A. Required qualifications, competences and experience

 

Qualification

  • Bachelor’s degree in engineering with focus on civil /mechanical/construction management

 

Professional experience

  • Proven track record of 5 years’ work experience in engineering/construction, of

which at least 2 years in the water and wastewater sector.

  • Work experience with the Water Establishments is a plus.

 

Other knowledge, additional competences

  • Very good command English and Arabic language skills – spoken and written.
  • Excellent interpersonal and communication skills, and a good team player, a team of multicultural backgrounds.
  • Ability to travel to various locations within Lebanon and abroad.
  • Knowledge of the public sector regulations, laws, etc.
  • Good communications, writing, and presentation skills
  • Proficient in the use of Microsoft Office (PowerPoint, Word, Excel, Outlook, project planning tools, etc.

 

B. Responsibilities

The position holder is responsible for:

  • Coordination, supervision, and overseeing all construction works of existing WAMA and future WAMA plus project.
  • Manage all related technical and administrative processes/inputs for the WAMA’s construction measures with the partners, contractors, suppliers, consulting firms, and the construction department at GIZ HQ and the procurement unit at the country office in Lebanon
  • Coordination with the national partners (Ministry of Energy and Water (MOEW), Water Establishments (WEs), Municipalities, etc.), and other international implementing agencies.
  • Preparation of compliant tender documents in line with GIZ processes and regulations, as well as local regulations.
  • Final acceptance and handover of the construction measure to the national beneficiaries.
  • Monitoring and evaluation of the construction component, i.e., compilation of information, M&E reports, photos, etc.

 

In this context, the position holder fulfils the following tasks:

C. Tasks

  • In coordination with WAMA’s partners, participate in developing sound and economically feasible construction measures that contribute to achieving the overall and specific objectives of WAMA.
  • Ensure effective communication and sharing of information on construction processes

including liaison with different stakeholders.

  • Ensure that partners and contractors obtain the necessary construction permits and that all local administrative requirements are complied with.
  • Follow up on the preparation of all studies, planning, and designing documents of construction activities in coordination with relevant partners.
  • Prepare tender documents and support the GIZ country office in the preparation and overseeing of contracts.
  • Validate construction designs together with all relevant stakeholders, drawings, surveys, specifications, and bills of quantities before activities are implemented.
  • Develop relevant operational plans and schedules for implementation.
  • Monitor progress and compliance of construction work, and provide regular feedback on

Progress and challenges to the superior.

  • Liaise with contractors and suppliers to ensure timely delivery of goods and services.
  • Check progress reports and invoices of partners and/or companies against original budgets and proposals.
  • Include a sustainable approach before and after the implementation of construction measures.
  • Represents the project in meetings and workshops as requested.
  • Support final acceptance and handover of construction works to the partners in coordination with MoEW and other relevant stakeholders.
  • Ensure complete documentation of the construction and rectification of deficiencies, as necessary.
  • Share experiences on construction-related matters with other GIZ projects.
  • Undertake regular duty travels to the construction sites, which will be in different governorates and locations in Lebanon.
  • Prepare a plan of operations work for construction activities in collaboration with the project team and project manager.
  • Performs other duties and tasks at the request of the Team Leader.

 

Project Description: GIZ WAMA is contributing to the efforts to achieve good governance in the Lebanese water sector. In a close partnership with our political partner the Ministry of Energy and Water (MoEW) and the four regional water establishments, WAMA works vigorously towards ensuring the provision of safe, reliable and affordable water and wastewater services to the Lebanese population. Hence, WAMA is working on three fields of intervention: 

  • Enhancing the ability of the Water Establishments to respond to crises by improving access to basic water services to vulnerable communities - small-scale infrastructure packages (Bekaa water establishment (BWE) and Beirut and Mount Lebanon water establishment (BMLWE)).
  • Improving the management of the non-revenue water (NRW): implementing scalable Jbeil pilot intervention with BMLWE and supporting MoEW with drafting national guidelines for non-revenue water.
  • supporting the four regional water establishments in assuming responsibility for wastewater collection and treatment: need-based targeted and durable support.
