  1. Context

GIZ Lebanon’s implements a wide range of development cooperation activities throughout Lebanon in the water, education, civil society promotion, urban development and employment promotion and technical vocational training sectors. GIZ Lebanon implements alongside Lebanese governmental, civil society and non-governmental partners, with work and travel concentrated in all of Lebanon’s governorates.
Lebanon’s security situation is currently precarious due to an economic and political crisis whose causes remain present.
Although how the situation may evolve is not to be known, it is possible that criminal, terroristic or warfare acts involving the use of explosive will occur in the future.
Poor infrastructures and a lack of regulatory and monitoring mechanisms currently enhance the risk of collateral damage related to faulty storing and transporting of hazardous goods.
The port blast of 4th August 2020 is the best example of such issues evolving into an incident.
GIZ needs to protect personnel working in its offices from the risk of explosions that might shatter glass windows/doors and subsequently injure people within the premises.
GIZ is therefore to install blast film at its country office.

 

Tasks to be performed by the contractor

GIZ Lebanon SRMA had assessed the country office building located in (IFP Building) No 57 801 St. Hazmieh, Beirut Lebanon and decided to procure and install blast films to all its exterior windows and glass doors as per the below:

A. Procurement of the blast film for windows and glass doors shall have the below

  • Blast Mitigation Film / 8MIL
  • Adhesive, colourless, and clear
  • Thickness: 0.178 mm
  • Tensile Strength = 172 MPa
  • Elongation to Break = 130%
  • Surface Burn Characteristics: Class A interior use

 

B. Installation of blast film windows and glass doors:

  • All window surfaces must be cleaned before the installation of the film
  • For the installation of the anti-blast film, the installer assesses the windows and doors before installing the blast film and notifies Risk Management Office (RMO) about any issue that affects the installation
  • If a windowpane or a part of a windowpane is broken it must be replaced prior to the fitting of the anti-blast film.
  • In the case of double glassed windows, anti-blast film has to be installed on one glass panes from the interior side.
  • In rooms where cabinets are next to the windows, the cabinets shall be removed in order to provide adequate room for installation of the film. The cabinets shall be installed back after completion of blast film installation.
  • Windows and doors must be cleaned from inside after the installation.
  • The blast film should be properly sealed around the edges of the glass with NO uncovered blank spaces.
  • Blast films shall be installed bubble free.

 

Specific tasks and deliverables

The company shall procure and install all the needed blast films for exterior glass windows and doors as per the above specification and draft measurements and counts attached in the terms of reference document (the contracted person shall take new measurements as GIZ had roughly measured the windows and doors). The total surface is approximately up to 290 M2
NB: The measurements and quantity of the glass windows and doors is approximate and not accurate. Once selected the contractor shall measure and implement accordingly.

 

2. Qualifications and experience requirements

All blast film experienced companies responding to these terms of reference must have prior experience in installing blast films and assign a foreman on top of the worker to make sure that the blast films are according to GIZ’s requirements and perfectly installed.

 

3. Minimum Requirements

Please note: Candidates who do not fulfil the requirements will automatically be excluded from the procedure

Provide proof of having the following minimum requirements:

  • An average Annual turnover for the last three financial years at least Euro 25000.
  • Average number of employees and managers for the past three calendar years must be at least 5 persons.
  • Reference projects with minimum commission value of Euro 7000 with at least 2 reference projects in the Blast filming field in Lebanon in the last 3 years.
  •  Legal and Registration documents of the company
  • Company Portfolio

 

4. Requirements on the format of the tender

The complete tender must not exceed 10 pages (excluding CV of the foreman). If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment. External content (e.g. links to websites) will also not be considered.

 

5. Reporting and deliverables

The contractor should provide:

The offers shall be submitted in English language only.

The offers shall be signed & stamped.

The financial offer must be in USD only (USD) including taxes, should be valid at least for Four Months after the submission date (Please mention it in your offer).

Please state the latest delivery date possible

Please state your prices including delivery cost to the mention locations

Please quote your prices bearing in mind that a penalty of 1/2 % of the total purchase order sum will be deducted on each delayed week calculated from the due date of delivery.

You shall not be reimbursed for your submitted offers.

Technical and Financial offers/Proposals (in two Separate Emails),

 

- Technical Offer/Proposal which consists of:

  • All minimum requirement documents
  • Data sheets for the blast film showing the Specifications
  • Delivery and installation dates should be within two months and mentioned in the offer
  • 5 years of warranty
  • General Purchase Conditions signed and stamped
  • Self-declaration on EU Russia sanctions signed and stamped    

 - Financial Offer, which should consist of:

  • The tenderers should submit their financial offers signed and stamped indicating the price of the blast film per square meter and indicate the installation fees (as per the financial offer attached). GIZ will not pay any extra costs not included in the offers. The tenderer shall submit bank account details inside Lebanon (fresh account if any), and the bid validity.

All documents must be submitted in English. Handwritten translation is allowed.

All bidders who fail to submit the mentioned documents will be disqualified.

 

N.B. The maximum mailbox receive size is capped at 25 MB. Documents exceeding the mentioned MB should be transferred via : Start (giz.de) (Provide the password)
