The contractor shall provide the following service
1- Develop the Outreach Strategy
- Create and adapt a timeline based on the given timeframe and develop an action plan for implementing the outreach strategy reaching all deliverables.
- Develop a detailed communication and outreach strategy aligned with the GIZ ACE project objectives.
- Identify key messages, target audiences, and appropriate communication channels including the content and design of all outreach material, online and offline
2- Develop and publish the call for Application
- Create the content of the call in line with GIZ regulations and guidance.
- Develop, distribute, and collect the ACE Call-for-Applications (based on criteria shared by the responsible GIZ Advisor), via engaging and informative content for various platforms of the contractor (website, social media, newsletters, reports), reaching at least 450 MSMEs in Shouf, Aley, and Zahle, and collecting no less than 150 eligible applications.
- Ensure all content is consistent with GIZ’s identity and messaging guidelines.
3- Develop a targeted direct outreach plan
- Develop a targeted outreach plan to engage industry-specific MSMEs in the agricultural, food processing, renewable energy, and circular economy sectors that fall under the umbrella of food security, especially those affected by the crises.
- Utilize the contractor’s existing networks and develop new partnerships to reach potential applicants across all ACE target areas.
- Provide information and support to MSMEs on how to apply for the project’s opportunities, especially in rural areas to the vulnerable MSMEs that are the main target of this call.
4- Conduct outreach events
- Plan and coordinate three offline and online outreach events at the contractor’s premises or their community partners, to engage with MSMEs and other stakeholders.
- Organize events to disseminate information about the Call-for Applications link and assist MSMEs filling in the application when and if needed.
5- Report on activities
- Outreach Report: A report on direct outreach activities, detailing the number of MSMEs engaged, responses received, and follow-up actions.
Event Reports: Detailed reports on events organized, including participant feedback and social media coverage, and target numbers reached.

Evaluation Criteria
The Technical Offer has a weighting of 70%, while the Financial Offer has a weighting of 30%.
Minimum passing score for the technical assessment: 500 points. Bidders scoring below this threshold will be disqualified and will not proceed to the financial assessment stage.
General Conditions
The Offers must be submitted in English.
The Offers must be signed. And stamp if company
Financial Offers must remain valid for at least four months from the submission date.
The Financial offer must be in USD only, including taxes
Applicants will not be reimbursed for their submitted Offers.
The Contract currency is USD. The employer is not responsible for any currency fluctuation.
Payment will be made via bank transfer to the contractor’s local bank account (fresh money).
Additional conditions
If you did not receive any notification in writing within four weeks after the submission deadline, it means your offer has not been accepted. You will not receive a separate rejection notice.
Non-compliance with any requirements may result in the disqualification of your bid.
If the contractor is not registered with the Ministry of Finance and does not hold an income tax number, GIZ reserves the right to deduct 8.5% from the invoiced amount.
Note
Only applications containing all required documents will be considered.
The maximum mailbox size is 25MB. If your documents exceed this limit, they should be transferred via Start (giz.de), and the password should be provided accordingly.
