Background of the Project
On behalf of Germany’s Federal Ministry for Economic Cooperation and Development (BMZ), and the European Union, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the Local Development Programme for Urban Areas in North Lebanon in partnership with the Ministry of Social Affairs (MoSA). The “Local Development Programme for Urban Areas in North Lebanon (UDP_NL)” seeks to contribute to political stability in North Lebanon (which includes the districts of Tripoli, Dannieh-Minnieh, Zgharta, Batroun, Koura, Bcharri) through addressing critical issues to stability and conflict prevention in that region. The main target groups are vulnerable youth and women. The programme, by means of a range of activities, provides accessible and individual development-oriented life perspectives, especially for youth. This, in turn, will reduce social frustration and strengthen inter-communitarian relations. As an assumption, easing of tensions, especially in the most deprived areas, would prevent further hostilities and, in the end, contribute to more political stability in Lebanon.The programme applies a holistic approach by integrating measures of income and employment promotion, infrastructure development and strengthening of relationships between ethnic-religious communities in its projects. It works closely together with municipalities to implement sustainable, long-term projects. Projects are mainly implemented through national and international partner organizations involving the local population which increases the acceptance of the realized activities and strengthens the civil society of North Lebanon. In addition, selected partner organizations are also capacitated to enhance their organizational and management competencies.
Context
As part of the overall programme strategy, UDP_NL is supposed to support interventions targeting the improvement of the urban environment through investment in the construction and rehabilitation of urban infrastructure. In this framework, one of the interventions areas is to support municipalities on operation and maintenance issues. Municipality of Tripoli is responsible for the public greenery and landscaping in the public areas within its boundaries (e.g., public spaces, parks, roundabouts, traffic medians). And realize such activities through its own agricultural staff and workers, and it has an agricultural section and own also nursery where it breeds all appropriate needed seedlings. GIZ program is currently implementing the construction of a new city garden nursery for Tripoli Municipality located on a plot of land located close to El Maarad Ring Road, in the north of the Rashid Karameh Fair Ground (number 3932 of the Tripoli Gardens Cadaster with an area of 4924 sqm). As part of the implementation the GIZ programme has contracted an Architect for the design and supervision as well as a contractor to implement the work on the ground. In order to achieve the professional implementation of the measure and for the purpose that this facility will be operated and maintained in sustainable and effective way, GIZ UDP_NL is planning to provide and to equip the facility with the adequate agricultural products, furniture, equipment and tools. aiming to capacitate the nursery facility and the MSGD labors with the appropriate equipment, to start production once the construction is finalized and the facility is ready for operation. Therefore, GIZ UDP_NL is looking for suppliers specialized in providing soil related substrates that might be interested in submitting offers according to the next mentioned terms and annexes.
General Terms
Bidders are requested to completely price the list of items and not to leave any blank price, otherwise the bidder will be disqualified, and his offer won’t be accepted.
Bidders shall comply 100% to the specifications of the items, and in case of discrepancies between the requested specifications and the proposed one, the bidder will be disqualified, and his offer won’t be accepted. Giving that the requested items are complying with the European list of approved fertilizers and pesticides. Moreover, any alternatives are not accepted unless it is registered and meeting the same standards.
After the technical evaluation, the employee might request from the Bidders to provide 1 sample of some/all of the items listed in the respective annex 1 and any other technical information or data sheets that might be needed to complete the technical evaluation. The submittals must be delivered upon request with clear annotations presenting the company name and the item code mentioned on the list (annex 1- financial offer).
Tasks to be performed by the contractor
Interested bidder in providing the goods shall comply with the below requirements for each lot separately: The contractor is responsible for providing the following services:
- Provision and delivery of the material, detailed according to Annex 3 (Bill of Quantities_Soil related substrates).
- The provider must send and install including loading/offloading of the goods to the intended location (Nursery project, Dam w Farz, Tripoli, North Lebanon). Moreover, the contractor is responsible to properly store and distribute the items in the predefined location/s within the nursery project as per the instructions by the employer.
- The product packaging must be delivered in a very good shape and the labeling must be very clear with all the needed information including and not limited to: Brand name, ingredients, country of origin, production and expiry dates, storage requirements, safety instructions and precautions, method of application, separate manuals if any, etc.
- The items must be properly packed and delivered in a very good shape to the site and any damaged bag/box will be rejected.
- The provider shall train the personnel from the Municipality on using the equipment and provide all the related instructions related to the safety and maintenance for the use of these materials.
- The provider shall ensure that the expiry date of the delivered items -if any- remains valid for at least 24 months from the delivery date to the site.
- The products must be unpacked after delivery at the site with the attendance of GIZ representative as a prior to the delivery note signatures.
- The price for this service shall be priced in the unit price of the offer. The Annex 1 17.4088.5-006.00. Annex1_Financial_Offer_ must be used.
- A guaranteed document for concerned products must be delivered with the concerned equipment.
- Period of assignment: All items must be delivered within two weeks after signing the Purchase Order.
This assessment grid (ANNEX 2) for the offers, will be employed to evaluate the eligibility of the technical offer. After successful completion, the cheapest bid will be awarded the contract.

The financial offer must be in USD only (USD) excluding taxes, should be valid at least for Four Months after the submission date (Please mention it in your offer).

Please quote your prices bearing in mind that a penalty of 1/2 % of the total purchase order sum will be deducted on each delayed week calculated from the due date of delivery.
You shall not be reimbursed for your submitted offers.
Technical and Financial offers/Proposals (in two Separate Emails),
Technical Offer/Proposal which consists of:
- Company’s Portfolio, Background and Experience
- Company’s legal documents (registration papers, tax registration, etc)
- Characteristics and Specifications of the soil and certificates of origin
- The characteristics of the products, (as applicable: Size, Materials, Brand, Functional Description, Picture, Licenses, Performance Features & Characteristics, Additional Specification).
- Certificates of guarantee of the goods.
- Company official registration document
Financial Offer, which should consist of:
- Financial Offer/Proposal in USD without Taxes/VAT and Registration
- Financial Offer/Proposal includes the date and the company’s sales tax number
All documents must be submitted in English. Handwritten translation is allowed.
All bidders who fail to submit the mentioned documents will be disqualified.
