Junior advisor for curriculum development and training implementation to the project: Improving the Quality and Attractiveness of Technical and Vocational Education and Training in Lebanon for poor and vulnerable social groups/ Jr. vocational training advisor
Job Profile
- Required Qualifications, Competencies and Knowledge
Formal Education
- University degree in education, social science, agrofood-processing or the Internet of Things (IoT)
Experience
- 3 years working experience in the field of TVET or skills development (minimum requirement)
- Previous experience working with private sector employers (preferred requirement)
- Knowledge of the competency-based approach is an advantage (preferred requirement)
- Working experience with GIZ administrative system and regulation is considered an advantage
- Experience with multicultural working environment is considered an advantage
- Working experience in Lebanon with NGOs or development projects (preferred requirement)
- Working experience in Lebanon dealing with poor and vulnerable social groups (preferred requirement)
Other Qualifications
- Fluency in English language (minimum requirement).
- Fluency in Arabic language (minimum requirement).
- Excellent communication and presentation skills (minimum requirement).
- Ability to adapt communication to suit different audiences and facilitate group discussion
- Proficient in use of Microsoft Office (PowerPoint, Word, Excel, Outlook) or equivalent open-source packages (minimum requirement).

- Responsibilities
The Junior advisor for training implementation is supporting the technical advisor(s) for Curriculum development and implementation and the Jr. advisor(s) for Curriculum development and implementation in:
- the curriculum development and the smooth implementation of competency-based training (CBT) modules at the level of the Baccalaureate Technique (BT) agrofood-processing and the Technicien Superior (TS) level Internet of Things (IoT) in the public TVET system, including Work Based Learning (WBL)
- the follow-up of all the administrative procedures related to the implementation of CBT modules in the DGVTE technical schools according to DGVTE, BMZ, EU and GIZ administrative regulations and requirements
- Tasks
General Duties
The Junior advisor for curriculum development and training implementation:
- assists the officer in charge of the commission and the technical advisors to prepare and implement the curriculum, the plan, the budget, and the reporting of the implementation of CBT modules
Curriculum development and implementation
The Junior advisor for curriculum development and training implementation supports the technical advisor(s) for Curriculum development and implementation and the Jr. advisor(s) for Curriculum development and implementation in:
- Developing the training curricula and supporting external curriculum developers
- preparing training schedules and activity plans (CBTs, training of trainers - ToTs, external assessments, Work-based learning - WBL) in coop. with the training providers (public VTE schools & trainers, companies), beneficiaries and assessment providers
- the organization of CBT implementation, he/she:
- assures that training equipment, tools and materials are available on time
- liaises frequently with the school management, ToT trainers and teachers and companies
- assists in the development of the strategy of WBL within the CBT implementation
- assists in the coordination of the trainings with all stakeholders
- the monitoring and reporting:
- assists in the monitoring of the assessment of trainees at the completion of the trainings
- supports the development of evaluation tools to monitor the vocational training effectiveness to assess the impact of the delivered CBT modules (changes in the teaching practices, on students results, employability…)
- collects information of trainees (teachers and students) enrolled in the trainings
- ensures the availability of presence sheets in liaison with trainers, teachers and directors as well as in-company training responsibles and collects them at the end of the training measures according to GIZ procedures
- supports the development and maintenance of databases for teachers, ToT trainers, companies, trainers etc.
- following-up all the administrative procedures related to the implementation of CBT modules in the DGVTE technical schools according to DGVTE and GIZ administrative regulations and requirements, in particular:
- assuring smooth communication with the DGVTE staff to ensure administrative approvals
- assuring smooth communication with the school directors and companies, teachers, students, tutors, and trainers to facilitate the efficient implementation of the CBT modules
Outreach
The Junior advisor for curriculum development and training implementation in coordination with the technical advisor for curriculum development and implementation and the Jr. advisor for curriculum development and implementation:
- establishes and maintains contact and productive working relationships with school representatives, teachers, students, company representatives as related to the project
- organizes and conducts information sessions with teachers, students and tutors
- creates a network for exchange between teachers, students, and tutors involved in the CBT implementation, and provides support in implementing actions to further motivate and guide teachers into the implementation of the CBT modules in their training practices
- supports in the development and application of a communication strategy for the outreach to students
- conducts outreach activities (meetings, presentations…) for the involvement of the private sector (companies) in WBL
- collects case studies and success stories, documents lessons learned and best practices and liaises with the project PR focal point
Procurement
The Junior advisor for curriculum development and implementation in coordination with the project Jr. admin officer and the technical advisor for curriculum development and implementation:
- Prepares procurement according to GIZ regulation
- monitors availability of supplies / inventory and performs procurement-related activities
- receives and verifies delivered materials
Human Resources
The Junior advisor for curriculum development and implementation assists in:
- drafting ToRs for short term experts (STEs)
- monitoring the implementation of the contracts in terms of working days for local STEs and assuring that all the deliverables requested in the ToR are accomplished
- producing monthly reports based on info (excel timesheets) provided by STEs
Project Background:
The Multi-Donor Action (MDA) “Improving the Quality and Attractiveness of Technical and Vocational Education and Training (TVET) in Lebanon for poor and vulnerable social groups” is jointly co-financed by the European Union and the Federal Ministry of Economic Cooperation and Development (BMZ).
The joint action is implemented by GIZ as a specific Action within the wider BMZ project “Improving the Quality and Attractiveness of TVET in Lebanon (QuA-VET)”.
The aim of the action is to orient the vocational training towards the qualification needs of the labor market in sectors with sustainable employment potentials, therefore improving the employment capacities for poor and vulnerable social groups living in Lebanon.
The implementing partner, the Directorate General for Vocational and Technical Education (DGVTE), requires further support in involving the private sector in vocational education and training. Thus, the project’s emphasis is placed on improving the partnership between vocational training institutions and the private sector. This includes developing modularized and practice-oriented training programs in selected sectors, digitalizing e-learning lessons for the technical theoretical subjects of the promoted TVET programs and general subjects and enhancing the quality of in-company training for employees and work-based learning for vulnerable individuals. The target groups of the project are vulnerable youth and young adults (aged 15-35), including Syrian and Palestinian refugees, individuals from hosting communities, TVET Lebanese students, unemployed or underemployed individuals (aged 17 to 35), and employees in Micro, Small, and Medium-sized Enterprises (MSMEs) seeking to improve their employment prospects through relevant qualifications.
