C. Required Qualifications, Competencies and Knowledge
Formal Education
- University degree preferably in a technical subject or a BT in industrial subjects plus 5 additional years of working experience (minimum requirement)
Experience
- 3 to 5 years of working experience in the field of skills development (minimum requirement)
- Experienced in curriculum development (preferred requirement)
- At least 2 years of teaching experience in a Vocational School or 200 hours of training delivery (minimum requirement)
- Knowledge of the competency based approach is an advantage (preferred requirement)
- Previous working experience in the design and operation of mechanical maintenance projects (minimum requirement)
- Previous experience in interpreting / following technical specifications for equipment and materials used in the mechanical maintenance sector (minimum requirement)
- Previous experience in writing / following working procedures in the mechanical maintenance sector (preferred requirement)
- Working experience in Lebanon with NGOs or development projects (preferred requirement)
- Working experience in Lebanon dealing with vulnerable communities (preferred requirement)
- Working experience with GIZ administrative system and regulation is considered an advantage
- Experience with multicultural working environment is considered an advantage
Other Qualifications
- Fluency in English language (minimum requirement).
- Fluency in Arabic language (minimum requirement).
- Fluency in French language (preferred requirement).
- Knowledge of German is considered an advantage
- Excellent communication and presentation skills (minimum requirement/compulsory).
- Proficient in use of Microsoft Office (PowerPoint, Word, Excel, Outlook) or equivalent open source packages (minimum requirement).
- Excellent office administration, organizational and self-drive skills
- High standards of confidentiality and loyalty
- Reliable, accurate, consistent, persistent and easy going
- Ability to work efficiently in a team
- Sound reporting skills
Willingness to travel nationally
B. Tasks
General Duties
The Junior for Curriculum development:
- assists the project team in communicating with project stakeholders
- maintains polite and professional verbal and written communication
- assists the project team in arranging meetings and events
- handles requests for information and data
- participates in project activities when required
- supports in general clerical duties including photocopying, scanning, and mailing
Develop CBT Curricula in the Mechanical Maintenance Sector
The Junior Advisor for Curriculum development under supervision:
- will develop Competence based Curricula in Industrial/Mechanical Maintenance and other sectors
- will understand the template and the structure of the curriculum:
- revise and examine critically the template for CBT module curriculum and other relevant project documentation
- choose a list of 15 to 20 occupational standards for mechanical maintenance and support the project team to identify the most relevant to be developed into CBT module curricula and included in the secondary education as short-term courses
- will coordinate the development of Competence based Curricula with STEs, among others in the Mechanical Maintenance Sector
- liaise with the DGVTE officials to assure the approval of the CBT module curricula to be implemented in DGVTE schools
- will revise the Arabic translated curricula developed
Enhance the capacity to develop CBT Curricula
The Junior Advisor for Curriculum development under supervision will support in the following tasks:
- the selection and training of curriculum developers
- the review and evaluation of the curricula developed
- the development of guidelines for the development of CBT curricula
Finance and Accounting
The Junior Advisor for Curriculum development under supervision:
- collects invoices related to Curriculum development to be handed over to the Jr. admin officer
Procurement
The Junior Advisor for Curriculum development in coordination with the project Jr. admin officer:
- prepares and monitors the contracts for teachers and short term experts involved in curriculum development
- monitors the contract fulfilment (preparation, signature, execution, closure)
Human Resources
The Junior Advisor for Curriculum development in coordination with the Jr. admin officer:
- monitors the implementation of Short Term Expert (STE) contracts in relation to the Curriculum development
- recording STE working days and activities performed
- assessing compliance of STE deliverables with ToR requirements
- drafting the End of Mission (EoM) report of the STE
- producing STE reports
Other Duties/Additional Tasks
The Junior Advisor for Curriculum development:
- provides simple translations (Arabic-English; English-Arabic as required)
- maintains the relation with other organisations developing and implementing competency based curricula in Lebanese TVET
Project Background:
The project "Improving the Quality and Attractiveness of Vocational Education and Training in Lebanon" aims to increasingly align vocational education and training in sectors with sustainable employment potentials with the needs of the Lebanese economy.
Emphasis is placed on improving the partnership between vocational training institutions and the private sector, strengthening human resource capacity in vocational training institutions, and developing practice-oriented training programs. The target groups of the project are young people, unemployed and underemployed adults who want to improve their employment prospects through qualifications relevant to the labor market.
The implementing partner is the Directorate General for Vocational and Technical Education (DGVTE), which lacks capacity at various levels to involve the private sector in vocational education and training. This concerns curriculum development, teacher training and the expansion of practical elements in teaching. The project's advisory approach includes establishing and advising coordination bodies with representatives of the state vocational training sector and company representatives at the macro and steering levels, piloting cooperation models between vocational training institutions and the private sector, systematic human resources development in public vocational training institutions and testing competency-based, modularized training programs.
