Employee health and welfare benefits are a critical component of GIZ rewards offering, Thus GIZ Lebanon is initiating the following tender that constitutes two lots:
Lot I: GIZ is looking for an International Health Insurance Provider to provide GIZ staff members with a corporate health insurance coverage.
Lot II: GIZ is looking for an International Vehicle Insurance Provider to provide GIZ vehicles with a comprehensive insurance (all risk/all coverage insurance plus mandatory Insurance).

Interested Bidders can request the tender documents in writing via email no later than Thursday August 14th, 2025 at 14:00 pm (Beirut Local Time).

Submission Guidelines:

Interested bidders are required to submit their complete offers in a sealed envelope delivered by hand to the following address:
GIZ Office Beirut during office working hours 9:00-17:00 Monday-Friday
Office Address : Hazmieh, Street 801, IFP Building, 1st floor

 

Deadline for submission: Friday September 5th, 2025, at 14:00 pm Beirut Local Time

The outer sealed envelope must be clearly marked as “Confidential” and must only include the Tender Number: 83468283 and the Project Number: 18.9207.4-001.00

No other markings or company identification should appear on the envelope.

 

Structure of the Submission:
The outer sealed envelope must contain two separate sealed envelopes:

1- Envelope 1: Technical Offer
To be labeled as “Confidential – Technical Offer – Tender Number: 83468283 – Project Number: 18.9207.4-001.00 – GIZ Office Beirut”

The Technical Offer must include the following documents-Mandatory/Minimum Requirements for Bid to be Accepted:
a. Copy of the company’s registration and legal attestations, including the legal attestation of the Board of Members.
b. Copy of VAT registration and registration with the Ministry of Finance.
c. A valid clearance letter issued by the Insurance Control Commission (ICC) under the Ministry of Economy.
d. Copy of the company’s annual turnover for the past three (3) years.
e. A minimum of three (3) reference projects of similar nature and value to the services requested in this tender.
f. The company profile of the bidder.
g. The total number of employees and a personnel concept outlining the team members who will handle GIZ’s account.
h. A detailed list of all benefits and coverages proposed by the insurance company for Lot 1 and/or Lot 2.
i. The following annexes must be duly signed, dated, and stamped:

Annex 5 – Code of Conduct for Contractors
Annex 6 – Self Declaration (must also be duly filled out)

2. Envelope 2: Financial Offer
To be labled as:“Confidential – Financial Offer – Tender Number: 83468283 – Project Number: 18.9207.4-001.00 – GIZ Office Beirut”

 

The Financial Offer must include:
Annex 1 – Financial Offer Template, fully filled out, signed, dated, and stamped.

Bidders may submit offers for:
Lot 1 only, Lot 2 only, or Both Lots.

The Financial Offer must be clear, written in English, and duly signed by the authorized company representative.

Failure to comply with the submission format, labelling, or documentation requirements may result in disqualification of the offer. Late submissions will not be considered.

Bids received after the specified deadline will be disqualified and will not be taken into consideration.

 

Evaluation Criteria:

Eligibility Assessment
The eligibility assessment follows a pass/fail approach and is used to verify the commercial eligibility of the bidder, as well as the completeness of their submission. Bidders must provide all the mandatory documents and declarations as specified in the Terms of Reference (ToR). Failure to submit any of the required documentation will result in disqualification from the tender process.

Technical Assessment
Bidders who pass the eligibility stage will then be evaluated technically. The technical assessment also follows a pass/fail mechanism. It focuses on verifying whether the bidder has offered the required services as outlined in the tender documents. Only bidders who demonstrate full compliance with the technical requirements will be considered for the next stage.

Financial Evaluation
Bidders who pass both the eligibility and technical assessments will proceed to the financial evaluation. Financial offers will be compared based on cost-efficiency and compliance with the financial submission format.

Bidders are required to complete Annex 1 – Financial Offer Template, which shall constitute their official financial offer for this tender. The financial offer must be duly filled, signed, and stamped by the authorized representative of the bidding company.
For the purpose of financial evaluation, the scoring will be distributed as follows for Lot I :
• 50% of the financial evaluation will be based on Section A-Price per Age Bracket of the Financial Offer Template.
• 50% of the financial evaluation will be based on Section B- Loss Ratio Percentage** of the Financial Offer Template.
Incomplete or unsigned financial offers, or offers not submitted using the prescribed template, may be considered non-compliant and subject to disqualification.
**Pricing Model (Loss Ratio-Based)

The bidder is expected to base their pricing proposal on a target loss ratio as mentioned in “Annex 1- Financial Offer Template” which is consistent with industry norms for group health insurance schemes. The offer should clearly indicate the assumed loss ratio used in premium calculations.

GIZ reserves the right to evaluate the fairness of the proposed premium structure based on the declared loss ratio, administrative fees, and overall value for money.

The bidder is requested to provide a financial offer based on an experience-rated pricing model tied to the actual claims performance (loss ratio).

For the purpose of financial evaluation, the scoring will be distributed as follows for Lot II:
• 50% of the financial evaluation will be based on Section C-Price per Car Model of the Financial Offer Template.
• 50% of the financial evaluation will be based on Section D- Loss Ratio Percentage** of the Financial Offer Template.
**Pricing Model (Loss Ratio-Based)

General Conditions

The Offers must be submitted in English Language.
The Offers must be signed, dated and stamped (Fill out Annex 1-Financial Offer Template)
Financial Offers must remain valid for at least four months from the submission date.
The Financial offer must be in USD only, including taxes.
Applicants will not be reimbursed for their submitted Offers.
The Contract currency is USD. The employer is not responsible for any currency fluctuation.
Payment will be made via bank transfer to the contractor’s local bank account (fresh money).

 

Additional conditions

If you did not receive any notification in writing within four weeks after the submission deadline, it means your offer has not been accepted. You will not receive a separate rejection notice.
Non-compliance with any requirements may result in the disqualification of your bid.
If the contractor is not registered with the Ministry of Finance and does not hold an income tax number, GIZ reserves the right to deduct 8.5% from the invoiced amount.
Only applications providing all required documents as per the Terms of Reference will be considered.
