Formal Education
- University degree preferably in a technical subject or a BT in industrial subjects plus 5 additional years of working experience
Experience
- 3 to 5 years of working experience in the field of skills development
- 2 to 3 years of working experience in a position of administrative assistant or equivalent
- Working experience in Lebanon with NGOs or development projects
- Working experience in Lebanon dealing with vulnerable communities (openness to working with refugees as well as with vulnerable Lebanese)
- Working experience with GIZ administrative system is considered an advantage
- Working experience in a multicultural working environment is considered an advantage
Other Qualifications
- Fluent in written and spoken English and Arabic
- Knowledge of German or/and French is considered an advantage
- Excellent command of MS-Office
- Proficient use of modern telecommunication systems
- Excellent office administration, organizational and self-drive skills
- High standards of confidentiality and loyalty
- Reliable, accurate, consistent and easy going and able to work in stressful environment
- Driving license holder
- Daily missions all over Lebanon and stay overnight if necessary
B. Responsibilities
The Junior CBT Officer is responsible for:
- the timely outreach of beneficiaries (vulnerable Lebanese and Syrian refugees) to enroll in CBT modules in the construction sector
- the smooth implementation of CBT modules within the public TVET system (DGVTE schools)
- the liaison with Work based Learning (WBL) providers, school management, trainers, ToT trainers and trainees
- the follow-up of administrative procedures related to CBT in the DGVTE technical schools according to DGVTE, EU and GIZ administrative regulations and requirements
C. Tasks
General Duties
The Junior CBT officer:
- assists the project team in communicating with project stakeholders
- maintains polite and professional verbal and written communication
- assists the project team in arranging meetings and events
- handles requests for information and data
- participates in project activities when required
- provides simple translations and interpretation (Arabic-English; English-Arabic as required)
- supports in general clerical duties including photocopying, scanning and mailing
CBT implementation and monitoring
The Junior CBT officer:
- assists the KE in preparing vocational training plans in coordination with the training providers (public VTE schools & WBL providers), trainees and assessment providers
- establishes and maintains contact and productive working relationships with community representatives, beneficiaries and employers
- establishes and maintains smooth communication with DGVTE staff to pass administrative approvals and with School directors to follow-up with administrative requirements
- organises the CBT implementation:
- identifying vulnerable Lebanese and non-Lebanese in cooperation with EUTF projects
- consulting and updating the Referral Information Management System (RIMS)
- organising and conducting awareness sessions for interested applicants
- collecting information of trainees enrolled in the course
- assuring that training equipment, tools and materials are available for the training
- supporting the school GEOs / Director to identify and organise WBL placement
- organising the assessment of trainees at the completion of the CBT module
- monitors the CBT implementation:
- monitoring the delivery of the CBT module to trainees in the workshop
- monitoring Work Based Learning (WBL) activities of trainees in the working site
- monitoring assessment of trainees at the completion of the course
- reports the CBT implementation:
- collecting presence sheets according to GIZ procedures
- maintaining data base on WBL providers, alumni, ToT trainers, trainers etc
- collecting employment information of trainees after the course (tracing)
Finance and Accounting
The Junior CBT officer under supervision:
- collects invoices related to CBT implementation to be handed over to the admin assistant
- collects justifications and provides payments/reimbursement to trainees
Procurement
The Junior CBT officer in coordination with the project admin assistant:
- prepares the required documents for issuing contracts for goods and materials
- prepares and monitors the contracts for directors, teachers and trainers involved in CBT
- monitors the contract fulfilment (preparation, signature, execution, closure)
Human Resources
The Junior CBT officer in coordination with the admin assistant:
- monitors the implementation of Short Term Expert (STE) contracts CBT implementation
- recording STE working days and activities performed
- assessing compliance of STE deliverables with ToR requirements
- drafting the End of Mission (EoM) report of the STE
- producing STE monthly reports
- producing quarterly and semi-annual reports on working days used by STEs
- Working place: Based in one of the three locations: Dequaneh, Khirbet Qanafar, GIZ office in any other location in Beirut later communicated
Description of the Project:
VTE4all is one of the projects financed by the “EU Regional Trust Fund in Response to the Syrian crisis” in the second semester of 2020. The project, implemented by GIZ, is building on the ProVTE[1] experience in designing and delivering Competence Based Training (CBT), to increase the employability prospects of vulnerable individuals while supporting Technical and Vocational Education and Training (TVET) system strengthening and its relevance to the needs of the labour market.
The project will implement the following components:
- Provide job-related competences in the construction sector. It covers developing CBT curricula, building capacities, and implementing CBT modules in Directorate General of Vocational and Technical Education (DGVTE) schools and in a Boarding Training Centre (BTC) and assisting selected beneficiaries in the process to find a job in the sector.
- Provide job-related competences in sectors other than construction, in partnership with other EUTF projects. It covers developing CBT curricula, building capacities, and supporting the partners in implementing CBT modules in DGVTE schools.
- Build the capacity of TVET actors (assessors, teachers, and trainers) to deliver, assess and certify job-related competences.
- Develop technical theoretical subjects in distance learning modality, for the new BT (Baccalauréat Technique) in in construction technique, designed and proposed by ProVTE. This will overcome the closure of the schools and limit the diffusion of COVID-19.
