Junior Vocational Training and Labour Market to monitor and assist development for e-learning lessons _ VTE4ALL

Job Profile

A. Required Qualifications, Competencies and Knowledge Formal Education

§ University degree preferably in a technical subject or a BT in industrial subjects plus 5 additional years of working experience

Experience
  • 3 to 5 years of working experience in the field of skills development
  • 2 to 3 years of working experience in a position of administrative assistant or equivalent
  • At least 1 year of working experience in the field of Distance Learning
  • Working experience in Lebanon with NGOs or development projects
  • Working experience in Lebanon dealing with vulnerable communities (openness to working with refugees as well as with vulnerable Lebanese)
  • Working experience with GIZ administrative system and regulation is considered an advantage
  • Experience with multicultural working environment is considered an advantage
Other Qualifications
  • Fluent in written and spoken English and Arabic,
  • Knowledge of German or/and French is considered an advantage
  • Excellent command of MS-Office
  • Proficient use of modern telecommunication systems
  • Excellent office administration, organizational and self-drive skills
  • High standards of confidentiality and loyalty
  • Reliable, accurate, consistent and easy going and able to work in stressful environment § Driving licence holder
B. Responsibilities

The Junior CBT Officer is responsible for the smooth implementation in coordination with the Key Expert 4 of the following project activities:

A4.2 Develop lessons of technical theoretical subjects of the new BT in DL modality

Based on the experience gained by ProVTE to develop some theoretical subjects of the old BT in Bâtiment et travaux publique, will involve the developers already selected and trained by ProVTE. The DG of the DGVTE is now orienting the projects to focus on few different sectors rather than continue the same sector, therefore, VTE4all must change the initial plan to develop more specialisations in construction. Considering that will take time to develop a BT curriculum in a new sector, the project will start developing the general subjects in DL modality, this will allow to serve a larger number of students considering that BT1 and BT2 curricula are the same for all the BT specialisations. This option, to have the same curriculum, will optimise the use of resources also when the teaching will be in presence, allowing to join the classes.

A4.3 Enhance the capacity to design lessons of technical theoretical subjects in DL modality

During the period, developers of lessons in Distance Learning modalities will be supported with some webinars to enhance their competencies and capabilities in developing more and more appealing and useful lessons. If relevant, a second round of ToT will be organised to assure having an adequate number of developers to be able implementing the plan.

A4.4 Develop lessons in DL modality to support the implementation of CBT modules

Development of the specific courses in Distance Learning modality for the sustainability of the processes developed by ProVTE and VTE4all. These processes include Curriculum development, CBT module delivery, Assessment Procedures, Training of Assessors, etc.

B. Tasks

General Duties The Junior CBT officer:

  • assists the project team in communicating with project stakeholders
  • maintains polite and professional verbal and written communication
  • assists the project team in arranging meetings and events
  • handles requests for information and data
  • participates in project activities when required
  • provides simple translations and interpretation (Arabic-English; English-Arabic as required)
  • supports in general clerical duties including photocopying, scanning, and mailing

     

Duties for Digitalisation 

The Junior CBT officer implements and/or supervises the following tasks:

  • selection and training of teachers to become developers of lessons in DL modality on the

Authoring Software Articulate 360 and other development tools

  • review and evaluation of the DL lessons developed by selected teachers
  • solution of challenges faced by students while completing the DL lessons
  • solution of challenges faced by tutors while monitoring, at distance, the learning progress of students
  • collection of students’ and teachers’ data to create accounts in Moodle learning management system
  • solution of technical aspects of the learning management systems
  • logistic related to the set-up and distribution of IT tools to students and teachers
  • relation with other organisations developing and implementing DL education in Lebanon
  • development of concept notes and guidelines for the selection and implementation of digital system for education and business development for the digitalisation of the public sector
Finance and Accounting

The Junior CBT officer under supervision:

§ collects invoices related to DL implementation to be handed over to the admin assistant § collects justifications and provides payments/reimbursement to developers

Procurement 

The Junior CBT officer in coordination with the project admin assistant:

  • prepares and monitors the contracts for directors, teachers and trainers involved in DL
  • monitors the contract fulfilment (preparation, signature, execution, closure)
Human Resources

The Junior CBT officer in coordination with the admin assistant:

  • monitors the implementation of Short Term Expert (STE) contracts in relation to the DL implementation
    • drafting ToR for STE to be submitted to the EU for approval
    • recording STE working days and activities performed
    • assessing compliance of STE deliverables with ToR requirements
    • drafting the End of Mission (EoM) report of the STE
    • producing STE monthly reports
    • producing quarterly and semi-annual reports on working days used by STEs

Other Duties/Additional Tasks The Junior CBT officer:

  • provides simple translations (Arabic-English; English-Arabic as required)

Project Description: The project Vocational and Technical Education for all in Lebanon (VTE4all) is funded by the European Union and implemented by GIZ. It is designed to support Lebanon in the context of the protracted crisis providing job-related competences to vulnerable Lebanese, Syrians and Palestinians.

The overall objective of the VTE4all is to enhance the capacities of vulnerable individuals in Lebanon to increase their employability prospects and pursue decent livelihoods pathways through improved access to quality Technical and Vocational Education and Training (TVET), while supporting TVET system strengthening and TVET’s relevance to the needs of the labor market
