Qualifications
- University degree in political analysis, social sciences, journalism, international relations, international security or comparable studies
- Proficiency with MS 365, MS Office, especially Word, Excel, and PowerPoint.
- Good knowledge of current national and international (German) news.
Professional experience
- Relevant experience working in an analysis function on security and political matters (ideally) for international organisations, think tanks, NGOs, journalism, or the private sector; or implementing humanitarian or development programming with data collection and reporting responsibilities.
- Work in the humanitarian or development sector is an asset.
- Strong local experience, contextual knowledge, and information networks.
Other knowledge, additional competences
- Highly developed communication skills, good collaboration in a team environment, presentation skills, and sensitivity for the needs of managerial decision-makers.
- Understanding of conflict analysis, conflict sensitivity and do-no-harm principles.
- Experience with data visualisation, social media monitoring, and/or mapping GIS software and a strong grasp of IT is a plus.
- Fluency (spoken and written) English and Arabic, knowledge of German language is an asset.
- Responsibilities
Works with different units of the Country Office, mainly Country Management, the Portfolio Management Unit (PFMU) and the Security Risk Management (SRM) with sector specific & context background information.
In this context, the position holder fulfils the following tasks:
- Tasks
- Conducts research and provides background information on trend topics related to the portfolio, e.g. for project proposals and briefs.
- Prepares background information on specific topics, part of reports and briefings.
- Compiles information related to the GIZ portfolio for different stakeholders.
- Prepares and conducts appraisal missions for future projects in the country.
- Contributes to products such as bi-weekly and ad-hoc analysis, security assessments, and local/national/regional foresight products in line with GIZ rules and regulations.
- Prepares monthly SITREP and online briefings to all GIZ personnel.
- Finalize Risk Management Alerts and Advisories.
- Assist risk management office and project teams in conducting field analysis.
- Supports the PFMU in the preparation of missions.
- Collects data and conducts quantitative analysis primarily via several resources, open-source channels, and partners, and compiles analysis in reports to risk management and project teams.
- Liaise with internal and relevant external partners for information exchange and consultation.
- Maintains and updates data and information management system, e.g. to analyze incident data and monitor national and international trends to support and enable projects to be implemented in a safe and secure manner.
- Monitors national and international media, and social media.

The GIZ Office in Beirut is looking for a Portfolio Management Assistant to provide support to the Portfolio Management Unit at the GIZ Office. The assistant will report to the Country Director and work under the orientations of the Portfolio Manager and any other designated person, to whom they shall report directly and ensure a culture of communication and cooperation, contributing actively to the precise and effective management of the GIZ Office Beirut Portfolio.
