Job Profile

 

  1. Required qualifications, competences and experience

 

Qualifications

  • BA/S or equivalent, preferable in social sciences, business administration, public administration or international development or other relevant disciplines required (equivalent to BA or MBA)

Professional experience

  • At least 5 years’ professional experience in a comparable position
  • At least 5 years’ professional experience in monitoring and evaluation
  • Ability to conclude clear and concise reports
  • Ability to manage and meet deadlines and to work independently on multi-task load; excellent communication and organizational skills
  • Experience with and knowledge of current approaches to M&E in relief and development programs
  • Experience in quantitative and qualitative research
  • Experience in capacity building for civil society actors is an advantage

Other knowledge, additional competences

  • Good understanding and experience of delivering M&E frameworks & systems using tools such as log frames, surveys, etc.
  • Good working knowledge of ICT technologies, computer applications (e.g. MS Office, survey applications) and data visualization software.
  • Fluency in spoken and written English and Arabic; ability to translate concepts into Arabic;
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • Good organizational competence
  • Good research and reporting skills
  1. Responsibilities:
    The position holder is responsible for ensuring that:
  • Mechanisms for activity, process, input, output, and impact monitoring are developed and implemented as required to meet the management and reporting requirements of the project
  • Analyses required for strategic decision-making and steering of project activities are timely available and updated regularly
  • Design and implement a monitoring and evaluation system that measures the effectiveness of project activities
  • Monitoring and evaluating overall progress on achievement of results
  • Ensures context-sensitivity and Do-No-Harm
  • Implements daily operational aspects of all issues related to the project
  • Processes technical aspects and further developing the area of responsibility in accordance with the specified quality standards
  • Maintains a good flow of communication and information between all involved institutions and counterparts and GIZ
  • Conducts needs assessments in the area of intervention and supporting the identification of potential implementing partners
  • Project implementation partners receive the support required to ensure that they provide relevant, valid and timely data on project implementation
  • Staff members leading the technical management of the grants are informed of the requirements the partners under their lead need to comply with
  • Log frames, implementation plans and data collection mechanisms of implementing partners comply with the objectives and reporting requirements of the project
  • Conducts site visits to training implementing partners.
  • Facilitate the monitoring of programme activities towards the achievement of indicators, including data collection, data analysis, report writing and dissemination of results.
  • Utilize and manage M&E software tools for data collection, analysis, and reporting to support evidence-based decision making.
  • Work within a cluster for several projects when needed.

The technical professional performs the following tasks:

C. Tasks

1. Management and coordination
The professional will:

  • Coordinates and assists in preparing and conducting project activities and carries out other activities required for implementing these components
  • Assists the project with all organizational and management issues
  • Prepare and submit project reports, factsheets and briefings
  • Prepares, designs and implements any necessary surveys, such as reviews, evaluations or lesson learning exercises, in response to operational requirements
  • Prepares timely English versions of project reports
  • Coordinates with staff members managing the grants on monitoring and reporting requirements and challenges observed to target achievement
  • Supports grant recipients’ capacity building measures in general and in monitoring and evaluation in specific
  • Advises implementing partners on MEL issues and provides capacity building measures according to their needs on GIZ MEL rules and regulations
  • Conducts regular project monitoring visits to partners implementing activities
  • Provides capacity building for new M&E team members and consultants
  • Regular follow up with grant recipients on targets, activities and performance on weekly basis
  • Develops templates to allow for greater standardization of processes, specifically relating to MEL (internal and for implementing partners)
  • Identifies capacity development needs related to project planning and monitoring among project implementation partners and develops measures as required.
  • Contributes to the piloting phase of the M&E software (Mac App) by supporting its implementation, assessing its effectiveness, and offering insights for improvement.

2. Communication and networking

  • Develops internal and external communication material in line with GIZ standards and procedures
  • Provides assistance to external experts and consultants
  • Develops communication channel internally with the team and externally with grant recipients 
  • Ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc.

3. Other duties/additional tasks

  • Performs other duties and tasks at the request of management

Project Description: The situation in Lebanon is characterised by a structural economic and financial crisis and by the effects of the Covid 19 pandemic and the explosion in the port of Beirut in August 2020. The focus of the new Transitional Development Assistance project is to strengthen the socio-economic resilience of vulnerable groups in Bekaa and Mount Lebanon. This is done along three fields of action (1) strengthening agriculture, (2) promoting MSMEs and start-ups, and (3) promoting social cohesion at the local level.
