2. Company portfolio (Company name, focal point, contact details, exact location, available product and services, old experience, year of establishment, availability of product and services)
  3. Official registration document
  4. Ministry of finance registration document
  5. Certification for the goods where specified

 

5. Eligibility Criteria:

  • The supplier must have an official registration in Lebanon (minimum requirement)
  • The supplier should be ISO certified (preferred requirement)
  • The supplier should be able to provide a 1-year warranty on the tools and equipment after delivery (minimum requirement)
  • The supplier should be able to understand our procurement process (minimum requirement)

How to Apply

The applicant shall submit the tender to LB_quotation@giz.de accompanied by copies of all the required documents (listed below) in PDF format on Friday, 02.09.2022 by 23:59 Beirut Local Times at the latest.

If you are willing to participate in th tender, you are kindly requested to send TWO Separate emails (one for technical and one for financial offers) with the following instructions:

1. First Email: The subject line of the mail must be clearly marked as follows: The company name/ Technical offer/ Tender “91165240 PPE, equipment, tools, and consumables” containing the following PDF files:

  • Name, brand, technical details and certification of the products
  • Company portfolio (Company name, focal point, contact details, exact location, available product and services, old experience, year of establishment, availability of product and services)
  • Official registration document
  • Ministry of finance registration document
  • Certification for the goods where specified

2. Second Email: The subject line of the mail must be clearly marked as follows: The company name/ Financial offer/ Tender “91165240 PPE, equipment, tools, and consumables” containing the following PDF files:

 

  • Financial Offer (attached format) filled out signed and stamped

 

Offer validity: Please note that the offer should be valid for at least 2 months from the date of submission

 

All documents must be submitted in English. Handwritten translation is allowed.

 

Note: Only applications containing the mentioned documents will be taken into consideration.
