1. Context

 

Background

 

The GIZ-implemented "Enhancing Water Resource Management" (WAMA) project, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), aims to improve the financial and organizational framework for water and wastewater management by Lebanon's regional water establishments (WEs). The project runs from April 2022 to March 2026. The project has adapted to the ongoing situation in Lebanon by focusing on ensuring essential WASH services while at the same time working on the strategic pillars of managing non-revenue water and monitoring of bulk water resources. WAMA’s political partner is the Ministry of Energy and Water (MoEW), which oversees the water/wastewater sector and leads the water reform process. The project's implementation partners are the four Water Establishments (WEs) which are responsible for providing water and wastewater services. 

 

To achieve its objective, WAMA has three outputs:

  • Output 1: The capacity of a selected WE to respond to crises and emergencies in a gender-responsive manner is improved.
  • Output 2: The technical and regulatory conditions for recording physical and commercial water losses of WE are improved.
  • Output 3: The conditions for WE to assume responsibility for the collection and treatment of wastewater have improved. WAMA's implementation strategy includes close coordination with the MoEW and the WEs. The project also collaborates with key experts and seeks to integrate civil society for advocacy, acceptance, and dissemination

WAMA addresses the challenges posed by the ongoing situation and its impact on infrastructure and essential services. Lebanon faces challenges in ensuring reliable access to water, particularly in rural and underserved areas. To address these challenges, up to four small-scale infrastructure water projects will be developed to enhance water supply, distribution, and storage. The objective of this consultancy is to provide technical expertise in the supervision and management of these projects to ensure their successful implementation.

 

Objectives

 

In response to the ongoing crisis in Lebanon, GIZ aims to support the Lebanon WEs to implement up to four small scale water infrastructure projects to enhance water availability, ensure sustainability, and improve service delivery for underserved communities. These projects encompass reservoir upgrades, transmission line repair/replacements, distribution network enhancements, and the integration of solar power solutions to support long-term energy sustainability. GIZ has the right to work with the consultant on only one small-scale project or extend the work to up to four small-scale projects.

WAMA project requests the services of planning and supervisor consultancy firm. The selected firm will provide technical expertise, project management support, and quality assurance to ensure the successful execution of up to four small-scale water infrastructure projects.

 

The consultant’s specific objectives:

 

  • Developing detailed engineering designs and specifications.
  • Ensure adherence to design specifications, engineering standards, and best practices.
  • Supervise construction activities and enforce quality control measures.
  • Guarantee that the projects meet technical specifications, budgets, and timelines.
  • Facilitate coordination among stakeholders, contractors, and regulatory bodies.
  • Providing oversight and supervision during project implementation.
  • Ensuring compliance with applicable standards and regulations.
  • Assessing environmental and social impacts.
  • Integrating solar energy solutions to enhance operational efficiency and reduce energy costs.
  • Provide capacity-building and training to local stakeholders for the operation and maintenance of the water systems.

Interested Bidders can request the tender documents in writing via email no later than Friday, May 16th, 2025 at 10:00 am (Beirut Local Time). Bidders offer will not be taken into account should the bidder not officially request the tender documents from GIZ within the deadline.

Offer Submission Deadline

The deadline for submitting Offers is Monday, May 19th 2025 at 13:00 o'clock (Beirut Local Time).

 

Submission Guidelines

Offers must be submitted in PDF format via TWO SEPERATE EMAILS to LB_quotation@giz.de, as follows:

1. Email 1: Technical Offer with a Subject line:

"Confidential – Company or Consultant's Name/Technical Offer / 83487705 Small-scale Projects - WAMA "

2. Email 2: Financial Offer with a Subject line:

"Confidential – Company or Consultant's Name/ Financial Offer / 83487705 Small-scale Projects - WAMA "

 

Evaluation Criteria

  • The Technical Offer has a weighting of 70%, while the Financial Offer has a weighting of 30%.
  • All candidates scoring below 75/100 points on A12a "Eligibility and assessment grid for technical evaluation" will be disqualified and will not proceed to the technical and financial assessment stage.
  • Minimum passing score for A12b "Assessment Grid for Technical Evaluation": 50 points. Bidders scoring below this threshold will be disqualified and will not proceed to the financial assessment stage.

 

General Conditions

  • The Offers must be submitted in English Language.
  • The Offers must be signed, dated and stamped (Fill out Annex 1-Financial Offer Template)
  • Financial Offers must remain valid for at least four months from the submission date.
  • The Financial offer must be in USD only, including taxes.
  • Applicants will not be reimbursed for their submitted Offers.
  • The Contract currency is USD. The employer is not responsible for any currency fluctuation.
  • Payment will be made via bank transfer to the contractor’s local bank account (fresh money).

 

Additional conditions

  • If you did not receive any notification in writing within four weeks after the submission deadline, it means your offer has not been accepted. You will not receive a separate rejection notice.
  • Non-compliance with any requirements may result in the disqualification of your bid.
  • If the contractor is not registered with the Ministry of Finance and does not hold an income tax number, GIZ reserves the right to deduct 8.5% from the invoiced amount.
  • Only applications providing all required documents as per the Terms of Reference will be considered.

 

Only for Negotiated Procedure

 

1. Option to award without negotiations:

We reserve the right to award the contract on the basis of initial tenders without entering into negotiations.

 

2. Option to reduce bidders during negotiations:

We also reserve the right, once the initial tenders have been submitted, to make a selection on the basis of the criteria listed in the tender documents (price or technical) and only to enter into negotiations with the top 3 tenderers that received the best scores.

 

In addition, we reserve the right to conduct negotiations in consecutive phases with a view to reducing the number of tenders under negotiation.
