I. General Information
1. Brief information on the project
In response to the growing socio-economic challenges faced by vulnerable communities in North Lebanon and the need to foster community capabilities and readiness towards taking initiatives that supports those who are in need. The idea of supporting existing community came alive as part of the participatory assessment results under PCL. In the recent period during war, it was highly reflected how these initiatives were urgently needed to maintain the social stability in the area. Nevertheless, the community kitchen will still serve as a venue for local events, cooking lessons, communal meals, and other community-centered activities for all the community from different nationalities, social levels and backgrounds.
2. Context
As part of its efforts to enhance service delivery and support vulnerable communities, the GIZ PCL project is seeking to contract a qualified engineering company to rehabilitate and fully equip an existing kitchen, transforming it into a functional and sustainable community kitchen. This initiative aims to significantly expand the kitchen’s operational capacity, enabling it to serve as a reliable lifeline for those most in need.The selected engineering firm will be responsible for the comprehensive design, procurement, and installation of all necessary kitchen equipment and infrastructure improvements. This includes, but is not limited to, civil works, electrical and mechanical upgrades, and the provision of high-quality, durable kitchen appliances and fixtures. By investing in the transformation of this space, the project seeks to ensure the long-term continuity, efficiency, and impact of food-related services offered through the community kitchen. Ultimately, this intervention will contribute to strengthening local resilience and improving the overall well-being of vulnerable populations in the targeted area.
3. GIZ shall hire the contractor for the anticipated contract term, from 10 September 2025 to 30 November 2025.
4. The contractor shall provide the following work/service:
During the implementation phase, the renovation works shall commence as per the detailed design specifications provided in Annex 1 - Unpriced BOQ. The contractor will be responsible for executing the following tasks:
Scope of Works:
- Demolition and Clearing
- Removal of existing structures, fixtures, and debris as per the approved layout.
- Civil Works
- Reconstruction and refurbishment of floors, walls, and ceilings.
- Plumbing and Sanitation Upgrades
- Installation and upgrade of water supply and drainage systems to meet health and safety standards.
- Electrical and Ventilation Installations
- Setup and testing of electrical wiring, lighting, power outlets, and adequate ventilation systems.
- Installation of Kitchen Fixtures and Equipment
- Delivery and installation of cooking units, storage solutions, work surfaces, and other kitchen appliances.
- Finishing Works
- Final painting, application of safety measures, and any additional cosmetic improvements to ensure a fully functional kitchen environment.
Contractor Responsibilities:
- Develop and submit a detailed timeline for the completion of the above tasks.
- Provide a Quality Control Plan outlining regular on-site supervision and monitoring mechanisms to ensure compliance with technical standards.
Project Completion and Handover:
Upon completion of all works, a Final Inspection will be conducted by the responsible Engineer assigned by GIZ. The kitchen will be approved and accepted only if it fully complies with the dedicated design plan and is deemed ready for operational use as a community kitchen.
The contractor will be responsible for resolving any post-completion issues for the Liability period of 12 months.

II. Tender Requirements
1. Qualifications of Proposed Staff
Expert 1 profile
A designated civil engineer or qualified technical staff member shall be responsible for coordinating on-site activities and developing the operational work plan.
Education: Bachelor’s degree in civil engineering, architecture or any relevant field. Master is a plus
Working Experience: 5 years’ experience in engineering work

1. Request for Tender Documents:

Requests received after the specified deadline will not be considered.

3. Offer Submission Deadline:
The deadline for submitting offers is Wednesday 27th August 2025 by 23:59 (Beirut Local Time).
4. Submission Guidelines:
If you are willing to execute the service as prescribed in the terms of reference, you are kindly requested to send TWO separate emails to following email: LB_quotation@giz.de
Latest by Wednesday 27th August 2025 by 23:59 (Beirut Local Time).
TWO Emails shall be sent, one for the Technical Offer & another for the Financial Offer.

Technical
1. CV of the designated site coordinator, in line with the above-mentioned requirements, who will be responsible for overseeing and coordinating the work on site.
2. Company profile to present expertise, performance capability and reliability of the applicants, regional country knowledge, orders for comparable clients, and 3 reference projects executed/completed during the last 5 years (can be included in the company profile)
3. Program of work timeline for the implementation period.
Failure to submit any of the above-mentioned documents will result in the disqualification of the tender application.
Financial
Interested companies are requested to submit their financial offer by completing the financial offer template “Annex 1 - Unpriced BOQ” Form, ensuring that all prices are inclusive of VAT. The completed financial offer must be submitted alongside all other required documents listed above within the specified deadline.
