Brief information on the project
The project "Improving the Quality and Attractiveness of Vocational Education and Training in Lebanon" aims to increasingly align vocational education and training in sectors with sustainable employment potentials with the needs of the Lebanese economy.
Emphasis is placed on improving the partnership between vocational training institutions and the private sector, strengthening human resource capacity in vocational training institutions, and developing practice-oriented training programs. The target groups of the project are young people, unemployed and underemployed adults who want to improve their employment prospects through qualifications relevant to the labour market.
The implementing partner is the Directorate General for Vocational and Technical Education (DGVTE), which lacks capacity at various levels to involve the private sector in vocational education and training. This concerns curriculum development, teacher training and the expansion of practical elements in teaching. The project's advisory approach includes establishing and advising coordination bodies with representatives of the state vocational training sector and company representatives at the macro and steering levels, piloting cooperation models between vocational training institutions and the private sector, systematic human resources development in public vocational training institutions and testing competency-based, modularized training programs as well as digitalizing e-learning lessons for technical theoretical subjects of the promoted TVET programs.
Context
- Background – e-Learning Considering the stumbling economic situation that is affecting Lebanon at several levels,TVET schools and institutes are not opening on a regular basis and are likely to stay closed several days of the week during the whole academic year 2023/24 due to teacher strikes.
Based on the experience in e-learning (EL) which the GIZ projects ProVTE and VTE4all have collected, and considering that the teaching and learning at distance is likely to be a constant in the future in the form of blended learning, the QuA-VET project is developing the technical theoretical subjects of the following two sectors in e-learning modality:
- BT1 and BT2 “Maintenance of Manufacturing Machines”
- TS1 and TS2 “Health Inspection and Food safety”
This will ensure that students are receiving the necessary support to access the technical theoretical subjects as e-lessons and that their learning is not interrupted due to the instability in the country. Moreover, the lessons in EL modality will be a support for teachers for in presence lessons, whenever more face-to-face teaching will be taking place.
There are up to 34 content developers trained in Articulate 360 by QuA-VET for inserting 900 of ELLs of the BT (Baccalauréat Technique) “Industrial Mechanics” and up to760 TS (Technique Superieur) “Health Inspection and Food Safety”, for the school years 2022/23 and 2023/24, into Moodle, and up to 80 teachers, who will disseminate the e-lessons to their students and monitor their learning progress.
An analysis of the enrolment rates over the past 3 years has shown that in the first two years of both training programs over 450 students are expected to be enrolled in the 2022-23 academic year in the 12 partner schools.
As there is a lack of IT devices for digital education in public schools and in the families of many students, over the last years 2,566 computer tablet devices have been distributed in the frame of the past and ongoing GIZ projects ProVTE, VTE4all, and QuA-VET to 28 different partner schools.
However, the provision of tablet devices for public TVET schools poses risks related to improper maintenance, storage, and potential misuse or damage when students take the tablets home. To mitigate these risks, the QuA-VET project will implement a Tablet Lending System. This system will enable a transparent lending process for the concerned students and teachers to address educational inequalities, since transparency in the allocation and use of educational resources is essential for building trust among stakeholders, including students, parents, and funding organizations.
A digital monitoring solution can help prevent misuse and theft of the tablet devices. By tracking the whereabouts of each tablet and monitoring their usage, administrators can deter unauthorized access and quickly identify any irregularities or missing devices.
Ultimately, the overarching purpose of the Tablet Lending System in Lebanese TVET schools is to effectively address filing problems by consolidating all essential information related to tablet devices available at the different TVET schools in a centralized location. Efficiency in resource management is a key consideration for any educational institution. A digital solution streamlines the process of tablet distribution and collection, it eliminates manual record-keeping, reduces paperwork, and minimizes the risk of errors associated with manual tracking. This efficiency translates to cost savings and more effective use of administrative resources.
The system also aims to contribute to a sustainable educational environment. By replacing traditional paper-based materials with digital ones, the system reduces the consumption of physical resources, including textbooks. This not only lowers costs for schools but also aligns with global efforts to reduce environmental impact.
The software will be customized as per the project and DGVTE needs and hosted on the company’s cloud after eight weeks of identifying a supplier, in a period by 08.12.2023 the latest.

3- The offers shall be submitted in English language only.
4- The offers shall be signed, dated and stamped.
5- Refurbished items are not acceptable.
6- GIZ has the right to buy in lots.
7- All manuals must be delivered in English.
8- Requested warranty time: One year.
9- Requested Delivery Period: Latest 8 weeks from PO signature.
10-The offer should include transportation and installation fees.
11- GIZ has the right to request a sample check for the mentioned items after the offer has been submitted.
12- Please quote your prices bearing in mind that a penalty of 1/2 % of the total purchase order sum will be deducted on each delayed week calculated from the due date of delivery.

Technical proposal shall be sent as PDF file including the complete and detailed description of the items as per the inquiry.

Company’s Portfolio including the board members (Company Legal name, focal point, contact details, exact location, available product and services, old experience, year of establishment, availability of product and services, average annual turnover for the last three financial years, and average number of employees and managers for the past three calendar years)
Company’s legal documents, company registration and MoF registration.
GIZ general purchase conditions signed, dated, and stamped.
Self-declaration EU-Russia sanctions signed, dated, and stamped.
Kindly note that any price indication of any item in the technical offer may lead to disqualification.
2-Financial Proposals, which should consist of:
Financial proposal in USD including Taxes/VAT.
Financial Offer should be Valid for: Four Months from PO date.
Financial proposal includes the date and the company’s Tax registration number at the Ministry of Finance.
The financial proposal shall clearly indicate the price of the overall tender and the price for each of each item.
Bank account details of the company inside Lebanon.
Others:
- Please note that in case you did not receive any notification in writing within 4 weeks after the deadline for submitting the offers, it shall indicate that your offer has not been accepted. You shall not receive a separate notice to this effect.
- The bidders shall not be reimbursed for their submitted offers.
- Sending your offers to any other email address or non-compliance with any of the mentioned conditions will result in rejecting your participation in this tender.
- All Products / items with Origin Russia or Belarus are not accepted by GIZ Office and Project due to sanction list against Russia and Belarus.
