Public tender announcement nbr 91190967 Procurement measure within the scope of “Tools, equipment and consumables for competency-based trainings in Internet of Things (IoT)” PN# 18.2208.9-002.00 QuAVET

Context

This request for public tender is intended to identify and contract supplier(s) who can provide and deliver the following described tools, equipment and consumables listed in this Terms of Reference (ToR) to the specified delivery locations, within the recommended delivery date. 

Prior to all goods delivery, the supplier is required to split the goods in 4 different batches, i. e. each item is to be divided by 4 and delivered in one of the 4 designated schools. (For example: item (01) First aid kit, the total quantity is 8, with 2 to be delivered to each of the 4 school). QuA-VET team will inspect, approve, and advise in case of needed modifications. Each batch of goods will be delivered to the following locations:  

  • Deir Ammar Technical Institute (Tripoli): Delivery four (4) weeks after contract signature 
  • Nabatieh Technical Institute (Nabatieh): Delivery four (4) weeks after contract signature 
  • Baalbeck Technical Institute (Baalbeck): Delivery five (5) weeks after the contract signature 
  • The Orthodox Vocational Institute Akkar (Akkar): Delivery five (5) weeks after the contract signature 

The products will be delivered within the above-mentioned time frame and in coordination with the respective project members. Delivery will be done to the schools’ premises in the presence of a project member and of the school staff. Depending on the situations of the schools, delivery time may be subject to modification, the supplier will be notified at least 3 days before the day of delivery. In some cases, the delivery might change to a different school depending on the availability of the school staff. 

The requested items are devided into lots, and each bidder is free to submit a bid for one or more lots. Please indicate clearly in your bid which lot(s) you are bidding for, the Lots are divided as shown below :

- Lot 1 Safety (including first aid kit / Safety gloves and helmet/ear protection/ Vest/ safety goggles/ nitrile glove).

- Lot 2 Cleaning ( including waste bag/cleaning cloths/ vaccum / Broom / Waste bin).

- Lot 3 IoT Hardware ( including  Development Board/ USB Data cable/ Breadboards/ Jumper wires/ sensors... etc )

- Lot 4 Installation tools ( including industrial tools : screwdriver, pliers, cutter , drill , label printer, labels, tape, ties, cables connectors... etc )

- Lot 5 Measurement tools ( Including Multimeter, cable tester, measuring tape, stud finder, level... ).

- Lot 6 Computers ( Laptops)

 

Lot Allocation

Each bidder is free to submit a bid for one or more lots. Please indicate clearly in your bid which lot(s) you are bidding for.

Each bidder must, however, ensure that all specified materials and equipment within a given lot are fully addressed in their technical offer. Partial submissions for individual items within a lot will not be considered

Delivery Terms 

Delivery must be included in the offered prices according to the dates and locations stated above. No extra delivery price will be accepted.

Maximum delivery time should be within 6 weeks from PO signature, any delivery time exceeding the mentioned timeframe will lead to bid disqualification. The supplier should provide a warranty period for all mechanical items of at least one year against mechanical failures.  

A warranty document for the equipment must be delivered with the machines and equipment concerned.   

The provider should handover the machines and equipment on site with full functionality. Machines should be tested at the delivery location.

How to Apply

Interested bidders must submit a written request for the tender documents via email no later than Tuesday, 21 Oct 2025 at 13:00 (Beirut Local Time).
Requests received after the specified deadline will not be considered.
Please note that only bidders who officially request the tender documents within the stated deadline will be eligible to participate. Offers submitted by bidders who fail to comply with this requirement will not be taken into account.

Clarifications:

For any inquiries regarding this tender, please send a written request to LB_quotation@giz.de by wednesday,October 22nd,  2025, during normal office hours.

Inquiries received after the mentioned deadline will not be answered.

Offer Submission Deadline:

The deadline for submitting offers is until 27 October 2025, by 23:59 (Beirut Local Time).

Submission Guidelines:
if you are willing to execute the service as prescribed in the terms of reference, you are kindly requested to send TWO separate emails to following email: LB_quotation@giz.de

Offers must be submitted in PDF format via two separate emails

Latest by Monday 27 th of October 2025,for the Technical Offer and another for the Financial Offer.

Offers must be in English, signed, dated, and stamped.

Refurbished items are not accepted.

All manuals must be provided in English.

GIZ reserves the right to request a sample check after the offer submission.

A penalty of 1/2 % of the total purchase order sum will be deducted on each delayed week calculated from the due date of delivery.

If you do not receive written notification within four weeks after the submission deadline, consider your offer unsuccessful.

No reimbursement will be provided for submitted offers.

Sending your offers to any other email address or non-compliance with any of the mentioned conditions will result in rejecting your participation in this tender.

All Products / items with Origin Russia or Belarus are not accepted by GIZ Office and Projects due to sanction list against Russia and Belarus.

Failure to comply with the submission format, labelling, or documentation requirements may result in disqualification of the offer. Late submissions will not be considered.
Bids received after the specified deadline will be disqualified and will not be taken into consideration.
