- Required qualifications, competences and experience
- Qualifications
- University degree in social science, political science, gender and women studies, development studies or another relevant field. Master’s degree is an advantage.
- Training in Gender Mainstreaming, Project Management, M&E, Moderation, Advocacy, and Media Campaigns is a plus.
- Professional experience
- Minimum 5 years’ experience in development projects within governmental or non-governmental organisations
- 5 years of experience in gender mainstreaming and women empowerment preferably with a focus on women’s political or economic participation
- experience in good governance and especially local governance is an asset
- experience working with governmental and/or civil society actors (NGOs, CBOs etc.)
- experience with M&E and report writing (e.g., project progress reports)
- experience with event management, organizing workshops and conferences is needed
- experience in awareness raising methods, especially with social media is an asset
- prior experience working with or in cooperation with GIZ an advantage
- Other knowledge, additional competences
- fluent in English and Arabic. German and/or French language skills an advantage
- good working knowledge of ITC technologies and computer applications, especially MS Office (Word, Excel, PowerPoint, Outlook, MSTeams)
- very good people skills and strong team player
- excellent networking skills
- very good personal work organization
- able to travel if required within Lebanon or to other countries on short notice.
- Responsibilities
The position holder assumes the following responsibilities:
- Advisor in the project “Promoting Gender-Responsive and Inclusive Politics and Economy in the MENA Region” in Lebanon
- project implementation at all levels
- coordinating with partner organizations and supporting ensuring the quality of partners’ products
- providing technical advice on gender equality and women’s political and economic participation
- preparing relevant material (articles, presentations etc.) for internal and external use
- monitoring the project progress according to GIZ rules & regulations
- coordinating local short-term experts and consultants
- supporting international expert and consultant missions to Lebanon with knowledge input, logistical assistance and translation services
- internal and external communication of the project in Lebanon, responsible for all communications in Arabic
- providing professional advice and input and cooperating with a broad range of target groups
In this context, the position holder fulfils the following tasks:
- Tasks as Advisor:
- Using GIZ´s management model “Capacity Works”
The Advisor:
- ensures regular updates of management tools such as actors mapping, capacity development strategy, operational plan and others
- provides inputs to all management tools as required
- develops and designs concepts for new project components
- Technical advisory and Project Implementation
The Advisor
- assumes responsibility for activities as to be defined
- advises the project management and project partners in technical issues related to gender mainstreaming and women empowerment in Lebanon
- advises the project management and project partners in technical issues related to advocacy and awareness raising on women leadership, as well as political and economic participation
- advises the project management and project partners on creating and sustaining networks and dialogue forums
- ensures conceptual development of activities and components; ensures quality control of all outputs under his/her responsibility; coordinates national events (seminars, workshops, conferences)
- Contributes to regional operational planning
- Coordinating with partner organizations and relevant stakeholders
The Advisor
- coordinates regular meetings, exchange formats, workshops, reports, etc. with all national project partners
- monitors activities of partners through regular field visits and provides feedback to the manager
- advises project partners in technical and sectoral issues
- keeps oversight and follows up on the implementation through partners
- identifies potential partners and stakeholder for new project components
- maintains a good relationship with all project partners as well as other relevant national stakeholders such as ministries, civil society, media etc.
- Monitoring the projects progress according to GIZ rules & regulations
The Advisor
- ensures the constant maintenance of the impact-oriented monitoring system for the project in Lebanon
- ensures progress monitoring, results-based monitoring and evaluation of activities based on work plans, concept notes and the impact matrix of the project
- contributes to overall programme reporting
- Coordinating local short-term experts and consultants & supports international expert and consultant missions to Lebanon
The Advisor
- drafts TOR for local and international short-term experts and consultants
- prepares consulting missions technically and logistically, including translation services for international experts
- provides knowledge inputs and local context
- ensures quality of mission outputs (reports, etc.)
- Internal and external communication & knowledge management of the project in Lebanon
The Advisor
- coordinates all communication related work of the project in Lebanon, including the preparation of factsheets, inputs to specific knowledge management tools, website, presentations, etc.
- represents the project in GIZ Lebanon Management Team Meetings and annual planning workshops when required
- provides translation to and from Arabic, as required and/or ensures that the quality of translated documents is at a very high standard
- ensures that all relevant documents are archived in the document management system (DMS) of GIZ
- keeps track of developments and news affecting the sector (governance, sustainable economic development, and women empowerment) and disseminates relevant information to other team members
- provides presentations, inputs, etc. for meetings, workshops, or conferences
- Other duties/additional tasks

Description of the Project: The regional project “Gender-Responsive and Inclusive Politics and Economy – WoMENA” aims to strengthen the political and economic participation of women in the MENA region in order to raise women representation in decision-making positions in political and economic life and to improve the opportunities available to women in the labour market and in working life.
The project will cooperate with national and regional networks to implement measures to increase women participation in economic and political life. The overarching goal is to help empower women and promote their fundamental human rights and to ensure they can make an effective contribution towards shaping policies that promote gender equality and inclusion in the MENA region. This will be achieved, for example, through the introduction of Gender Diversity Management in companies, the promotion of women in leadership positions or the networking and empowerment of political actors.
Furthermore, the project will provide advice and capacity development support to make the work of economic and political change agents in the MENA region more effective. They will be supported in developing and implementing innovative approaches that increase the political and economic participation of women with a focus on women affected by the Covid-19 pandemic.
WoMENA will also conduct awareness raising activities among different age groups that promote an active role for women in political and economic life. In the same spirit, the active engagement of men for equality and women's rights will be promoted.
